Streetlights to be repaired in Pflugerville Residents of Windermere and Skyview Manor subdivisions may feel safer walking or send- ing their children to the bus stop in the early morning hours, after the Pflugerville City Council approved a contract Feb. 27 with Triun, LLC for the construction of streetlight improvements throughout the area. In a nutshell Council signed off on over $400,00 in lighting improvements that are part of previous plans for Community Development Block Grant funding received by the city, dating back to fiscal year 2022-23. The CDBG is federal funding received by the city, intended for projects that benefit low- and moderate-income households and neighborhoods. An estimated 1,880 individuals living in the area will benefit from these improvements,

according to a report from the city’s Community Development department. The neighborhood’s street light spacing does not currently meet the city’s requirements, leav- ing gaps of darkness along sidewalks and trails. After negotiations with Oncor, the city will be responsible for the work related to infrastructure needed to support the streetlights program. Improvements will take roughly nine weeks to complete.

Eclipse glasses donated to HISD
Hutto ISD officials say all students and staff will be able to safely view the April 8 eclipse from their campuses, thanks to a donation of 14,000 pairs of eclipse glasses. What you need to know HISD administrators said in February that the district received the donation from a
former teacher currently based in Australia. Without the donation, providing the glasses would have been cost-prohibitive, said Brit- tany Swanson, HISD’s assistant superintendent of instruction and innovation. The eclipse is expected to reach a maximum totality around 1:37 p.m.

Hutto use crack-and-seal funds for road repairs The city of Hutto completed construction on temporary road repairs to County Road 137 on Feb. 9. The background Hutto City Council approved road improve- ments for CR 137 south of the FM 1660 intersec- tion, after recent winter storms caused damage to the roadway. Originally intended for a comprehensive reconstruction project, CR 137 was elevated in priority by council members and city staff for road improvements. Rather than take away from other high-priority road projects, such as in the downtown area or on CR 133, council agreed to take the needed $200,000 from the budgeted crack-and-seal fund and use it for the CR 137 temporary repairs.
Austin airport closes security checkpoint A security checkpoint at the far west end of the Austin-Bergstrom International Airport closed Feb. 5 for at least the next two years. What else? The road is expected to receive further improvements as part of the city’s Capital Improvement Plan. The city is in the design phase of a project to add an additional lane to allow easier access to Farley Middle School and other construction sites adjacent to CR 137. Improvements to FM 1660 and CR 137 are also part of the work.

WilCo program to benet endangered species Williamson County Commissioners Court approved Feb. 6 the enrollment of six properties in the county’s Regional Habitat Conservation Plan. The overview The RHCP is a voluntary program open to gov- ernmental entities, landowners and developers, and it involves paying certain fees to expedite the permitting process for developers. These fees are directed to the Williamson County Conservation Foundation to provide environmental services aimed at balancing the conservation of endangered species, such as the Georgetown salamander, with new development. The plan has helped streamline infrastructure projects in the county, said Josh Renner, WCCF environmental program director. Program participants are able to receive permit- ting within 60 days, compared to the two years
Pugerville to repair community water lines Pugerville City Council approved Feb. 13 a $2.1 million contract with SKE Construction LLC for water line improvements and rehabilitation in Pugerville Estates. The gist The water lines within the Pugerville Estates community—roughly 200 homes—were installed in the 1980s with nonstandard pipe material and size, Public Utility Director Brandon Pritchett told City Council. In addition, the neighborhood does not meet the national standards for re hydrant requirements. Though Pugerville Estates is outside city limits, the neighborhood is a part of the city’s water service area. Due to the large cost associated with the project for a small number of out-of-city homes, some council members voiced concerns that the city
Fiber expansion to bolster response time Williamson County Commissioners Court approved an $8 million contract Feb. 13 with Bryner Communications Services LLC for ber-optic expansion in the county to improve rst responder communication. The overview Establishing a ber-optic network across the county is meant to support real-time data sharing, allowing rst responders to arrive quicker and have the latest info they need. Looking ahead The contract indicates September is the earliest construction could begin, while the project is expected to be done in 2026. Over 140 strands of ber cables, connect- ing county buildings and partner agencies, will run along existing rights of way.

should reevaluate water rates for these types of consumers and projects. However, the most recent rate study, conducted in 2023, accounted for the Pugerville Estates rehabilitation project within the existing rates being paid by water consumers, Pritchett said. Ultimately, council members voted to approve the project. “As far as I’m concerned, this is about safety— period,” Place 3 council member Kimberly Holiday said. “They need re hydrants. ... Budgets tighten for ISDs as school options grow From the cover
By the numbers
The overview
District transfers Students leaving PfISD to attend other public, charter or private schools has increased by over 200%.
Despite growth in the area population, enrollment for PfISD has remained largely unchanged, while the number of students leaving each year for charter schools has tripled. PfISD saw the number of students leaving the district grow from 1,762 in the 2012-13 school year to 5,398 in the 2022-23 school year, while enrollment has only grown by around 2,000 students during the past 10 years. Many neighboring districts, including Round Rock ISD, are seeing this trend. Hutto ISD is also seeing a larger percentage of children transferring out year-over-year; however because of the district’s fast-growing population enrollment has continued to increase every year. Students at HISD grew from 5,754 to 9,620 in the last decade, while the number of students transferring out of the district entirely rose from 449 to 977.
Community Impact analyzed data from Texas Education Agency, the U.S. Census Bureau and withdrawals from local school districts to learn where students are going. Overwhelmingly, data indicates families are choosing charter schools. In the last decade, four charter schools opened in North Austin suburbs: Harmony and Idea public schools, BASIS Texas Charter Schools and Valor North Austin. Another Harmony campus is also under construction between Round Rock and Georgetown. These join the previously established Meridian World School and Gateway College Preparatory School. Transfer data from the TEA shows 19% of students enrolled in Pflugerville ISD in the 2022-23 school year left the district for charter or public schools in a different district. New educational options are not limited to charter schools. New private schools, such as Crosslife Christian Academy in Pflugerville, and homeschooling groups have also been formed. Census Bureau data shows that about 39,000 school-aged children live within PfISD’s boundaries. The district’s enrollment for the 2022-23 school year was 25,445, which means the district captured about 65% of possible students in the area. No Texas agency tracks private or homeschool students, but this data shows about 8,000 of those children are choosing one of these options. Dana Martin chose to enroll her children at Goodwater Montessori, where she says her older son is thriving. “How can you be testing so low, but so bored and not being challenged?” Martin said, referencing her child’s time in public school. “He wasn’t getting his needs met at all.”
