HIGHLIGHTS FROM THIS MONTH

FROM CHRISSY: I love to hear feedback from our readers, and one of the things I hear most often is how much everyone loves the Impacts (see Pages 6-7) featuring the coming soon and now open area businesses. This month, our front-page story discusses the new developments in the Hwy. 249 and Grand Parkway area that will bring even more retail and industrial developments to the area. Shell Federal Credit Union, Gringo’s Tex-Mex and BoomerJack’s are just a few of the many new businesses coming. Chrissy Leggett, GENERAL MANAGER

FROM ANNA: I’m a proud dog mom of two rescue pups from the Montgomery County Animal Shelter, so this month’s story by Reporter Cassandra Jenkins hits home. In April, Montgomery County commissioners approved a study looking at future animal shelter needs as the county continues to grow (see Page 13). Harris County ocials are also weighing making changes to their shelter operations. As the shelters remain over capacity, I encourage you to consider fostering or adopting a dog or cat and making a dierence for these sweet animals. Anna Lotz, SENIOR EDITOR

GOVERNMENT Montgomery, Harris counties take steps to improve animal shelters

BY CASSANDRA JENKINS & EMILY LINCKE

in April with more than 140 animals seized in cruelty cases, shelter Director Aaron Johnson said. It remained overcapacity as of press time. According to the latest records for March, the live release rate, or the percentage of animals that received positive outcomes by the shelter, was 93.5%. This is down slightly from 96.2% in August, the month prior to Keough taking over. “We have seen very positive results in the things already accomplished,” Keough said. “The team is in place, and although there is still much work to do, the positivity and engagement of the employees and staff is unprecedented. This translates into better service to the community.” Harris County In Harris County, the possibility of making Harris County’s Veterinary Public Health division a stand- alone department was discussed by commissioners April 4 after members of the public alleged that animals are suffering in the county’s shelter. “Almost every animal that leaves the shelter does so in a worse condition than when they arrived,” said Alexx DeCrosta, a former Harris County Pets Resource Center veterinarian. Currently, the county’s veterinary department is a branch of the Harris County Public Health depart- ment. HCPH Executive Director Barbie Robinson said her department has been working to improve operations at Harris County Pets, the shelter. In December, the shelter’s population surpassed capacity. April data from Harris County Pets shows the population remained over capacity. The depart- ment’s live release rate was 96.1% in March. “Animals are not being abused. ... We’ve made a lot of efforts to improve,” Robinson said. Commissioners unanimously voted April 4 to direct the Office of the County Administration to request a presentation on whether the county’s veterinary department should be separated. On April 25, commissioners approved Precinct 3 designating a liaison between the veterinary department and nonprofits to improve outcomes.

SHELTER IMPROVEMENTS Montgomery County commissioners and County Judge Mark Keough have been working since September to make improvements to the Montgomery County Animal Shelter, including:

Officials in Harris and Montgomery counties are taking a closer look at animal services to improve outcomes and upgrade facilities as county animal shelters have exceeded capacity. Montgomery County The Montgomery County Commissioners Court unanimously approved $65,000 to survey facility needs for the Montgomery County Animal Shelter at an April 25 meeting. County Judge Mark Keough said the survey will provide commissioners with a dollar figure to move forward with funding options for a new or renovated facility. “I think we all know [the current building] is a dilapidated, useless facility for an animal shelter,” Precinct 3 Commissioner James Noack said during the meeting. “I think we can all agree to that and stipulate that we need a new shelter at some point in the future.” International design company PGAL previously completed a building condition assessment. According to Keough, the assessment indicated a need for updating natural lighting, a new exhaust system, sound deadening, an updated clinic, new kennels and finding an adequate work area. PGAL representative Paul Bonnette said the needs assessment will look at what’s needed moving forward, which could include plans for a new shelter. County commissioners turned shelter operations over to Keough in early September. Since then, Keough said he has made several improvements to the existing facility, including hiring a live release manager, a foster coordinator, a volunteer coordi- nator and an additional veterinarian. “We have good people in place, and from what I have observed, it would be a challenge to find better,” he said in an interview. “They just needed the support from the decision-making body of the county government to ensure that they have what is needed to do what we have hired them to do.” However, the aging shelter exceeded its capacity

