Funding for the new positions was awarded in September by the National Center for State Courts’ Eviction Diversion Initiative to Justice of the Peace courtrooms covering Harris County Precinct 1-2— represented by Judge Steve Duble—and Precinct 2-2, represented by Judge Dolores Lozano. The joint application by the two judges was one of 10 to be approved nationally for the funding. The courts cover northwest and far southeast Houston. Spring, Klein ISDs lower property tax rates for FY 202324
Both the Spring and Klein ISD boards of trustees lowered their property tax rates for scal year 2023- 24 in meetings held Sept. 12 and Oct. 2, respectively. In a nutshell SISD approved a tax rate of $1.1092 per $100 valu- ation for FY 2023-24. SISD’s Chief Financial Ocer Ann Westbrooks said the new tax rate: • Is $0.15 less than FY 2022-23’s rate of $1.2546 • Includes a maintenance and operations rate— which pays for the general fund budget—of $0.6692, and an interest and sinking rate—which funds debt service from bonds—of $0.44 Meanwhile, KISD approved a tax rate of $1.0316 per $100 valuation for FY 2023-24. According to district documents, the new tax rate: • Is about $0.20 less than FY 2022-23’s rate of $1.23 • Includes an M&O rate of $0.6716 and an I&S rate of $0.36
Why it matters Despite increasing home values across Harris County, district data shows the average tax bill for homeowners will drop following the passage of Senate Bill 2 in July. Under the bill, homeowners will receive a $100,000 tax exemption on their primary home, up from the previous $40,000 exemption. • In SISD, Westbrooks said if a homeowner’s house has a market value of $200,000, they can expect a property tax bill of about $1,000. • In KISD, documents show tax bills for home- owners are projected to drop from an average of $2,950 in 2022 to about $2,180 in 2023. Next steps Texans will need to approve a constitutional amendment included in SB 2 during the Nov. 7 election for the tax cuts to show up on this year’s tax bill.

Local districts join lawsuit against Texas Education Agency
would e ectively lower AF performance ratings for the 2022-23 school year in an unlawful manner by changing the way they are calculated retroactively. “That will arbitrarily lower performance ratings for many ... districts and campuses even though their performance improved,” the petition reads. Current situation The TEA announced Sept. 12 it would delay the release of AF accountability ratings for Texas school districts and campuses to review student data and re-evaluate the methodology used in calculating these ratings. “Maintaining high expectations helps guide our e orts to improve student learning and support,” Morath said in a statement. “The AF system is designed to properly reect how well our schools are meeting those high expectations, and the adjustments we are making this year will ensure it continues to serve as a tool for parents and educa- tors to help our students.”
Klein and Spring ISD trustees voted Sept. 11 and 12, respectively, to join a lawsuit against the Texas Education Agency over accountability ratings. How we got here The TEA began a refresh of its methodology for calculating accountability ratings in late 2021, sharing new benchmarks students must reach for schools to receive a certain letter grade. One of these adjustments raised the cuto point for a district to receive an A rating based on the college, career and military readiness of students from 60% to 88%—a 28 percentage point increase. District o cials have raised concerns about the impact of the changes to accountability ratings, as they are a metric used by school boards to address educational priorities year to year and by prospec- tive families to gauge the quality of schools. Voters to decide on hospital bond
A closer look
Texas has the highest rate of uninsured people in the country, according to the 2021 American Community Survey. In Houston, 1 in 4 people are without health insurance. Harris County’s population also continues to grow, making the county’s health system insucient in meeting current needs and future demands, HHS ocials said. Both hospitals are operating at over 90%-100% daily occupancy. Research by public health experts has found that low-income families face consequences when they are unable to access health care, including: • Uninsured patients coming in for late-stage diseases, including cancer
Hospital; expand the capacity of Ben Taub Hospital; and create new community clinics in precincts 2, 3 and 4. Harris Health President and CEO Dr. Esmaeil Porsa said the hospitals have failing infrastructure and the county population is rapidly growing. The system is mandated by law to provide health care services to the uninsured and underinsured populations, but also serves the entire county.
In November, Harris County voters will have to decide whether to fund a $2.5 billion expansion of the Harris Health System over the next 10 years in a move that could increase health care access for more than 1 million uninsured residents. If approved, the improvements are projected to cost the owner of a $300,000 property $6 more per month in taxes. The bond funding would allow the system to replace and renovate Lyndon B. Johnson

