Following a six-month review period, the 2024 Frisco City Charter Review Commission has compiled a list of potential amendments that, if approved, could be considered by voters in May. A breakdown of the 10 proposed amendments were presented and acknowledged by Frisco City Council members during a Dec. 3 meeting. Some background Frisco’s City Charter is a guiding document first adopted in 1987 that outlines the city’s form of government, powers of the city as well as various processes and rules for its leaders. It also requires the city to form a charter review commission to look for potential amendments every six years. The last charter election was held in 2019 and featured 24 amendments, one of which was to raise the compensation for council members and Frisco considers charter changes

the mayor. All 24 amendments were approved. Karen Cunningham, City Charter Review Com- mission chairperson, said increasing the pay again was not something city leaders requested but could mean someone not financially well-off could still serve on council, among other reasons.
Looking ahead City officials have until Feb. 4 to review the pro- posals and determine if any other items should be added to the list of amendments as well as compose official ballot language. If approved, the amend- ments will appear on the May 3, 2025 ballot.

Prosper ISD adjusts attendance zones for 202526 school year Prosper ISD’s school attendance boundaries will look dierent for the 2025–26 school year as the district continues to grow. Put in perspective The district did not have any schools on the west side of the Dallas North Tollway in 2016, Deputy Superintendent Greg Bradley said during an Oct. 21 board meeting. This next year, PISD will have 10 schools on the west side. About 75% of Texas school districts have less than 3,000 students while the district is growing by 3,000 students a year, Bradley said. What’s happening? The boundaries for elementary, middle school and high schools will shift as the district is
Frisco ISD approves $10.13M for roof placements, repairs Several Frisco ISD campuses are undergo- ing partial roof replacements and technical repairs totaling $10.13 million. The district’s board of trustees approved three construction contracts Dec. 9. The projects are needed after storms in 2022 damaged the building, according to district documents. The details Projects include repairing or replacing portions of the building roofs, installing roof insulation and roof access ladders. A third contract approved included a nal payment for repairs made at Staley Middle School for the 2022 storm-related repairs.

or let care navigators know what they are seeking. Navigators ask about potential barriers to care, such as a lack of insurance or nancial constraints. Rodriguez said that the program is condential, unless reporting is required by law, such as in the case of child or elder abuse. The program is available in both English and Spanish. Zooming in Once a referral is made, care navigators will reconnect with referred individuals about two weeks after the initial call to ensure that they were able to connect with a mental health care provider. Herrera said another follow-up with individuals takes place about three months after the call to check in on the well-being of referrals. “We are having really good feedback from the people reaching out, because they’re saying that their well-being has improved,” Herrera said.
Denton County Public Health’s free Links program, which aims to reduce barriers for Denton County residents to access mental health providers, engaged with over 400 individuals in 2024. The Denton County program launched in August 2023 in response to a United Way of Denton County survey, which found that 20% county residents experienced a mental health crisis, Healthcare Program Access Coordinator Isabel Rodriguez said. How it works Individuals can reach out to a mental health navigator during normal business hours Monday through Friday, or online any time, Rodriguez said. Navigators then connect with individuals to gure out what services are needed and what resources they can be referred to, but Denton County Public Health’s Links program is not a crisis helpline. Mental Health Navigator Rachel Herrera said individuals can provide information they choose to

Medical Director Chibuike Okoro explains IV hydration therapy Intravenous hydration therapy, a popular well- ness trend, involves the direct infusion of fluids, vitamins and minerals into the bloodstream. While it can provide rapid rehydration, its long-term health benefits remain largely unproven, said Dr. Chibuike Okoro, medical director of Hospital Medi- cine for Baylor Scott & White Medical Center-Irving. Okoro spoke to Community Impact about how IV therapy works, the potential risks and what indi- viduals seeking this treatment may need to know. Responses have been edited for length, clarity and style. How does IV therapy work? IV therapy is essentially a quick infusion of water in the form of saline, associated with some elec- trolytes, vitamins and other minerals, but it goes
directly into the bloodstream. It’s typically used for rehydration in the outpatient setting and has a variety of uses in the hospital. Are there health benefits to IV therapy? What are they? There is no research that really supports that IV vitamin hydration provides clear health benefits. Overall, there’s been an increase in interest in wellness, alternative medicine and fitness, and IV hydration has found its landing place within that. Why do you think IV therapy has become increasingly popular in recent years? The marketing behind it has been huge. You see a lot of celebrities doing it, and I think in general, there’s an increased interest in wellness, fitness and alternative medicine. Most commonly you see IV therapy promoted right after drinking alcohol or right after excessive exercise, and so it can really help with the symp- toms you feel from dehydration, fatigue, lethargy [and] headaches.

