PASA predicts Fulshear will gain about 1,640 residents per year, on average, for the decade following 2019. Comparably, its ETJ will gain about 3,321 residents per year, on average, during that same time. Herman Rodriguez, Fulshear’s direc- tor of economic development, said the city of Fulshear has the fastest resi- dential growth in the Houston area. He said the city’s location also oers eco- nomic support, driving growth. “Fulshear nestles itself around the strongmicroeconomies ofwesternFort

Bend County,” he said. “These solidify an economical force that craves subur- ban amenity-driven lifestyles.” Fulshear Mayor Aaron Gro pre- dicted the biggest hurdle will be man- aging expectations while balancing rapid residential growth with Ful- shear’s small-town charm and increas- ing infrastructure needs. “[The biggest hurdle is] always going to be managing that growth,” Gro said. “It’s a balancing act between property owner’s rights and people’s ood [and] drainage concerns. I think the biggest ... [challenge] is just man- aging expectations as we continue to build.” CONTINUED ON 26

As the city of Fulshear approaches its 200th birthday in 2024, the area is experiencing rapid residential growth. According to spring 2020 projections by demographic rm Population and Survey Analysts, the Fulshear area’s population is expected to more than double between 2019 and 2028—jump- ing from 31,861 residents in the city and its extraterritorial jurisdiction, or ETJ, to 77,651 residents in 2028. The city of Fulshear covers more than 11 square miles, but its ETJ—or the unincorporated area where Fulshear extends its legal power beyond city lines—includes about 40 square miles. The gym opened at 22377 Bellaire Blvd., Rich- mond, on Jan. 22, according to a Nov. 23 announcement. Class options include 45 and 60 minutes that use state-of-the-art smart screen technology to project Floyd’s image throughout the duration of the class. The Richmond location marks the brand’s expansion throughout Houston and Texas. The Houston-based fast-casual pizza brand is set to open one location in Katy and one in Richmond, according to a Jan. 5 announcement. The Katy restaurant will open at 22723 Morton Ranch Road, while the Richmond location is still in the works, according to the announcement. The Katy location will open in a new fast-casual footprint in a 2,200-square-foot space with an open kitchen design, a large outdoor patio and restaurant capacity near 120 guests. homebuilder. A Dec. 15 news release from Cane Island states Chesmar will be build- ing new homes in the gated community. Along with the new homes being built, a new elementary school will also serve Katy ISD, as previously reported by Com- munity Impact Newspaper . The museum opened last year at 2306 S. Hwy. 6, Houston. Seismique is an interactive ex- perience filled with immersive exhibits and displays designed to entertain and inspire guests. On Jan. 10, the Katy Prairie Conservancy announced the

preservation of an additional 965 acres of land, adding onto 30,127 acres of land the organization has already conserved. Ocials with the nonprot land trust said these acres of land will be protected from future commercial development. The new 965-acre preservation is split into two dierent areas. There are 159.82 acres located in Waller County containing 90 acres of agricultural wetlands adjacent to other protected lands. The remaining 804.5 acres are a donated conservation easement located in Matagorda County. hurdles needed to be cleared before HGAC or other planning organiza- tions can begin discussing funding allocation. “It’s going to take a fair amount of time for [all of the funding announce- ments] to work their way through their processes before we start seeing that,” he said. Once the new appropriations bill makes its way through Congress in 2022, Raborn said HGAC plans to get public input into future transporta- tion planning in the spring. HGAC is updating the region’s four-year, 10-year and 25-year transportation plans, which will receive input from the public and local governments before informing the state of the prioritized projects to receive funds. Raborn said updates could be complete by the rst and second quarters of 2023. He said it is too early to tell how much of the funding the Greater Houston area will receive and which projects will be allotted funds. Susan Lent, an adviser to the city of Houston, said the city might be a candidate for a $1.4 billion grant for weather preparation projects, a $250 million congestion relief pro- gram and a $3 billion railroad grade crossing elimination program. President Joe Biden signed the $1.2 trillion Infrastructure Investment and Jobs Act into law Nov. 6, provid- ing funds for projects nationwide. Texas is expected to get about $35 billion of that funding, while existing federal aid programs will receive an inux of $265.4 billion over ve years, according to Chandra Bhat at The University of Texas. Craig Raborn, transportation director of metropolitan planning organization Houston-Galveston Area Council, said Houston-area entities will have 11 new grant programs to apply for. Raborn said the bill’s broad scope will increase funding to programs, such as the Surface Transportation Block Grant, which is seeing a 24% increase in funding. “It’s a big bill; there’s a lot in it,” Raborn said. “And so it’s going to take a lot of time for agencies like ours to nd and match the pieces to the needs they have.” Raborn also highlighted new programs that could target resiliency and ood control as areas of interest, such as the PROTECT Program, which provides up to $8.7 billion to help reinforce surface transportation routes and evacuation routes. LCISD growth brings 18 schools BY SIERRA ROZEN Lamar CISD is expected to see a large amount of growth in the upcoming years, catalyzing 18 new campuses in the next decade, ocials said. Most recently, the district opened Fletcher Morgan Elementary School on Jan. 4, located at 32720 FM 1093, Fulshear. Construction for the school was completed Nov. 29. Students were mainly pulled from the northwest area of the district, where students typically would have been zoned to Huggins Elementary School in Fulshear. The district also expects to complete construction on Maxine Phelan Elemen- tary School on July 8. The school, at 23551 Baker Hill Drive, Richmond, is sched- uled to open in August. Morgan Elementary School cost approximately $30.2 million to build, while Phelan Elementary School cost almost $32.6 million. Both projects were funded by LCISD’s 2017 $445.5 million bond, according to the district’s website. The district has a student population of 40,168 across its schools, said Sonya Cole-Hamilton, chief communications ocer for the district. According to Popu- lation and Survey Analysts’ February 2021 report, the district had been estimated to have 39,171 students by the 2021-22 school year, proving the district is growing beyond expectations. PASA estimates that by the 2030-31 school year, the popula- tion will have risen to 65,409, an estimated 67% increase. LCISD Superintendent Roosevelt Nivens said he has seen large amounts of growth in the Fulshear area, attributing it to new commercial and retail developments. “If you drive down Texas Heritage Parkway, [all you see is] they’re moving dirt