Across all Spring-area ZIP codes fewer homes sold in September than did in September 2022. Meanwhile, the median home sales price decreased across three Spring-area ZIP codes.
The state of Texas will invest $142 billion in transportation projects focused on safety improve- ments, congestion, connectivity and road preser- vation over the next 10 years. “This plan will not only connect Texans from every corner of our state; it will also bolster our economic growth and ensure Texans and busi- nesses continue to thrive for generations to come,” Gov. Greg Abbott said in an Aug. 17 news release. The overview The Texas Department of Transportation’s 10-year plan, known as the Uni ed Transporta- tion Program, is updated annually and includes funding for initiatives across the state. The Texas Transportation Commission unan- imously approved $100 billion for the 2024 UTP during its Aug. 16 meeting—a $15 billion increase over the $85 billion 2023 UTP. The other $42 billion, which will fund develop- ment and routine maintenance, comes from the

“This plan will help the lives of all Texans for years to come as we work to move people and goods safely and eciently in our rural, urban and metropolitan areas,” TxDOT Executive Director Marc Williams said in the release. “TxDOT is already putting these resources to work with a record number of projects aimed at improving safety and saving lives on our roadways.” The 2024 UTP includes $14.2 billion in projects for the Houston region. By the numbers The Texas A&M Transportation Institute reported over the next 10 years, the 2024 UTP will: • Create 70,500 new jobs • Add $18.8 billion to the state economy annually
• $4.42B for the North Houston Highway Improvement Plan, which will improve I-45 from Beltway 8 to I-10 W. and reroute I-45 through Houston along I-10 and Hwy. 59 • $1.14B for the I-10 W. Inner Katy project to add four nontolled managed lanes between downtown Houston and Loop 610 in Houston • $730.6M to add two managed lanes and two general-purpose lanes, and extend frontage roads for the I-10 W. project from FM 359 to Mason Road • $555M for the I-10 bridge replacement at the San Jacinto River • $343.5M for a new location roadway on Hwy. 35 from I-45 to Dixie Drive • $150M to improve trafic and safety along Hwy. 105 from the Grimes County to the San Jacinto and Liberty County lines

How we got here
What you need to know
Following redistricting in 2022, Harris County Precinct 3 encompasses 555 square miles including 4,200 acres of parkland and 3,400 acres of green- way—the most of any precinct countywide. To maintain and improve upon the precinct’s existing green space and prepare for anticipated population growth, Precinct 3 ocials began working on a parks and trails master plan in 2022. As part of the master plan, Precinct 3 ocials completed an outreach phase to assess the needs and desires of the community, which included six meetings and an online survey conducted last fall. “Thank you to the residents who took time to provide us feedback,” Ramsey said. “They know their parks and trails better than anyone, so we’re con- dent in the information incorporated into the plan.” The parks and trails master plan assesses both cur- rent and future needs for the area’s parks and trails network. The analysis will inform the recommenda- tions process that has a baseline framework for the next 30 years, according to plan documents.
before trail connectivity was a priority. “It’s so important, I think, as these areas are developing to be getting the parkland now so that you can have large, beautiful parks in the future,” said Jim Robertson, chair of the Cypress Creek Greenway Project. Evan Bailey—an avid cyclist who owns Biking Roots with his wife, Alise, in Spring—said he was excited to read through the master plan until he saw the estimated costs and timelines for the recommended projects. “Twenty years is kind of the timeline for a lot of the [projects] plus another 10 years possibly for delays,” Bailey said. “So my kids would be grown and out of the house and have their own families probably by then.”
The plan divides Precinct 3 into four areas: Cypress, Spring, Humble and Crosby. Recommended parks projects in the Spring service area total nearly $44.2 million and include new facilities, natural features and renovations, per plan documents. The plan also recommends 57 miles of trail projects totaling $125 million, the majority of which aim to build upon the existing Spring Creek and Cypress Creek greenways. Of the four areas, Spring has the lowest anticipated population growth at 59% by 2045. Ocials noted all future park development and trail networks will have to respond to the existing framework of the community as many of the area’s developments were built over 20 years ago
