Site demolition is completed and utility work is near completion for the new city hall building, Goff said. Additionally, steel has begun to arrive at the side and vertical construction began in September. The total budget for the new city hall project is $91 million. It is currently on track for budget and timeline, Goff said, and expected to be completed in early 2027.
The Richardson Public Library renovation is approximately 50% complete, Assistant City Manager Charles Goff said. Goff updated Richardson City Council on the construction progress of the library and the new city hall campus during the Aug. 25 council meeting. Goff said interior demolition on the building is complete and glazing, or glass installation, is near complete. Interior walls are currently being installed and HVAC is moving forward, with air conditioning units expected to be placed on the roof soon. “While there has been good progress, it hasn’t been without its challenges,” Goff said. Many construction challenges were exacerbated by the building’s age and style, Goff said. Because the facility is “concrete heavy” some renovations have required
design changes to avoid rebar. Additionally, the library was still in use during the design phase, which placed limitations on the design team. The library was expected to open in March 2026, but will be delayed until mid-2026. The renovation is budgeted for $48.1 million and paid for through the 2021 bond and certificates of obligation, according to a city presentation.
