Liberty Hill, ESD 4 to divide sales taxes Liberty Hill and Emergency Services District 4 have agreed to share sales taxes collected from areas annexed by the city. Liberty Hill will receive a 1.35% sales tax on transactions in annexed areas, and ESD 4 will receive a .4% sales tax on those transac- tions, according to an interlocal agreement provided by Christian Kurtz, director of economic development for Liberty Hill. The agreement went into effect on Feb. 24. Dig deeper Liberty Hill and ESD 4 have overlapping jurisdictions, according to the agreement. The city is located entirely within the ESD. The city imposes a 1.75% sales tax, which is the same as the sales tax the ESD imposes, excluding some areas included in the city limits, according to the agreement.

Leander to apply for emergency drone grant Leander could receive three state-funded drones and training for 10 personnel after City Council approved an application submittal for a grant from Texas’s State Homeland Security Program. Leander’s Office of Homeland Security and Emergency Management is hoping to receive $100,000 from the 2025 state program to bring the drones and needed training to the city, according to agenda documents.

The two-minute impact The drones would allow the homeland security and emergency management office to quickly assess situations and gather on-the-ground information for efficient coordination, according to the documents. The drones would also support emergency operations in situations including search and res- cues, damage assessments, floods and wildfires, according to the documents. What else? The SHSP aims to support state and local efforts to prevent terrorism and targeted violence and prepare for threats and hazards, according to the governor’s eGrants website.

Leander to update water meters Leander residents can expect to see city contractors working in their yards over the next few months as the city determines which water meters need updating and which need replacing. The city is in the process of installing water meters that will support electronic communications, enabling the city to operate more efficiently and conserve more water, Capital Improvements Program Manager Tony Bettis said at the Feb. 20 city council meeting. The two-minute impact The new meters will be able to wirelessly send data. The process will require installing at least 15 communication towers around town, Bettis said. Installation is expected to complete spring 2027.

Leander gets clean audit on 2023-24 finances The city of Leander’s finances for fiscal year 2023- 24 were found by an independent auditor to have operated with no weaknesses or deficiencies. At the Feb. 20 Leander City Council meeting, City Council voted to accept the audit, which found that general fund revenue for the city outpaced expen- ditures by $9.8 million, according to a presentation

Roger Tovar, an audit partner with Whitley Penn LLP, said the accounting firm did not examine all city transactions for the year; it focused on areas determined by a risk assessment conducted early in the audit process. The audit was an evaluation of the reliability of financial statements, not an assessment of the city’s economic well-being, Tovar said. “We did issue an unmodified opinion,” Tovar

Leander ISD approves 2025-26 calendar The Leander ISD board of trustees approved the academic calendar for the 2025-26 school year Feb. 13. School will start on Aug. 13, according to a draft of the calendar, and students and staff will see a number of holidays and breaks in the year. What they’re saying Possible losses in funding due to low attendance was a prevalent concern brought up during the board’s discussion of the calendar. “We’re a state that’s funded based on atten- dance,” said Sade Fashokun, secretary of the board and trustee for place 5. “We’ve seen whenever we have a holiday, we tend to have a high rate of absenteeism that day or the day before.” Board President Gloria Gonzales-Dholakia said a 1% decrease in attendance equates to a roughly $3 million loss in funding for the district.

LHISD adopts 202526 academic calendar Students in Liberty Hill ISD will attend school four days a week at several points throughout next school year. The board of trustees adopted the district’s 2025-26 academic calendar at its Feb. 18 meeting following nearly two hours of discussion. District ocials said the four-day student weeks are intended to help retain and recruit teachers as LHISD prepares to make multi-million dollar budget cuts. “We are in a desperate position to help teach- ers...” Place 1 board member Chris Neighbors said. “If we don’t do something, we’re going to be in for

Leander City Council approved an item Feb. 6 decreasing the speed limit on North Lakeline Boulevard from Crystal Falls Parkway to Stinnett Drive, from 45 mph to 40 mph. Dig deeper The speed limit change comes after city sta received concerns about trac speed and pedes- trian safety, City Engineer Emily Truman told the council. Truman said intersections at Plano Lane and Sonny Drive, where there are crosswalks but no signalization, were of particular concern. They understand they need to provide power facilities to make sure that they’re going to be able to stay on without taking power from the grid [during periods of high demand]. What policies are you considering to help public schools hire and retain certified teachers? There’s three strategies here. One is to make certification easier but also more effective. Two is to attract more teachers to the profession. When this session ends, teacher pay is going to be at an all-time high. … That will hopefully attract and retain more teachers. But if you listen to teacher concerns, they go beyond just things like pay. Some involve school safety or dealing with discipline challenges. We have to empower edu- cators and empower administrators to have better control of discipline-based issues. It’s a safety issue [and] a classroom attention issue. What can Texas do to help communities prepare for and respond to future wildfires? We’re working with the Texas Division of Emer- gency Management as well as specialists at Texas A&M [University] to make sure that we’re clearing debris and removing things that would add to a potential expansion of a fire. One thing that we need, especially for vast areas like the Panhandle, are air tanker planes to help us more quickly extinguish large-scale fires. Third is to help invest more in our local fire departments. In [rural communities], they have so many volunteer fire departments, and they need more resources to be able to fight fires.

This legislative session, Texas needs to reign in property tax increases, attract home insurance providers and continue adding power to the state grid, Gov. Greg Abbott told Community Impact in an interview at the state capitol Feb. 7. What action should lawmakers take on property taxes this session? Home values are going to [continue to] go up, but a law that we passed in 2019 ... says that any property tax revenue for any jurisdiction is capped at 2.5%. If your property value goes up 10%, your property taxes cannot go up 10%. The real fix for this is to stop making it so easy for local taxing jurisdictions to increase property taxes. That’s why [I’m proposing] two-thirds approval by voters before property taxes can be increased. What can the Legislature do to address home insurance affordability? We want to make sure Texas is a state that attracts insurers, because the more providers there are, it will reduce the cost [of coverage]. There are other reforms we are taking a look at to make sure that we will … be able to contain any potential increase in the cost of insurance. Issues range from what’s going on in the [Texas] Panhan- dle versus what’s going on in coastal regions. Officials say Texas must nearly double its power capacity to 150,000 megawatts by 2030. What changes are needed to meet growing demand? Last session, Texas provided incentives to entice the addition of 10,000 more megawatts of power. That’s in the process of being added to the grid. We want to repeat that again this session. One reason for the power demand is because of

How much would this cost? [We don’t know yet], but what lawmakers agree on is the need to get it done. In some areas, it may be more personnel; in other areas, it may be certain tools ... [or] another fire truck. So, it’s more like inventory checking, where it’s not going to be one size fits all.
