The project broke ground Jan. 26. “[The project is] not going to be perfect, but it’s something that’s well overdue to be done,” said Den- ney, who is the president of the Anderson Mill Neigh- borhood Association. toll lanes and two general-purpose lanes, making it 18 lanes wide in some areas. While his commute takes him to Bee Cave, Denney said he often goes downtown and sometimes uses the MoPac express lanes. He added that the project’s construction could lead to more Northwest Austin residents using Capital Metro to commute. Public transit promotes community building [and] economic equality and is a huge boost to a city’s mobility and productivity,” Brandy- wine CEO Jerry Sweeney said. “This rail station expands access by provid- ing safe, equitable, reliable transpor- tation connecting people from all through this region into a reimagined North Austin community.” Capital Metro President and CEO Randy Clarke said the Broadmoor Sta- tion could become the second largest MetroRail station by ridership. The station will feature two double-length covered platforms and more than 400 parking spaces for transit users. In December, Capital Metro unveiled preliminary design plans

Capital Metro is planning two new MetroRail stations in North Austin, including one that broke ground Jan. 18 at the Uptown ATX develop- ment, formerly known as the IBM Broadmoor Campus. The transit agency is partnering with developer Brandywine Realty Trust to build the $24 million MetroRail Broadmoor Station on the 66-acre Uptown ATX site. Construc- tion on the station is expected last throughout 2022 and 2023, with an anticipated opening in early 2024, according to Capital Metro. The new station is located at 11501 Burnet Road, Austin, and will provide access to the employers, retailers and entertainment venues located in and around The Domain and Uptown ATX developments, said Eric Stratton, a Capital Metro and Austin Transit Part- nership board member, referring to

RRISD Aquatic Center completion expected sometime in March One of Round Rock ISD’s 2018 bond projects, a $16.4 million aquatic practice center on the Cedar Ridge High School campus, is expected to be completed by March or early April. RRISD Chief Operating Ocer Terry Worcester said the project has faced some delays due to materials availability issues driven by the supply chain, but construction is on track for a spring opening and summer use.

BREAKING EVEN Austin ISD has passed budgets with decits in the past. However, ocials have stated the goal is to pass a balanced budget this year, as the fund balance is too low to dip into without jeopardizing AISD’s nancial rating. DEFICIT KEY SURPLUS
AUSTIN ISD Over the next six months, Austin ISD will craft its 2022-23 budget on the heels of an anticipated $62 million shortfall in the 2021-22 school year. The district is going into the process facing multiple constraints: Superintendent Stephaine Elizalde has stated teachers will not be laid o; the district is facing pressure from parents not to cut electives; recapture payments for the district are growing; enrollment is declining; and the district has to pass a balanced budget. The budgetary process kicked o in January, culminat- ing in June with public hearings on the proposal. In November, Elizalde pushed for sta raises, including an increase to $16 an hour for hourly, entry-level sta and a 2% raise plus a $1,000 increase for teachers. Elizalde said the cost will be made up by cuts to central oce sta. In past years, the district has passed a budget with a decit. This gap is made up either through attrition—not every position that is budgeted for is lled all the time—or through taking money from the fund balance. However, AISD does not have enough money to dip into the reserves without jeopardizing its bond rating. To get the best rating from the Texas Education Agency, districts should have 90 days of cash reserves in the fund balance, which the district is already slightly below, according to district documents.

Pugerville ISD prioritizes employee retention District ocials are ramping up strategies to shore up sta retention and recruitment. As part of that campaign, board members during a Dec. 16 meeting approved a one-time $500 stipend for eligible employees, totaling $2 million, as well as a pay bump for hourly employees totaling $1 million. Dell Children’s Medical Center North to open in November Dell Children’s Medical Center North, which broke ground in May 2021, will open in November. The 187,000-square-foot pediatric hospital will have 36 beds, trauma services and two operating rooms, endoscopy rooms, procedure rooms, sleep labs and additional space for growth. A neighboring 60,000-square-foot medical oce building is expected to open in 2022 ahead of the hospital.

