McKinney City Council members unanimously authorized the sale of parkland that will be used for the development of the US 380 bypass project at a July 16 meeting. Roughly 2.8 acres of land in north McKinney will be purchased by the Texas Department of Transportation as part of the right-of- way acquisition process for the US 380 bypass project. The property is located on the north side of County Road 164 at the intersection with Taylor Burk Drive. The city will retain ownership of about 67 acres of parkland directly to the north for future use, McKinney Director of Engineering Gary Council approves parkland sale for US 380 bypass

The US 380 bypass project will provide an eight-lane freeway with frontage roads that runs through north McKinney. The project began in 2017 with a variety of possible alignments that was later refined to fewer options in 2018, Graham said. The alignment was finalized in September 2023, with TxDOT officials selecting the blue alternative, which was one of five options named after different colors and composed of various road segments. The parkland being sold is located along one of these segments of the blue alternative. “I think [the Texas Department of Transportation] did a really admirable job to minimize the impact to the park,” Graham said. “We worked on the schematic to minimize any takings to this land.”

Graham said at the meeting. The land sale will follow the procedures outlined in state law to allow city-owned land that has been designated for use as a park to be sold, Graham said. The property is adjacent to Erwin Park, an established park in north McKinney directly to the east of the site. City Attorney Mark Houser noted a similar easement in the Erwin Park area was also acquired as part of the planning for the bypass project.

Council term limits on November ballot McKinney residents will consider four propo- sitions that could result in changes to the city’s charter as part of the Nov. 5 election. McKinney City Council members approved an ordinance calling for the items to be added to the ballot at an Aug. 6 meeting. The details A 21-person committee was appointed in May to consider key areas of the charter including term lengths, term limits and council compensation. The committee presented recommendations for potential ballot items at a July 23 meeting, but council members ultimately decided the items put on the ballot. Early voting for the November election will begin Oct. 21 and continue until Nov. 1, with hours varying by day. Election day is Nov. 5.

Garver to design airport improvements Engineering and planning firm Garver will conduct design and engineering work related to planned improvements on the east side of McKinney National Airport, according to a July 16 McKinney City Council meeting. The gist Six infrastructure projects will be designed as part of the work, McKinney National Airport Director Ken Carley said at the July 16 meeting. The planned improvements, totaling $5.4 million, will enable the development of both commercial and general aviation uses. The design work by Garver is expected to be completed by February 2025, a represen- tative of the city said in an email. Council members will review the project prior to any construction work.

City officials propose lower tax rate for FY 2024-25 McKinney city leaders have plans to lower the city’s property tax rate for the ninth year in a row. Prior to adopting the actual tax rate, McKinney City Council members adopted a tax rate ceiling at an Aug. 6 meeting. The gist work session on the upcoming year’s budget, a tax rate of $0.415513 per $100 valuation was proposed. A public hearing on the city manager’s recom- mended budget was held Aug. 20. New Collin College partnership offers path to 4-year degrees A new initiative from Collin College will allow students the opportunity to obtain a degree from a four-year university without leaving Collin County. Collin College is partnering with Texas State University and The University of Texas at Dallas to create the Collin College Academic Alliance, according to an Aug. 13 news release. The details The program allows students to earn an associate degree from Collin College as well as a bachelor’s degree from either UT Dallas or Texas State University. Participants could see a savings of about $20,000 on educational costs, the release stated. The program will begin in the spring semester of 2025, according to Collin College’s website. Future program expansions could see

$2.1M grant supports literacy programs A grant from the Texas Workforce Com- mission will support the expansion of adult education and literacy programs at Collin College, according to a July 30 news release. The grant will provide $2.1 million annually for the next two years, and will contribute funding towards free services for adults in Collin and Rockwall counties. The details The grant funding will be used for an array of programs, including literacy education, workforce preparation and training, English as a second language preparation, civics instruction and more. The services supported by the grant will be available at no cost to participants. More than 15 employment opportunities to support the programs were also created.

While McKinney ISD students outpaced state averages on all end-of-course State of Texas Assessments of Academic Read- iness, district students’ scores dipped in most subjects from 2023 to 2024. STAAR scores were published by the Texas Education Agency in June. The gist Students are tested in five subject areas—algebra I, biology, English I and II, and U.S. history. Four performance levels are used to measure a student’s score: • Did not meet grade level means a students has not shown sufficient understanding of the subject matter and skills. • Approaches grade level means the student has some gaps in the content knowledge. This is still a passing score. • Meets grade level means a student has a strong under- standing of the content. • Masters grade level means the student has shown mastery of the course. McKinney ISD sees decreases in STAAR scores

Two campuses to see renovations

As part of McKinney ISD’s 2021 bond program, additions and renovations for two campuses will be completed following school board approval July 22. Johnson Middle School will see additions including 16 new classrooms and a band hall with ensemble rooms and practice rooms. The project will be

completed by Corgan Architects and will cost $18.56 million. Renovations at McKinney Boyd include adding changing rooms and storage rooms to the per- forming arts wing of the campus. The campus’s art room and dance room will also be renovated. The project by Crossland Construction is estimated to cost $3.25 million.

