City releases draft of proposed downtown changes
Church rezoned to continue operations Round Rock council approved a rezoning to allow a church to continue operating at its location near Gattis School Road. The full story The zoning changed from a general office zoning to public facilities-low intensity, city documents state, bringing The Gospel Fel- lowship Austin into compliance with federal law requiring the owner to have a land use compatible with “assembly-type uses.”
Round Rock released a draft of downtown zoning changes July 16. Proposed updates to the zoning code include expanding the boundaries of downtown zoning, allowing for taller buildings in certain areas and updated standards for signage, displays and landscaping. The details The city began the process of considering changes to its downtown in January 2024. Over the last year-and-a-half, city staff has worked with stakeholders to develop a draft that looks at the area holistically. Through the draft and stakeholder feedback process, the following changes have been pro- posed for the downtown zoning code: • Allowing building heights of eight stories—up from three—along busy streets like Mays Street and Round Rock Avenue • Taller buildings required to incorporate historic

UniverCity program open for enrollment Residents can now enroll in an 11-week city of Round Rock UniverCity program to learn about city operations. The details The newest season of the program begins Aug. 18. Participants will meet with different city departments each week to learn more about how local government works. WilCo weighs $7M property for jail complex Discussions around the future relocation of Wil- liamson County’s Jail and Justice Center continued during a July 15 Commissioners Court meeting, where officials were split on moving forward with a contract to explore purchasing 481 acres of land in Florence. What we know The site county officials are considering for the new Jail and Justice Center complex is located at about 6400 Hwy. 195, Florence. Officials are looking at three parcels of land priced at $7 million total, according to county documents. Round Rock City Council approved an amend- ment to its contract with SpawGlass Contractors, the construction company executing the Old Settlers Park build-out, on July 10. The $1.5 million contract includes wastewater line upgrades to support the project and surrounding areas. The details According to Round Rock’s wastewater master plan, part of the 12-inch wastewater line running through Old Settlers Park requires upsizing to 15-inches. “What this will serve is future customers in the basin and also accommodate all the expansion out there at Old Settlers Park going on,” Assistant Director of General Services Cory Amidon said at the July 10 meeting. SpawGlass Contractors will upsize the portion of the line within the park, and work should begin this month, Amidon said. Also on the agenda City Council approved a $217,335 contract with DigDug Construction to repair concrete at Old Settlers Park.
Round Rock City Council approved a service agreement for the Clay Madsen Recreation Center remodel project July 10. The $215,732 contract with Brinkley Sargent Wiginton Architects is the rst step in starting the project. About the project As part of the 2023 voter-approved bond package, Round Rock will renovate the 55,000-square-foot facility. The project on the recreation center, which was con- structed in 2000, will include a locker room remodel, expansion of the weight room and multipurpose room, and expansion of the gymnasium.

Some of the walkways at the park are no longer compliant with the Americans with Disabilities act due to shifting in the soil. DigDug will replace concrete areas at the baseball and softball com- plex, including walkways, plazas and trails. Dig deeper Upgrades to the park include a new pavilion, stage and amphitheater, as well as a playground, expanded recreational areas, pedestrian bridges and improved sports courts. The city announced in early July that the intersection of Aten Loop and Harrell Parkway will be closed for construction. Brushy Creek plant project to be complete by fall Round Rock City Council approved a change order June 26 that brings the Brushy Creek Regional Wastewater System plant expansion up to date. The project began in 2020 and is about a year-and-a-half delayed, according to Director of Public Works Michael Thane. 79

Plans amended for Arte housing project Round Rock ocials greenlit an amend- ment to plans for a future housing develop- ment in the downtown area in July. The details Updates to plans for the Arte planned- unit development leaves the project with a central parking lot rather than a parking structure; reduces number of units from 410 to 350; and includes additional changes such as reducing the building height.
The BCRWWS plant expansion will bring the plant’s treatment capacity to 30 million gallons per day. The project is a regional collaboration between the cities of Round Rock, Austin, Cedar Park and Leander. In a nutshell The original contract with Thalle Construction amounted to $107 million, with Round Rock responsible for 12% of the regional expansion. According to Thane, the company had “lots of challenges,” including stang and project man- agement, which contributed to delays. The fth change order has been in the works for about a year due to cost negotiations. The contract

adds $1.3 million to the construction work, and Round Rock will be responsible for $157,334. The change order includes adding canopies over electrical infrastructure, as well as adjusting sequencing. Thane said the plant expansion is tentatively scheduled to nish by this fall.

