Celina City Council members approved a $2.53 million contract with engineering company Dun- away Associates for the rst phase of designs for the park during their Aug. 21 meeting.
The details Plans for Wilson Creek Park, located at the northwest inter- section of Sunset Boulevard and Roseland Parkway, have been discussed since 2022, according to meeting documents. Construction will start in 2025. The cost for Phase 1 of the park is expected to be $30 million.
Prosper council approves new mixed-use development Pradera

Prosper Town Council members approved rezoning for a new mixed-use development during their Aug. 22 meeting. The development, named Pradera, will be spread out on 34.7 acres along Dallas Park- way, according to a meeting presentation. Plans for Pradera include 730 multifamily units, which will bring the area to the maximum number of units allowed in Pros- per’s comprehensive plan, Mayor David Bristol said. Other features of the develop- ment include oce space, retail space and a hotel, according to meeting documents.

Celina ISD lowers tax rate for FY 2023-24 To account for a higher tax base, Celina ISD officials have lowered the district’s tax rate for fiscal year 2023-24. The CISD board unanimously approved the district’s tax rate of $1.2381 per $100 of assessed value Aug. 21. This rate is 13% lower than last year’s rate of $1.4235 per $100 valuation. The gist The maintenance and operations rate, which covers the district’s operational expenses, is $0.7381 per $100 valuation. The debt service rate is $0.50 per $100 valuation. Despite a lower tax rate for the new school year, district officials said CISD is still expected to garner more funds than last year due to rising property values.
Funding schools The board approved a shortfall, which means the district is expecting to spend more than it will receive in revenue. The budget accounts for growth of 2,600 students from the 2022-23 school year.

Prosper ISD budget shows $9.79M shortfall To account for additional staff and the opening of new schools in the 2023-24 school year, Prosper ISD officials increased its annual budget by $45.7 million. “With the fast growth we’re experiencing, ... we feel this is the most conservative and responsible budget,” Chief Financial Officer Michele Seese said. “Adopting the proposed deficit ensures we
are assuming a worst-case scenario.” A closer look
The preliminary general budget accounts for $296.21 million in revenue from local, state and federal sources, Seese said. Expenditures for the district’s maintenance and facilities increased 17.84% to $27.89 million in the new budget. This budgeted amount is higher to help cover the district’s costs with opening new schools, Seese said. More than 81% of the budget is allocated to employee salaries.

Cook Children’s Medical Center, located at 4100 W. University Drive in Prosper, launched a new testing and diagnosis service July 28 for children experiencing seizures. The continuous electroenceph- alogram monitoring test reads electrical activity in the brain and can be used to diagnose a seizure disorder, according to the hospital’s website. The context The hospital provides the Cook Children’s oers seizure- monitoring
service in partnership with Cook Children’s Neurosciences Team located in Fort Worth. Any patients experiencing potential seizures will be admitted into the Prosper medical center. The test livestreams to clini- cians in the Epilepsy Monitoring Unit at Cook Children’s Medical Center in Fort Worth for observa- tion. Monitoring typically takes at least 24 hours and requires an overnight stay. Cook Children’s Medical Center in Prosper opened in January on a 23-acre campus. The hospital’s services include emergency care, laboratory services, primary care, and a pediatric intensive care unit, according to its website.

Take a look at two of Prosper’s road improve- ment projects slated to finish in 2024. 1 One project is construction on First Street between Coit Road and Custer Road. As one of three projects currently addressing First Street, this project focuses on the stretch between Coit Road and Custer Road. Improvements will focus on constructing four lanes of concrete pavement, according to the town’s capital improvement projects dashboard. The project is expected to be completed in spring 2024 and will cost $27.26 million funded by the town. 2 The second project is designated left-turn lanes being added to Prosper Trail. Celina downtown sees road construction Downtown Inner Loop improvements are underway in Celina. This first phase of construction in the Downtown Inner Loop will address roadway, drainage, water and sewer improvements on Colorado Drive, Beech Street, Ohio Drive and Pecan Street. The project construction started in spring 2022 and will be finished in summer 2024. The project will cost $7.5 million.

eastbound and westbound sides of Prosper Trail at its intersection with Preston Road. Con- struction work will include pavement, grading, modifying existing traffic signals, striping, signage and more, according to the town’s CIP dashboard. The project construction will begin spring 2024 and finish in summer later that year. It will cost $900,000, which is funded by the city.

