Southlake council tables Carillon Parc changes A zoning change and development plan for the Carillon Parc plaza district was tabled again, the latest happening at the Dec. 2 council meeting. Phase 3 of landscape improvements along SH 114 and a new building at White Chapel Methodist Church were also approved. The outlook Council approved another request to table the zoning change and development plan for Carillon Parc, a $400 million mixed-use development at the corner of SH 114 and North White Chapel Boulevard, until the Jan. 20 meeting. According to previous reporting, the project was approved on Nov. 18, 2008, and was 285 acres at the time. At the time of the May 2023 groundbreaking, the project was 42.5 acres and the development was going to feature 79 homes and over 560,000 square feet of retail/oce space.
Grapevine OKs new detention agreement Grapevine Police Chief Mike Hamlin presented a new detention agreement with the city of Roanoke. Hamlin said the city has contracted to house arrestees from Coppell and Addison since 2022. He said the contract with Coppell will continue and Roanoke will replace Addi- son, starting April 1. Council approved the change at the Dec. 16 meeting.

4 Oak Grove Baseball Complex elds to be re-turfed Oak Grove Baseball Complex in Grapevine will undergo more than $1 million in turf renovations. Grapevine City Council approved a contract with Symmetry Sports Construction for $1.03 million during the Dec. 2 meeting. The existing ineld turf will be removed and replaced on Fields A, B, H and I, Parks and Recreation Director Chris Smith said. since the city switched from grass to turf in 2017. He said the elds are showing signicant wear and tear, and some parts of them have been patched in recent years to get through a season. “Updating the turf is necessary to maintain

high-quality play, reliability for future league and tournament play, and to maintain safety,” he said. Smith said the replacement would be completed before the opening day of spring leagues in March.

Durham Intermediate will close ahead of 2027-28 school year
Carroll ISD trustees voted to close Durham Inter- mediate School ahead of the 2027-28 school year, following a 655-student enrollment drop, resulting in a $7 million state funding loss since 2019. By the numbers For the 2025-26 school year, 664 fifth- and sixth- grade students attend Durham, which has capacity for 849 students. A fall demographer’s report shows that Durham is projected to lose roughly 160 students by the 2030-31 school year. Durham also requires about $8 million in repairs, more than any other campus, CISD Executive Communi- cations Director Jeff Brady said. Board President Cameron Bryan said the district will try to sell the Durham property. Deputy Super- intendent of Finance and Operations Chase Park expects the sale to net CISD between $20 million and $25 million. Budget projections show that closing Durham will save the district about $2.55 million each year

GCISD names DeMasters as interim superintendent The Grapevine-Colleyville ISD board of trustees voted to name Rick DeMasters as the interim superintendent. He replaced Brad Schnautz, starting on Jan. 5. Schnautz was hired as the executive director of the Region 11 Education Service Center. DeMasters started working as the interim superintendent Dec. 17, according to a news release. Schnautz’s last day was Jan. 2, Director of Communications Rosemary Gladden said. DeMasters has been retired since 2021 but has spent more than 30 years in education, according to board President Shannon Braun. He will serve in the role until the board hires a new superintendent.
Carroll ISD will hold its trustee elections in November instead of May for all future elections, following the board’s decision to move the elec- tion date at a Dec. 15 meeting. Some background House Bill 3546, which became law in June, allows school boards to hold their elections in November alongside the general election. Trustees unanimously approved the change, with board President Cameron Bryan citing improved voter accessibility and reduced costs for the district. “November elections offer more polling loca- tions, in May we only have one, and that’s town hall.” Bryan said. Trustees that would be up for re-election in May will get an additional six months added to their term to accommodate the new November election date, CISD Executive Communications Director Carroll ISD updates trustee election rules

Jeff Brady said at the meeting. What else? The board also moved to change the election method from a plurality to a majority vote, requir- ing candidates to earn more than 50% of the vote to win. If no candidate receives more than 50%, the board will call for a runoff election between the two candidates that received the most votes, the policy states. The general uniform election in Tarrant County is scheduled for Nov. 3, according to the county elections website.

UNT Health College of Pharmacy gets $6.8M in research funds
The College of Pharmacy at the University of North Texas Health Fort Worth earned recognition in scal year 2023-24 research rankings, according to a news release from the university. What happened? The nonprot Blue Ridge Institute for Medical Research delivered a ranking based on the research funding given to the college by the National Institutes of Health, per the release. The college received $3.2 million in NIH funding for FY 2023-24 and ranked No. 4 in Texas and No. 41 nationally in pharmacy schools, according to the release. Additionally, the pharmacy program moved from fth to fourth place in Texas and climbed ve spots nationally to No. 42 in the American Asso- ciation of Colleges of Pharmacy’s 2024 research funding report, per UNT’s release. The association tracks total external research funding.
The details The College of Pharmacy secured $6.8 million in total research funding and ranked second in Texas and 14th nationally for the percentage of faculty with federal funding, the release states. “Our faculty members not only advance impactful, federally funded research that improves patient care, but also mentor graduate and professional students eager to follow in their footsteps,” said Evan Robinson, dean of the College of Pharmacy. What else? The funding received from the NIH was used to advance discovery in elds, including vision science, neurodegenerative disease and endocrinology. “External grant funding is a metric for which we can be proud,” said Denise Inman, interim chair and professor of pharmaceutical sciences.

