Prosper Arts District aims for 2024 groundbreaking With plans to build a retail village, oce space, multifamily and some of Prosper’s rst hotels, the Prosper Arts District is a true mixed-use devel- opment, Prosper Development Services Director David Hoover said. “If this proceeds the way that we’re headed right now, I think this will wind up being one of the better developments that I’ve had the opportunity to be associated with,” he said. Located at the northwest corner of Prosper Trail and Dallas Parkway, the 35-acre development was approved 5-1 by Prosper Town Council members during a June 11 meeting. Construction is expected to start before the end of 2024 and, when nished, will establish itself as a new regional destination. “I’m really looking forward to it,” Hoover said. BY ALEX REECE

Prosper raises tax exemption to 17.5%

Celina council asks EDC board to reapply The Celina Economic Development Corporation board will include new faces after three of its members submitted letters of resignation on July 11. What happened? Celina City Council had previously requested that all members reapply for their positions regardless of if their term was expiring. Council member Eddie Cawlfield suggested the change as a way to reassess the EDC board during a July 9 council meeting. The process does not mean the members cannot be reappointed but they will have to take part in new interviews. Council was expected to fill the three vacancies during a July 23 meeting.

Prosper Town Council members approved raising the town’s homestead tax exemption from 15% to 17.5% during a June 25 meeting. The 2.5% increase is expected to save qualifying residents an annual total of $1.16 million—roughly $111 for each property owner, Finance Director Chris Landrum said. How to qualify To be eligible for the exemption, a Prosper resident would need to: • Own and occupy the home as their primary residence • Submit the exemption application to their county’s appraisal district by April 30 The exemption cannot be less than $5,000 or greater than 20% of the home’s assessed value, according to a meeting presentation.

The 17.5% rate will go into effect for property taxes due in 2025. Diving deeper Prosper’s homestead exemption was established for fiscal year 2016-17 at 7.5% and raised to 10% for FY 2017-18. “This is an important step for our homeowners,” Mayor David Bristol said.

Celina to consider new 911 dispatch center Celina City Council members are looking into creating a city-operated 911 dispatch center. Celina has routed its 911 calls through the Collin County Sheriff’s Office for at least three decades, according to county staff. Building its own could help with response times and local public safety as Celina’s population keeps growing, according to a meeting presentation. Consultants with the public safety company Mission Critical Partners were hired in early 2024 to examine the possibility of Celina operating its own dispatch center. The findings were presented during a July 9 Celina City Council meeting. “We affirm that not only is it feasible but it is also logical for the city of Celina to implement an independent [dispatch center] and to begin this process as soon as possible,” said Gigi Smith, Mission Critical Partners’ project manager.

Prosper up for Collin County parks grants Three Prosper parks projects could soon receive county funds. What you need to know Prosper Town Council members on June 25 submitted applications for three Collin County grants totaling $620,000 for projects at Pecan Grove Park, Raymond Community Park and the Whitley Place neighborhood. The grants would come from the 2024 Collin County Project Funding Assistance Program, an initiative created by the county’s Parks Foundation Advisory Board in 1999. It is designed to support projects that align with the county’s parks and open space strategic plan. The Collin County Project Funding Assis- tance Program is a reimbursement program, meaning Prosper will match each grant.

Prosper ISD officials project $18.02M shortfall in FY 2024-25 The budget shortfall is the district’s worst-case scenario, Seese said in a June 17 meeting. Prosper ISD may be facing a multimillion-dollar shortfall in the fiscal year 2024-25 budget. Expenses for the budget are expected to be $363.17 million, while revenue is expected to reach $345.15 million—leaving a shortfall of $18.02 mil- lion—according to a preliminary budget discussion during a July 22 board meeting. District officials expect to mitigate the shortfall through its reserve fund balance, which is similar to a savings account the district has set aside. In spite of budget restraints, district officials approved a 3% raise for teachers and staff in FY 2024-25. The district’s tax rate for FY 2024-25 is estimated to be $1.2552 per $100 valuation. This is a decrease from the FY 2023-24 rate of $1.2575 per $100 valuation. Budget explained School district budgets are based on the state’s funding formula, which has not changed since 2019, Seese said. The basic allotment for schools is $6,160 per student. Inflation is also affecting the budget as the costs for some services are reaching 22% in price increases. Expenditures for the FY 2024-25 budget are $57.43 million higher than FY 2023-24. This is due in part to the district adding 584 staff positions since the FY 2023-24 budget was adopted.