With commercial and business growth continuing close to The Domain, Domain Northside and the Q2 Stadium, several developments are bringing high-density multifamily housing units to the area. There are at least six multifamily or mixed-use projects with residential compo- nents underway in North Austin. Together, these new developments are slated to bring 1,923 housing units to the area by 2025. Construction on these complexes will continue throughout 2022, and some units may open for residents toward the end of the year. In announcing their projects, several devel- opers called the area Austin’s second down- town and cited the presence of popular retail destinations nearby as well as major employ- ers, including Apple, Amazon, Facebook, General Motors, 3M, National Instruments, Visa, Cisco and Samsung Semiconductor. OHT Partners is developing one project called the Lenox Grand near MoPac. “The number of high-paying jobs in this area has increased dramatically in the last few years and will continue to do so as The Domain grows, Apple opens its new cam- pus and Uptown ATX attracts more major employers to this area,” OHT Partners Vice President of Development Ben Browder said in a Jan. 6 release. “North Austin needs more housing opportunities for people who want to live near their jobs and the growing number of popular retail and restaurant amenities nearby.”

Concordia University to complete third residence hall by August Concordia University Texas, located at 11400 Concordia University Drive, Austin, is constructing its third residence hall, Regents Hall. The $19.2 million facility, which the university and donors are funding, will be able to accommodate 234 students, expanding Concordia’s residential capacity by 86%. AUSTIN Violent crime prevention and ocer stang and accountability continue to dominate public safety discussions in the city for 2022. Police Chief Joseph Chacon is pushing for increased stang at the Austin Police Department to address vacancies as he welcomes graduates in January from the rst police academy in over a year. Over the last two years, APD’s funding—currently at its largest ever— has shifted as city ocials reacted to concerns over police misconduct and community calls for reform. House Bill 1900, passed into law in 2021, also means Austin cannot drop police

Travis County looks to help renters Since March 2020, Travis County has maintained an eviction moratorium and allotted more than $16.9 million in rental assistance. However, the county is looking for new protections for residents as funding runs out and a new law prevents moratoriums starting March 1. Travis County utilized American Rescue Plan Act funds to help renters; however, the federal government denied a request for an additional $7.8 million, leaving the county to fund $400,000 in outstanding requests from its budget and pause the program. Moving forward, the county is looking at new ways to fund the rental assistance and other protections such as legal aid and education programs. Austin’s aordability issues linger Austin City Council ended 2021 with a renewed commitment to developing aordable housing. HousingWorks Austin Executive Director Nora Linares-Moeller and Research Manager Woody Rodgers said they hope to see aordable housing options expand throughout the city. “I would like to see more aordability, both subsidized and not, all over Austin. Right now we only see it really in South and East Austin, because understandably, the land is cheaper,” Linares-Moeller said. Austin Board of Realtors data shows the median price of a home sold in Austin increased more than $90,000 between October 2020 and October 2021. Linares-Moeller said that rapid increase means more people who make too much to qualify for subsidized housing will struggle to nd housing they can aord. Ocials also hope to see movement on a new land development code for Austin. The city’s rewrite has been tied up in court since May 2020. After delays due to the pandemic, the case was heard by the 14th Court of Appeals in November. A decision is expected this year.

TRAVIS COUNTY The county’s voting process is changing in 2022 because of the state’s voting bill, which shortens the timing of early voting, provides greater rights for partisan poll watchers and increases requirements for voting by mail. It will also bring personnel changes in the county, marking the rst elections in over 35 years without Travis County Clerk Dana DeBeauvoir at the helm, as she plans to retire Jan. 28 after the District 4 special election. DeBeauvoir said with Senate Bill 1, she is largely concerned about the new rules for poll watchers and requiring that people voting by mail provide either a driver’s license or the last four