Round Rock ISD will soon begin negotiations with Marathon Health for a future worksite health clinic, after trustees gave administrators the go-ahead June 17. What you need to know Trustees unanimously approved a measure to allow the district to enter into contract negotiations with the healthcare provider to construct and operate a worksite clinic for district employees. RRISD Chief of Human Resources Eddie Curran said the effort is a cost containment mea- sure, as the district has observed a 15% increase in health costs since 2021 under its current self-funded health insurance. Curran also added that having a worksite health clinic available to employees will help reduce out- of-pocket costs to district staff, as well as wait times. The details District timelines for the project show construction, which began in late July, could about five months before opening in January 2026.

4 Austin Community College The ACC board of trustees approved a $568 million balanced budget during a regular meeting July 7. The budget includes pay raises for employees, maintains ACC’s minimum wage and keeps tuition and fees unchanged, according to a news release. A $10 million compensation package in the budget includes a 3% raise for all current ACC employees. The approval comes as fall enrollment is up 15% for 2025.
5 South University Austin South University Austin, located in Round Rock, saw its first cohort of students pursuing a master’s degree in physician assistant studies graduate in March, according to a news release. The program for physician assistants is the first accredited program in the Austin metro area, according to the university. The class included 35 students, who completed 15 months of instructive training and 12 months of hands-on training. The students were selected from a pool of over 2,000 applicants. Each received training in at least seven specialities, including family medicine, internal medicine, behavioral medicine, emergency medicine, pediatrics, surgery and women’s health.
6 Concordia University Texas Concordia University Texas announced a partnership with the University of North Dakota in March to offer a dual-degree program. The program allows students to earn a degree in either mathematics or chemistry from Concordia, alongside one of five engineering degrees from UND, according to a news release.
1 Texas State Technical College Texas State Technical College broke ground on an expansion of the East Williamson County campus in Hutto in February. The campus is expected to open by spring 2027. The new 70,000-square-foot facility will house three programs, including advanced manufacturing, industrial systems and precision machining technology, according to a news release. The project will cost $47 million, TSTC Communication Specialist Kate Altier said. TSTC’s East Williamson County campus is part of a multi-institutional teaching center called the East Williamson County Higher Education Center—a 112,000-square-foot facility that sits on 57 acres, according to the college’s website.
2 Franklin Pierce University Franklin Pierce University’s latest program to produce more physician assistants celebrated its new learning center in Round Rock with a ribbon cutting in February. FPU’s Round Rock Academic Center, located on the Ascension Seton Williamson Hospital campus, is the home for FPU’s hybrid Master of Physician Assistant Studies program in Texas. The 24-month program combines online learning with in-person clinical training, and the 7,000-square-foot learning facility in Round Rock serves as a space for students participating in the hands-on portion of the graduate program. The program welcomed its second cohort of students this March. “By providing a flexible, high-quality program, we are not only supporting the career aspirations of our students but also addressing the healthcare needs of communities across the country,” said Dr. Peter Eden, President of Franklin Pierce University.
3 Southwestern University Southwestern University plans to develop over 560 acres of land near its campus in Georgetown. Called Southwestern University 560, the project is in early planning stages for its first phase. Features for the 560-acre development so far include a concert hall, artscape, 70 acres of green space, mixed-use residential housings, a boutique hotel, and retail and research space. The first buildings could open as early as 2027.