Celina ISD sees STAAR score improvements Celina ISD students’ scores improved year over year in most subjects of the end-of-course State of Texas Assessments of Academic Readiness. Students are tested in five subject areas—algebra I, biology, English I and II, and U.S. history. The breakdown Celina ISD student scores improved in algebra I, biology and U.S. history in the spring 2024 administration of the exams. Scores in English I and II stayed the same year over year. Students’ scores for algebra I improved from 89% of students passing in 2023 to 91% of CISD students passing in 2024. On average, CISD students scored 12 percentage points higher than their state peers. For biology, student scores improved the most with 95% of students passing in 2023 and increas- ing to 98% of students passing in 2024.

TEA closes review of PISD superintendent The Texas Education Agency has closed a review into Prosper ISD Superintendent Holly Ferguson. The district’s board discussed the end of the investigation during a July 22 meeting. “After a thorough review, the Texas Education Agency has fully cleared Dr. Holly Ferguson’s education certification,” board President Bill Beavers said. “The board reaffirms its complete confidence in Dr. Ferguson’s leadership.” What happened A notice from TEA’s Educator Investi- gations Division was placed on Ferguson’s educator certification on April 10, a TEA official said in an email. The notification on an educator’s certificate means an allegation of misconduct is being investigated by TEA.

Downtown Celina’s New Mexico Drive to undergo asphalt improvements Contractors are expected to spend the next few months reconstructing a portion of New Mexico Drive in downtown Celina. Designs related to the $8 million recon- struction of Coleman Street are underway in Prosper. In a nutshell Prosper Town Council approved a $660,000 contract to design a half-mile stretch of Coleman Street during a June 25 meeting. The designs, which will be finalized in fall 2026, include replacing existing two-lane asphalt road with a two-lane concrete road.

It is expected to increase the road’s lifespan until the city can completely reconstruct the road with concrete, a stronger but more expensive road material, he said. “We want at least the road to last as long as we can, make it last before we actually have to go in and reconstruct it,” Glasgow said. Designs for the upgraded roadway were finalized this spring, according to Celina’s capital improve- ment project dashboard. The contract went into effect July 10 and should last 60 days.

Prosper, Celina developments follow multi-step applications

Rezoning in Prosper

Large-scale developments continue to make their way to Celina and Prosper. Before a rezoning request or development plan makes it to council, they must go through a multiple-week process before construction can break ground. The overview By the time a development makes it to planning and zoning commission members for their recom- mendation, city sta have already been discussing the project for weeks, Celina Planning Director Madhuri Mohan said. “There’s a lot that goes on behind the scenes before it goes to [planning and zoning],” Mohan said. Development applicants must get in touch with city sta before submitting anything through the city, according to Celina’s planning checklists. Those “predevelopment” meetings can be fairly straightforward depending on the property’s zoning, Mohan said. Celina is split into multiple zoned districts, which allow certain uses. If an applicant is looking to build a development with uses not included in its current zoning, the city will have to approve both the project and rezoning the land. Projects in Prosper follow a similar process—it

typically takes a planned development 75-90 busi- ness days to make it to Town Council members once plans are rst submitted, according to the town’s planning website. That includes a recom- mendation and any notes from Prosper’s Planning and Zoning Commission members, according to the town’s website. Zooming out There is no dierence for developments with multifamily components, although larger projects can involve more coordination between the applicant and city sta, Mohan said. Project applicants are also required to inform their potential neighbors of the incoming changes, Mohan said. This usually means informing local homeowners associations, publishing a notice in a weekly newspaper or informing any residents or business owners within 200 feet. Some of Celina’s projects received approval years in advance through existing entitlements and older development plans, Mohan said. “Even from a city’s perspective, we don’t know how long the developers or applicants or owners have been working on that one specic property,” Mohan said.

What North Texas homeowners should know about solar panels In an effort to explore the growing impact of solar energy within the community, Lori Clark, senior program manager at North Central Texas Council of Governments’ Transportation Department, broke down how solar panels can be useful for homeowners. She also advises how homeowners can find more information about solar panels. How do solar panels work? Solar panels are made out of primarily silicon sheets, but the sunlight energizes electrons in the solar panels themselves, which start moving around and create current, which creates electric- ity. As long as you’ve got sunlight, and it doesn’t have to be full sun—cloudy days, work too—those solar panels are able to create energy on site.

What are the benefits of having solar panels? The benefit of higher electricity cost is that it makes solar more beneficial economically, because you’re generating your own power, so that’s power that you don’t have to pay the utility for. You still have to pay every month to be connected to the electric grid, and you do have to pay the capital cost of installing that solar array, but the cost of installing solar has come down like 90% over the past decade, so it’s much less expensive now than it used to be. There’s also a resilience benefit. During the winter storm, there were several people who had solar and battery storage in their homes, and they didn’t lose power—it’s able to run off of solar. What are some drawbacks of solar panels? The number one drawback is that they can be expensive, depending on how much you install at a home. You’re not necessarily going to see the payback in a single year. It may take a few years for you to see the cost savings, so you have to be able to handle that upfront capital cost.