Collin County residents will see a $683 million bond package on the Nov. 7 ballot. County commissioners unanimously approved placing ve propositions on the ballot during an Aug. 14 meeting. The bond includes ve measures with the larg- est at $380 million dedicated to roads and county transportation projects. The county animal shelter and detention center are among other items up for improvements. The details Proposition A includes $261.86 million for justice facility projects , such as: • The completion of the Adult Detention Center inrmary expansion and renovation project along with the jail kitchen • Russel A. Steindam Courts Building expansion to add 12 courtrooms and oce suites as well as a 400-plus-vehicle garage • Construction of an additional housing cluster at the juvenile justice facility as well as the relocation and expansion of the Plano Juvenile Probation Oce Proposition B includes $5.7 million for the county’s animal shelter . Renovations would include the construction of a one-story, 10,000-square-foot addition attached to the north side of the existing animal shelter building. Proposition D encompasses $22.45 million for parks and open spaces throughout the county. The bond could: • Provide $20 million in funding to cities and other organizations on a matched basis for the development of parks and open space • Use $2.45 million for selected construction and renovation at the Myers Park and Event Center Proposition E would dedicate $380 million for various road projects . Collin County last called a bond election in 2018, which was approved. Several Collin County residents spoke during the Aug. 14 meeting’s public comment in support of the bond, specically the proposition for animal

The portables at Rucker don’t have working plumbing so students must go inside the main building for restrooms, water and lunch, Rubin said. Rucker is one of the campuses that would be updated with bond funding from Proposition A. “Our kids deserve the best, and there are a lot of updates construction-wise that would make our kids safer,” she said.
As the district continues to expand, campuses outgrow their spaces and need to use portable classrooms. Ferguson said the district has 134 portable classrooms that house 5,000 students. At Rucker Elementary School, nearly 160 students learn in portables. Being separated from the building is a safety concern, Assistant Principal Nicole Rubin said.
In 20 years, PISD’s enrollment grew by more than 2,700% to 28,003. It is expected to grow to nearly 46,000 students over the next decade, district data shows. “It’s a little bit of crystal ball-gazing [into the future] because you’re making decisions for kids who are not even here yet,” Superintendent Holly Ferguson said. Because of that growth, the district’s Nov. 7 bond includes four propositions. Proposition A looks to address growth by:

Passion for fashion led mother-daughter duo to Lily Claire boutique Becky Morris said she’s long had an anity for fashion and styling. With a background in the fashion industry, Morris and her daughter, Lily, decided to open Lily Claire in Prosper in 2020. “I am a stylist at heart,” Morris said. “I love helping people nd their personal style. I think that makes us a little dierent.” The backstory Morris previously worked for the luxury depart- ment store Saks Fifth Avenue. She left when she became a mother but continued to work as a stylist. “I’ve always loved fashion, and I wanted to get back into it,” Morris said. “My daughter was in high school in 2020 and kept saying, ‘Let’s open a boutique.’” Morris was skeptical at rst but ultimately opened Lily Claire in November 2020. What’s special about it? Lily Claire oers several services, such as the Lily Claire Style Box, a kit containing items hand- picked by Morris. Other services include closet clean-outs, fashion classes and style parties. Morris said Lily Claire is dierent from other boutiques because it is eclectic and oers a mix- ture of boho, modern and vintage styles, adding that the shop has something for everyone. “I love when I nd my people and when clothes nd their people,” Morris said. “It’s just been really fun discovering that and having people discover us.”

Lucy’s on the Square oers up comfort food in Celina Lucy’s on the Square owner Moises Casillas said every small town in Texas has an iconic restaurant, and in Celina that place is his restaurant. The establishment originally opened in 2004, and Casillas bought it in 2013. Long story short Casillas is originally from the Canary Islands in Spain but immigrated to the U.S. in 2012. In 2013, he relocated to Celina after buying Lucy’s. dog, Casillas said, but he changed the mascot to a cow after he bought the restaurant. The other big change Casillas made was adding the restaurant’s bar. What’s on the menu?

Lucy’s menu consists of comfort food. Casillas said the most popular item is the chicken fried steak. Other popular menu items include a selection of homemade pies.