Roads in East McKinney are undergoing infrastructure improvements prior to the opening of the new McKinney City Hall. The project targets East Virginia Street and Throckmorton Street. Improvements that will be implemented as part of the project focus on the roadways, drainage systems, utilities, pedestrian areas and lighting. The project was recommended in a street and trac study conducted in preparation for the new city hall, Capital Improvements Program Manager Blake Sills said. Construction commenced on March 11 and is scheduled for completion in spring 2025. The $13 million project is funded entirely by the city of McKinney. Road closures in the project area, including Virginia Street, are Eastside sees road upgrades

The Postcard Art Exhibit, an annual interna- tional art exhibition, will be held at the McKinney Cotton Mill in September and October. The art pieces are in a wide array of mediums such as watercolor and textile art, and feature various subject matter. The art pieces are limited to the size of a postcard, which is 5 by 7 inches. “The artworks are quite incredible, and they come from a wide range of artists, from novice artists to artists who are represented in galleries and museums,” said Robin Maria Pedrero, a local artist and the curator of this year’s exhibition. A portion of the proceeds from the event will benet the MillHouse Foundation, which oers resources and promotes women entrepreneurs in creative elds through events, workshops and more.

The specics The event will begin at 1 p.m. Sept. 21 with an opening gala, followed by a grand opening for the general public at 2 p.m. The exhibition will continue from the opening day until Oct. 10. Attendees will have the oppor- tunity to purchase art pieces in person at the exhibition for $40 each. “Even if you’re not an art collector, this is a great way to start,” MillHouse Foundation CEO and Executive Director Beth Beck said. The event was founded in 2010 by David Sandum, an artist from Norway, in an eort to raise funds for a local library, according to the organization’s website. The event, formerly known as the Twitter Art Exhibit, utilizes social media to engage with artists around the world. Since its inception, the Postcard Art Exhibit has been held annually in dierent cities around the world with the proceeds supporting various causes.

Plug and Play’s relationship with the MEDC was paramount to opening a tech center in the city, Thompson said. Plug and Play and the MEDC share an interest in driving technology innovation and economic growth in the region, he said. “If it wasn’t for the McKinney EDC, Plug and Play would not be in McKinney,” Thompson said. The McKinney location launched in March with a focus on two programs: enterprise and AI, and FinTech, or financial technology. Plug and Play’s first accelerator program opened with participa- tion from 21 startups from around the Dallas-Fort Worth area, he said. The Innovation Fund program also focuses on technology businesses but has a longer list of business types that are eligible to participate in the program. The industries selected are competitive and offer jobs to the community, Kowski said, but they also contribute to creating an intentional startup ecosystem and supporting future growth.

The MEDC created the Innovation Fund in 2020 to spur McKinney as an innovation hub by oering technology startups grants of $50,000 to $500,000, MEDC President and CEO Michael Kowski said. Unlike other grants oered by the MEDC, Kowski said the primary goal of the Innovation Fund is to encourage companies to open or relocate to McKinney, which leads to job growth. MEDC Project Manager Mike Wilkes said the program has brought over 700 potential new jobs to McKinney since its inception. As of July, 43 companies have participated in the program, with 11 having completed the three-year program, during which they are required to stay in McKinney. Of those 11, eight are still located in McKinney. The MEDC has seen growth in applications but has admitted fewer companies this year in an eort to prioritize supporting the launch of Plug and Play, Wilkes said.

The Innovation Fund grant program has contributed to creating a growing reputation for the city in the startup community, Kowski said. McKinney’s startup ecosystem has also begun to “develop a personality,” he said. “Google started in a garage, Amazon started in a garage,” MEDC Marketing Manager Luke Gajary said. “The next unicorn that starts in a garage, … why can’t the garage be in McKinney?”

McKinney-based startup and Innovation Fund participant Book.io offers its customers a place to buy and sell e-books, audiobooks and other digital media, CEO Joshua Stone said. The company used the grant funding to relocate from a coworking space to its office in downtown McKinney. “There are a shockingly large number of startups,” he said of the city. “I continue to be impressed with the number of startups.”

Plug and Play officials are projecting between 10-15 participating startups during the fall FinTech program session, Thompson said. Kowski said the MEDC is also looking to support future growth by contributing to the creation of additional office space, noting that adding office space in downtown McKinney would be “valuable.” Jenn Denham, vice president of growth at Review Wave, which offices in the Common Desk building downtown, said the MEDC has worked to support the city’s startup ecosystem by facilitating networking and connections. “It’s just amazing to see that McKinney can still have that small, hometown feel … but also be able to be connected with the amazing tech innovation,” Denham said.

What’s special about it? Everything is made in house, Ismael said, adding that most of the recipes on the menu are her own. To ensure the avors are authentic, Ismael orders spices and herbs for the dishes from Iraq.

Ismael said both she and her husband have a background in software engineering but she has always wanted to open a restaurant. The couple moved to the United States from northern Iraq. “When we moved here, I told my husband that it was time to follow my dream,” she said. Ismael left her information technology job and went on to open the restaurant in August 2023.