Q&A: Dr. Kim Dermatology talks best skin care practices Kimberly Werner Billet, MD, FAAD, is a board-certified dermatologist operating Dr. Kim Dermatology. She earned her Bachelor’s of Science at the College of William and Mary in Virginia with a major in neuroscience and a minor in biochemis- try and military science. She completed her dermatology residency in San Antonio after providing medical care in sev- eral U.S. Army bases. Dr. Kim Dermatology opened in Frisco in 2021. Dr. Billet answered questions from Community Impact about best skin care practices, the impor- tance of skin care and the ways to decrease skin cancer risks. Answers have been edited for length and clarity.
If someone doesn’t know a thing about skin care— where should they start? One of the most important items to consider with regards to the skin is UV protection. I surgically treat skin cancer regularly at my clinic and a lot of the damage is from cumulative sun exposure. Anyone of any color can get skin cancer. If that doesn’t motivate you, protection from UV exposure is the best way to prevent photoaging and keep you looking younger longer. What is your best tip for someone dealing with dry skin, especially in the winter? Moisturize regularly. Find a simple, gentle mois- turizer without fragrance. The thicker the better and particularly after bathing. You need to get that moisturizer on within minutes of drying. During dryer, cooler months, this can often prevent you from developing rashes and itching. Certainly there are cases where over the counter options are not sufficient, which is where a board certified dermatologist can assist you with keeping your skin healthy and happy.
Why is it important to take care of our skin? It’s our largest organ and protects us daily from the elements. It regulates our temperature, keeps us from infection, provides us with sensation and plays a role in our immunity. It is also often an indicator for deeper issues and can offer clues to systemic issues that may be at play. It sometimes allows dermatologists to be the first to detect a patient’s deeper health problems. It seems obvious but without our skin, we would not survive. How can sun exposure damage your skin? Continued exposure to UV radiation damages the DNA within skin cells which can accumulate over time resulting in mutations that cause uncon- trolled cell replication aka cancer. The chronic UV exposure also damages the elastin in the skin, resulting in a loss in elasticity and sagging; premature aging. Additionally, it contributes to the development of pigmentary issues like sun spots and melasma, which I am often helping patients to treat in clinic.
How can someone take steps to decrease their risk of skin cancer? Make sure you are staying out of the sun during peak hours if possible. Find shade. Wear sunscreen and photo protective clothing when able. Make sure you are reapplying your sunscreen throughout the day and especially if swimming or sweating a lot. Check your own skin regularly for unusual lesions to include anything that is growing or changing rapidly, bleeding or ulcerating or looks dissimilar to your other moles. Get regular annual skin checks with a board certified derma- tologist and make sure they are checking your scalp and inside your mouth as well. Like I said, you can get skin cancer anywhere. When should someone meet with a dermatologist? Per the American Academy of Dermatology, once a year for a birthday suit check. Anyone can get skin cancer. Beyond that, if anyone is suffering skin symptoms, I would highly recommend an evaluation by a board certified dermatologist to receive an appropriate assessment and to discuss treatment options.

Skin feeling dry and sensitive in the winter is a common issue. Issues such as eczema or cracked skin can become aggravated in the winter months. Here are some dermatologist’s tips on protecting skin in cold weather.

New parks, trail additions on horizon for Frisco From the cover

This year should be just as busy as 2024—the city’s parks and trails project dashboard has 50 projects in the queue, eight under construction, eight on hold and more being designed or planned, Coates said. Multiple parks projects were announced or made signicant progress in 2024, namely Grand Park, which is expected to break ground before the end of 2025 with kayaking ponds, a nature center and more in its 300-acre Community Hub. “Our mission is creating wellbeing through play,” Coates said. One of the ways the city’s parks and recreation team works toward that mission is by connecting the community through hike and bike trails, she said. Coates said the start of the COVID-19 pandemic showed that open space and parkland can be critical because it allowed people to work out or do similar activities without going to a gym. Another major project, Northwest Community Park, is expected to break ground Jan. 22. The park will soon include a 5K-sized trail, bike skills tracks and an amphitheater. “You essentially will be able to take your very youngest kids who are beginning bike riders, put them in the bike park and teach them skills and they have the capacity to grow as cyclists,” Coates said. City ocials approved two construction contracts for the park—$3.45 million for the bike trails and $34.21 million for the rest—in November. “Anytime that we can get more amenities and dierent types of trail systems and more amenities at our trail systems that provide experiences for all users, that’s a win for us,” said Jacob Nilz, president of the Dallas O-Road Bike Association, which maintains the park’s trails.

Connectivity through trails and park spaces is also an amenity for Frisco visitors and workers, not just residents, Coates said. “It’s something that as businesses are coming in, they’re looking at quality of life and parkland contributes to that,” she said. Open spaces make developments more resil- ient, Planning Director John Lettelleir said. “What’s been developing in the market is, ‘give the employees a reason to be at work,’” he said. Open space is a city ordinance-mandated requirement in Frisco. Some developments meet the requirement through parks, such as Kaleido- scope Park inside Hall Park and the incoming The Mix development, which proposed a multi-acre central park. DORBA and its network of volunteers maintain over 200 miles of hike and bike trails across North Texas and advocate for accessible green space, Nilz said. Green space access can posi- tively impact a community’s identity and the
The city is currently redeveloping its parks and recreation master plan, a guiding document adopted in 2016. An early draft of the new plan should be available in March, Coates said. One goal in the parks master plan is to ensure every Frisco resident is within 10 minutes of a park, Coates said. Grand Park will help the city reach that goal, she said. Demographics in Frisco and the wants of residents have changed since 2016, Coates said, especially with facility needs for sports like pickleball and cricket. Nilz said mountain biking is also growing in popularity and he hopes DORBA can use the success of Northwest Community Park as a template for other North Texas areas.
