Schertz updates Comprehensive Master Plan
City Council approves rezoning of 43 acres in south Universal City Universal City could soon see the transforma- tion of 43-acres of land located at Loop 1604 and Kitty Hawk Road with a mix of restaurants, retail, apartments, senior living and even a hotel follow- ing City Council approval of several ordinances and resolutions April 16. The details According to agenda documents, the Economic Development Corporation and City Council selected Reunion Development Partners to move forward with the development in 2022. Michael Cassata, Universal City development services and economic development director, said the market will dictate the uses for each section of the development. The site plan presented to City Council included eight lots, with two lots focused on providing private open spaces that can be used by the public. Cassata said the project will also include access points from Loop 1604, Kitty Hawk Road, Byrd Boulevard and Universal City Boulevard. Roads County grants tax rebate to Caterpillar Machinery and engine manufacturer Caterpillar will likely see some tax relief after a Chapter 381 agreement was endorsed by the Comal County Commissioners Court April 25. The gist If the company adds 25 jobs in its Schertz facility expansion, the county will provide property tax relief beginning in 2026, according to the agreement document. If by the end of 2026 Caterpillar adds and keeps 25 new employees, a 100% rebate will be applied to their 2026 property taxes. The following years, a tax rebate will be applied to their annual county property taxes should Caterpillar maintain those new employees, but the percentage of the rebate would drop by 15% each year.

Cibolo sta works on proposed public safety facility Cibolo City Council on April 23 received an update for the proposed public safety facility,
which is planned to be put on the November ballot as a bond proposition alongside a proposed animal services facility. The details The facility is planned to be located between Bolton Road and I-10 near Stolte Road, which would be the fourth re station for Cibolo, and the rst re station in the Southern portion of the city. Eikon Consulting Group has been working on the design of the new facility leading up to the November election. The planned development is 15,100 square feet, and will include an administrative area, living area and apparatus bay/decontamination area. Each of these areas of the main building will include additional rooms and areas focused on providing sta with the appropriate resources and amenities.

The building will also be used for training, with plans to construct a burn building nearby. According to the April 23 agenda, the new facility would provide a ve minute or less response time to properties south of FM 78. JISD approves middle school graduation policy The Judson ISD board of trustees on April 18 approved a policy update for the promotion of middle school students to the next grade level. Two-minute impact Under the new policy, students in grades 6-8 can be promoted by having an overall average of 70 for all subject areas combined, and a grade of 70 or above in three of the following areas: • English Language Arts and Reading • Mathematics • Science • Social Studies Students can make below a 70 in one of the four core classes as long as their overall average is above a 70. Deputy Superintendent of Teaching and Learning Mary Duhart-Toppen explained that under the former policy, students could pass the

Cibolo staff is working on a Neighborhood Traffic Management Program, which would serve as a tool for residents to petition for management devices on their streets. The details The program will require 60% of residents in the affected area to support the installa- tion of a device. Tools residents may be able to request under the program include speed cushions, traffic circles and electronic speed signs. Officials will hold discussions in upcoming budget meetings on allocating funds to man- agement requests submitted by residents. City manager Wayne Reed said the city also has an opportunity to pursue grant and additional funding sources to help with some of the projects.

City Administrator Johnny Casias said in antic- ipation of University Health breaking ground on a new hospital, and Judson ISD constructing a new elementary school along Retama Parkway, City Council budgeted the road project for construc- tion in fiscal year 2023-24. Grayson Cox with KSA Engineers said if the con- tractor is able to do both projects at the same time
without delay, then they may be able to do that. Otherwise, the roads will be under construction at different times with Retama Parkway prioritized. The project is expected to begin in mid- May. Retama Parkway from Lookout Road to I-35 Frontage Road will take an estimated six months for construction to complete, and Alton Boulevard from Mount Crest Drive to Chippewa Boulevard will take an estimated three months to complete, Cox said.

The cities of Schertz and Cibolo have each performed citizen satisfaction surveys, with the Cibolo survey indicating 71% of respon- dents rated the parks as good or excellent. Universal City held a similar survey when creating the Parks, Open Spaces and Rec- reation Master Plan in 2023, indicating the condition of city parks. Schertz and Live Oak are completing similar plans in 2024.
Cibolo staff in December entered an agreement to purchase 18 acres of parkland for $854,460 through the city budget and certificates of obligation. The park was later named Schaezler Park after the family that formerly owned the property, Cibolo staff said. Schertz is in the early stages of developing the Hilltop/Homestead Park area, which is a 14-acre space in the northern part of the city. The project is funded through $750,000 in grant funding, and $750,000 from the city and other organizations, Shrum said. Universal City and Live Oak completed updates in 2023 to parks through local budgets and organizations, with Live Oak’s Main City Park receiving a new playground, trail and two pavilions. Universal City constructed a playground at Veterans Park, receiving three National Demonstration Site recognitions for the park design, City Manager Kim Turner said.

For those looking for ower arrangements for personal use, special occasions and events, Grey House Blooms oers custom designs. Tammy Weissmann and Jeri Twenter opened the location on Schertz Main Street in January 2023. What they oer A selection of natural and articial owers are available at the shop, with Weissmann and Twenter able to help pick the best owers for the occasion. What to expect Depending on the color, ower type and other factors, arrangements can be made on the same day, or may take a couple of weeks to complete. “Thankfully for us, we have a wholesaler that is
close by, so it makes it a little easier for us to get special owers,” Weissmann said. The shop also oers arrangements for larger occasions such as weddings, funerals and other events. Online, the store oers the ability to purchase arrangements, which can be picked up from the store. Delivery options are available to a limited area around the shop. Weissmann and Twenter said they have appreciated the community reception and enjoy providing ower services for Schertz. “We are thankful for people being inquisitive on what’s inside the shop now, and our door is always open,” Twenter said.

Love Where You Live-Schertz works to improve city
Since 2016, Love Where You Live-Schertz has helped homeowners with issues and maintenance around their properties. Director Eric Wilbur said its goal is to help home- owners who are unable to maintain their homes. “We recognized that in our community, we have a lot of folks that ... can’t maintain their homes for whatever reason,” he said. Key players The organization began as a group of churches that work alongside the city of Schertz to identify homes in need of minor maintenance and repair. “The city doesn’t have the resources to help people, and churches alone can’t really do it without some level of support from the city,” Wilbur said. Local businesses and other organizations will sponsor the nonprot, assisting with providing equipment or other needs. While the organization is mostly focused on Schertz homeowners, they do provide services to nearby areas. Wilbur said around 90% of the work
people each year. Prior to the big events, the organization will go out to neighborhoods in the city to look for homes that might need assistance. When a house is found, organization members distribute an informational yer. Wilbur said this process is how the organization gets most of the people that they assist. Inspec- tors from the city of Schertz will also reach out to the organization with referrals. Moving forward Wilbur said he is having conversations with other municipalities and groups around the area that may be interested in starting a Love Where You Live in their cities to help grow the interest in helping homeowners throughout the area. The focus for now is on neighborhoods and communities where the homes might be older, since those homes are more likely to have mainte- nance issues. “The people that we are helping in these neigh- borhoods are many times overlooked, or they’re isolated or just silent about what they are having to deal with,” he said. “This is our opportunity as a community to come around them and help them.”