News from Tomball & Magnolia ISDs

HIGHLIGHTS MAGNOLIA ISD Incumbent Jay Michals retained his seat on the Magnolia ISD board of trustees following the May 6 election. Michals was appointed in December to fill a vacancy in Position 4, so this is his first election victory. He garnered 69% of the votes, or 365 votes, over challenger Robin Stone-Loftin. He and Stacia Hamm Norris, who ran unopposed, were sworn in May 15. Norris was sworn into Position 5. TOMBALL ISD The district has named Paulette Tomlinson its next fine arts director. She will begin serving after this school year following the retirement of current Fine Arts Director JD Janda, according to a May 1 news release. Tomlinson comes to Tomball from Flour Bluff ISD in Corpus Christi and has also served in Nacogdoches and San Augustine ISDs. NUMBER TO KNOW The guaranteed maximum price for Magnolia ISD’s Intermediate School No. 3 was set to $47.6 million during a May 15 board meeting, which is $5 million under budget Executive Director of Communications Denise Meyers said. The intermediate school is a part of a $232 million bond voters approved in November. Tim Bruner, MISD executive director of facilities, said the price for the third intermediate is more expensive than it was to build Magnolia and Bear Branch intermediate schools because of the increased cost of materials. $47.6M Tomball ISD board of trustees will meet at 5:30 p.m. June 13 at 310 S. Tomball Innovation Center during a special meeting May 2. The proposed elementary campus was outlined in the $494.46 million bond package voters approved in November 2021. How we got here: District staff presented the board with a change to campus plans April 10 to provide capacity relief to the Creekside-area elementary schools. At a town hall meeting in April, Creekside-area parents and families expressed opposition to the swap. What trustees are saying: • “I want to reassure everyone that there is no bait and switch. What this is is an effort to try and address capacity problems that we’ve got,” Trustee Michael Pratt said.

• “At the end of the day, we have to be good stewards of your tax dol- lars and do what’s best for all the students in the district,” Trustee Tina Salem said.

Next steps: Although no action was taken in May, the board asked outgoing Chief Financial Officer Jim Ross to look into expansion options at Creekside Park Junior High.

Security spending to grow by 55% in fiscal year 2023-24 TOMBALL ISD Spending on security services is set to increase in Tomball ISD by 55.63% in fiscal year 2023-24, said Zack Boles, the assistant superintendent of finance and incoming chief financial officer, during a May 8 workshop. FY 2023-24 begins July 1. BY LIZZY SPANGLER • Instruction up 8.75% • Transportation up 7%

Quote of note: “What that is tied to is the expansion of our [school resource officer] program,” Boles said of the proposed security spending. “You’ll see almost a $900,000 increase in that budget [item].” The backstory: The district plans to have 20 officers on its campuses in 2023-24 following approval of a contract with the Harris County Precinct 4 Constable’s Office after the city of Tomball terminated its SRO agreement with TISD.

What happened: The proposed budget shows these areas will see the biggest increases year over year: • Security services up 55.63% • Curriculum/staff development up 13.02% • Instructional leadership up 12.27%

said. “These are the people that are out there every day, telling us what they like, what they don’t like, what they need, what would make that parks experience more enjoyable. This is the feedback we really want so we know what we need to do in the future to continue to serve the community.” Lifelong Tomball resident Courtney Henry said her kids love to visit the local parks, and she would like to see current parks updated. City Manager David Esquivel said new parks could be part of the master plan to respond to new developments. “One of our biggest things is that we want to keep the feel of Tomball being a small community connected together, and so one way to do that is if you have a local park you can walk to,” Esquivel said.

Seeking feedback and opinions from the community for its parks, recreation and trails master plan, Tomball held an open house April 25. City Council Member Dane Dunagin said sidewalks and walking trails are things he is looking for in the plan. “We do not have enough safe places for people to walk,” he said. “And that’s something we really need to look into.” Developed by Four and One LLC, the master plan is expected to be put together over the summer and be adopted by City Council in early fall, Assistant City Man- ager Jessica Rogers said. “This is one of the most important, if not the most important, ways that we gather information for the parks master plan because these are the parks users,” Rogers

The Montgomery County Oce of Homeland Security and Emergency Management, in partnership with Clear Channel Outdoor, launched a countdown to the 2023 hurricane season via digital billboards May 11. Montgomery County Judge Mark Keough and Clear Channel representative Lee Vela said the billboards will create direct communications to residents. “When we have another incident, which we will, then we will have protocols in place to go ahead put up messages to the traveling public regarding shelter in place, evacuation, whatever the county needs to do,” Vela said. “These billboards make it available to them to be able to do that at no cost to the county.” According to a news release, eight digital billboards are posi- tioned in Conroe and Willis for public service announcements.

Dec. 19: Tomball City Council approves a professional services agreement with Four and One LLC to develop a parks, trails and recreation master plan.

April 25: The city holds an open house for the plan at the Tomball Community Center.

Summer: Tomball will put together the master plan.

Early fall: City Council is expected to

receive and adopt the master plan.
