The city of McKinney expects to cross a major threshold in 2020: sur- passing 200,000 residents. Ocial population estimates will not be available until mid-January, according to the city, but as of Dec. 1, McKinney’s population sat at roughly 194,293 residents. With a growing city comes the need for new streets and developments, according to ocials. A few of the big- ger city projects, ranging from public safety to parks to street improvements, will be funded by $350 million in bond funds approved by McKinney voters last May. Several major projects in store to meet growing demand, number of residents CONTINUED ON 18 BY EMILY DAVIS SRS Distribution and AxiomHub 121 apartments are under construction at SH 121 and Alma Road. (Emily Davis/Community Impact Newspaper) McKinney prepares to hit populationmilestone The population is not the only area of growth. McKinney also had the highest percentage of annual commer- cial growth in its history during 2019, which is important because it means “lower property taxes for our home- owners,” Mayor George Fuller said at the annual State of the City meeting Nov. 7.

Independent Bank is one of the merging companies. (Emily Davis/Community Impact Newspaper)

FEATURED IMPACT IN THE NEWS Texas Capital Bank and Independent Bank announced in a Dec. 9 news release that the two companies will merge into a “super regional” bank headquartered out of McKinney. The $5.5 billion merger is expected to be completed in mid-2020, according to the release. The combined bank will be known as Texas Capital, and the two parent companies, Texas Capital Bancshares Inc. and Independent Bank Group Inc., will be known as Independent Bank Group. “Combining Independent Bank Group and Texas Capital is the logical next step for both companies,” David R. Brooks, Independent Bank Group chairman and CEO, stated in the release. The merger is an opportunity to signicantly diversify Independent Bank’s customer base, business lines and loan concentrations, Brooks said. It is also expected to enable the company to accelerate growth and enhance its nancial exibility for future investments, he said.

Let us help you design the room of your dreams!

Independent Bank built its 150,000-square-foot, six-story headquarters in McKinney in mid- 2019 at 7300 Henneman Way. FEATURED IMPACT IN THE NEWS LifePath Systems CEO Randy Routon will be retiring Feb. 15 after 35 years of working in the local mental health realm. Routon started in 1986 as CEO of the Collin County Mental Health and Mental Retardation Center, which was renamed LifePath Systems in 1999 to reduce the stigma associated with seeking mental health care or public assistance, he said. LifePath is a nonprofit organization that provides assistance to people who are intellectually disabled or mentally ill and to children who are developmentally delayed. LifePath’s operations are based in McKinney at 515 Heritage Drive, McKinney, but the nonprofit serves all of Collin County. “I hope and believe that LifePath will continue to grow to fully meet the needs of a rapidly growing county,” Routon said. “That means adding different types of services as well as increasing staff, contractors [and] facilities to serve the growth in current programs.” The search is still on for Routon’s replacement, he said, but it should be announced soon. Routon said he is looking forward to retirement and plans to spend more time reading for fun and traveling with

CITY&COUNTY

Updates on the biggest issues facing local entities

5, but a specic location has not been announced, and land negotiations are still underway, he said. In 2020, the city hopes to acquire all necessary land and begin design work for the new municipal complex. “We are looking [to build] on the east side to serve as a catalyst project for redevelopment of the east side of [SH] 5,” Grimes said. “That’s very exciting because that can be a major, major cat- alyst for redevelopment in a whole sort of uncharted territory of the city.” Building the new City Hall there would likely create a new hub for development, including restaurants, residential spaces and more, Grimes said in a previous interview with Community Impact Newspaper . “It would take in an old industrial area and sort of reform it into some- thing kind of unique and interest- ing adjacent to our existing Town Square,” he said. Once land is identied, a proposal will be brought to City Council for approval. The city will then nalize the purchases and put out a request for architectural design services for the new City Hall.

2019 BOND PROJECTS

CONTINUED FROM 1

New businesses are also a large part of new growth because of the new jobs and additional revenue they will bring into the city, according to city ocials. “It’s not just the jobs,” City Manager Paul Grimes said during State of the City. “They are bringing knowledge, education [and] experience that they will be able to impart in some way to our community.” NewCity Hall One of McKinney’s biggest projects to kick o in 2020 is its new city hall complex, which is planned to be six times the size of the existing City Hall and house nine departments. These nine departments are located in sep- arate buildings in McKinney. The idea is to have all departments in one loca- tion and open up the existing spaces to other tenants, Grimes said. “The wheels are moving on that, although we still have some land to acquire,” Grimes said. The city is looking in the vicinity of the Flour Mill on the east side of SH

in bond funded capital improvement projects in May 2019. These projects are expected to add necessary infrastructure to meet the demands of a growing population. Voters approved $350 million