and getting ready for rooftops. Once that happens, they’ll develop the commer- cial—so both are going to be here rapidly,” Nivens said. The district also expects to see growth in the types of career paths and classes that are being oered to their students, something Nivens sees as a standout among other districts. “The vision is that when children leave us, they have choices and opportunities. If you’re in high school and you want to earn an associate’s degree, we have a pathway for that,” Nivens said. “Our whole goal is to help students do life.”

Harris County Flood Control District nears biggest spending year yet BY HANNAH ZEDAKER HARRIS COUNTY Three years MAKING PROGRESS

Katy approves $33M for mobility Katy City Council approved $33 million in transportation funding from the Metropolitan Transit Authority of Harris County and Katy Development Authority funds for a series of nine transportation projects at its Jan. 10 meeting. Of the funds, $23.05 million will come from the city’s agreement with METRO, with $10.47 million coming from cash funds. The rst projects will begin in early 2023. Master plans progress Katy city ocials are working to adopt multiple planning documents in 2022, such as a master parks plan and an updated comprehensive plan. The new comprehensive plan will replace the existing document, which was drawn up in 2001. The new plan will act as a development guide for the next 20 years. Ocials said they are looking to adopt a master parks plan in the fall. Boardwalk plans continue At a Jan. 13 State of the City event hosted by the Katy Area Chamber of Commerce, city ocials said the Katy Boardwalk District has continued progressing throughout the pandemic. In 2021, Boardwalk Lofts—the residential element of the project— opened, with a second complex set to start in the summer. The development’s hotel and convention center is still in the design phase. Other developments include the 110- acre Katy Court Planned Development District, which will house commercial and residential lots when complete.

Since Hurricane Harvey hit the Texas Gulf Coast in 2017 and Harris County voters passed a $2.5 billion ood bond referendum in 2018, the Harris County Flood Control District has: Initiated 181 of 181 projects, 19 of which are complete

after work began on projects outlined in the Harris County Flood Control District’s $2.5 billion bond program, Deputy Executive Director Matt Zeve said 2022 may be the district’s biggest spending year in its history. “We had a 10-year plan, and the way things are mapping out, …we should be done with pretty much everything by early 2029,” Zeve said. “But the vast majority of our spending is happening now.” A majority of that spending will come from completing three federal ood damage reduction projects this year along Brays, Hunting and White Oak bayous—each of which costs more than $100 million, Zeve said. In addition to those projects, HCFCD ocials will submit preliminary ood plain maps in late January to the Federal Emergency Management Agency, which will issue the preliminary ood insurance rate map in the summer. Brian Edmondson, project manager for HCFCD’s Modeling, Assessment and Awareness Project, or MAAPnext, said the new rates could take eect in 2024. The nearly $30 million eort, which began in January 2019, will be the rst time the entire county’s ood plain has been remapped since 2001. In mid-December, HCFCD ocials also completed the Phase 2 feasibility study of constructing an underground tunnel in Harris County to divert oodwaters, Zeve said. However, the results will not be released to the public until sometime in 2022.

debt the county can take on. “Even if we had $100 billion instead of $2.5 billion, we can only go so fast at a time,” Zeve said. “We would love to have all that money because then we’d know we can do what we need to do. But all of our projects take a certain amount of time.” With or without another bond, Zeve said the HCFCD’s budget needs will continue to grow to pay o bond debt and maintain new infrastructure. “Every time we build a new project, we have to take care of it, and every time we have to take care of it, that costs more money,” he said. As of mid-December, the county administrator’s oce was still searching for a new HCFCD executive director. Alan Black will continue to serve in this capacity in the interim.

“We briefed all of the members of Commissioners Court on the results of that study and we got a wide variety of reactions,” Zeve said. “Because of that, we’re not in a place where we can release the results of the tunnel study just yet.” Future projects Outside of the 2018 bond program, the HCFCD received $250 million from FEMA in December to fund sediment removal across eight watersheds over the next ve years.
