Schertz updates Comprehensive Master Plan
City Council approves rezoning of 43 acres in south Universal City Universal City could soon see the transforma- tion of 43-acres of land located at Loop 1604 and Kitty Hawk Road with a mix of restaurants, retail, apartments, senior living and even a hotel follow- ing City Council approval of several ordinances and resolutions April 16. The details According to agenda documents, the Economic Development Corporation and City Council selected Reunion Development Partners to move forward with the development in 2022. Michael Cassata, Universal City development services and economic development director, said the market will dictate the uses for each section of the development. The site plan presented to City Council included eight lots, with two lots focused on providing private open spaces that can be used by the public. Cassata said the project will also include access points from Loop 1604, Kitty Hawk Road, Byrd Boulevard and Universal City Boulevard. Roads County grants tax rebate to Caterpillar Machinery and engine manufacturer Caterpillar will likely see some tax relief after a Chapter 381 agreement was endorsed by the Comal County Commissioners Court April 25. The gist If the company adds 25 jobs in its Schertz facility expansion, the county will provide property tax relief beginning in 2026, according to the agreement document. If by the end of 2026 Caterpillar adds and keeps 25 new employees, a 100% rebate will be applied to their 2026 property taxes. The following years, a tax rebate will be applied to their annual county property taxes should Caterpillar maintain those new employees, but the percentage of the rebate would drop by 15% each year.

Resident Bernard Rubal said he is concerned about the loss of commercial uses with the updated zoning and how much of the tax burden would be added to the city. “The point of having commercial areas, of course, is to reduce property taxes for residents. That is one of the primary reasons,” Rubal said.

Cibolo sta works on proposed public safety facility Cibolo City Council on April 23 received an update for the proposed public safety facility,
which is planned to be put on the November ballot as a bond proposition alongside a proposed animal services facility. The details The facility is planned to be located between Bolton Road and I-10 near Stolte Road, which would be the fourth re station for Cibolo, and the rst re station in the Southern portion of the city. Eikon Consulting Group has been working on the design of the new facility leading up to the November election. The planned development is 15,100 square feet, and will include an administrative area, living area and apparatus bay/decontamination area. Each of these areas of the main building will include additional rooms and areas focused on providing sta with the appropriate resources and amenities.

The building will also be used for training, with plans to construct a burn building nearby. According to the April 23 agenda, the new facility would provide a ve minute or less response time to properties south of FM 78.