Update: Southlake Town Council decided to use natural grass for the project at a total cost of $1.63 million over 15 years. Council also decided not to include restrooms in the park. • Timeline: designs for the project are 30% complete • Cost: $13 million-$34 million • Funding source: Southlake’s capital improvement project funds Pickering Park, Banyan Park, Austin Oaks Park Project: The Grapevine City Council approved a contract to replace the playground equipment at three city parks at the June 3 meeting. Design work is currently in the process for phase two, which will include more hiking trails, expanding the fishing pier and a boat launch at the pond. • Timeline: TBD • Cost: $4.65 million • Funding source: grants, city of Grapevine The Grapevine REC Project: The Grapevine Recreation Center will receive renovations and expansions on the fitness center, classroom spaces, child-watch rooms and office rooms, Smith said. This will include a walking track, workout room, basketball courts and aquatics. These eight park updates in Grapevine, Colleyville and Southlake include updates to Settlement Park in Grapevine and the installation of a Texas Tree Trail in Colleyville. Texas Tree Trail Project: The tree trail will be located behind the Colleyville senior living facility, where a trail is already in place, and will include different types of trees. Update: Colleyville staff recently finished installing irrigation. North Texas universities to reduce maternal morbidity rates
Dallas counties with assistance from every major health system in North Texas, according to a news release. Some participating systems include Baylor Scott & White and JPS Health network. The background The first initiative launched in spring 2025 to address blood transfusions, which officials said was the most common obstetric complication. “We found that handing [an over-the-counter] bottle of iron to women during their prenatal visit, rather than recommending that they purchase it on their own, reduces the risk of anemia during delivery, pregnancy, improves health outcomes and reduces symptomatic anemia postpartum by one third,” Catherine Spong, a UT Southwestern professor and the chair of obstetrics and gynecol- ogy, said. The accelerator will officially start in January 2026, with initial impact results expected to be released in mid- to fall 2026.

“[These] meals brought peace of mind for both as well as stress relief for [the daughter],” King said. State Farm insurance agent Bill Tait oered a promotion in partnership with Dirty Dough Southlake to give funds to the nonprot. “My dad and I used to deliver when I was a kid,” he said. “It is about companionship and someone to talk to; seniors struggle with no family or anything around.” How to help Metroport Meals on Wheels is always looking for volunteers to deliver meals, King said. Sadie’s, a resale store, generates funds for the nonprot by donating proceeds from merchandise sold, according to its website.
Metroport Meals on Wheels’ volunteers bring warm meals to anyone who can’t cook a meal themselves. “The personal connection between the vol- unteers and the participants is huge,” Executive Director Mary King said. Meals are dropped o to homes ve days a week to people in northeast Tarrant County, King said. Meals come from partners including Central Market in Southlake. The impact One participant of the program suered from terminal breast cancer and lived with her single daughter, King said. The nonprot provided meals to the mother while her daughter worked.

On Dec. 10, the Grapevine-Colleyville ISD board of trustees voted to close Dove and Bransford elementary schools ahead of the 2026-27 school year, following a six-year enrollment decline. The decision follows a recommendation by the Education Master Planning Committee to close the schools. GCISD formed a committee of district sta and community members to address the district’s nances in January 2025, and it began considering campus closures last May, said Nicole Lyons, executive director of communications. District documents show enrollment in GCISD has dropped by about 1,500 students since 2019, from 13,294 to 11,818 in 2025. The state provides funding based on average daily attendance, and the enrollment drop has caused the district to lose about $10.5 million in state funding over that same period, district Chief Operations Ocer Paula Barbaroux said at a Dec. 2 board meeting. “At a period of time when the district was growing, it appeared that the district believed it needed to have 11 [elementary] campuses and basically a capacity of about 7,100 students in those 11 schools,” Barbaroux said. “Today, what we see is just over 1,900 open seats.” Dove students will relocate to Cannon and Silver Lake elementary schools, and Bransford students will be reassigned to O.C. Taylor and Colleyville elementary schools for the 2026-27 school year. About 120 O.C. Taylor students will also relocate to Heritage Elementary School. The committee developed a rubric that evaluated each campus on several factors, including future repair costs and number of students enrolled. Dove scored the lowest on the rubric with a 12.4, while Bransford was ranked seventh out of 11 campuses with a 19.4.

Closing the two campuses will save the district roughly $2.7 million annually between staff cuts and operations costs, including about $1.6 mil- lion in support and administrative staff cuts for positions like custodians, principals and adminis- trative assistants, according to budget projections. GCISD will also eliminate 10 teacher positions through attrition, for $704,000 in savings. Chief Human Resources Officer Kelly Mires said GCISD will work with the staff at Dove and Bransford to find them a new role in the district.

Bransford houses the medical assistant classroom, which serves students with special medical needs and students with disabilities. Lyons said district officials plan to move the classroom to Colleyville Elementary School for the 2026-27 school year. In addition to campus closures, trustees voted at the Dec. 10 meeting to start the process of selling three district properties— the Heritage Annex, the Professional Development and Education Center, and the Dove campus—to bring in additional revenue. “I don’t like this, and no one does,” board Vice President Mary Humphrey said at the Dec. 10 meeting. “I’m voting for this because I believe it has been inevitable for a long time.”
The district’s main source of revenue is property taxes, which the district receives in November, GCISD Chief Financial Officer David Johnson said. District officials aim to keep the fund balance above 20% of expenditures to cover the four- to-five month gap between the end of the fiscal year in June and the November tax revenue disbursement. Projections from Johnson put the fund balance for the 2025-26 fiscal year at 19.9% of total expen- ditures and will drop to under 11% by 2029 without consolidation. With consolidation, the fund balance will drop to about 15% by 2029. The enrollment drop, inflation and only a $55 increase in the basic allotment from state lawmak- ers in the last legislative session, all contributed to the district’s current financial situation, said Johnson, who is retiring on Jan. 30, at the Dec. 2 meeting.
