Site demolition is completed and utility work is near completion for the new city hall building, Goff said. Additionally, steel has begun to arrive at the side and vertical construction began in September. The total budget for the new city hall project is $91 million. It is currently on track for budget and timeline, Goff said, and expected to be completed in early 2027.

The Richardson Public Library renovation is approximately 50% complete, Assistant City Manager Charles Goff said. Goff updated Richardson City Council on the construction progress of the library and the new city hall campus during the Aug. 25 council meeting. Goff said interior demolition on the building is complete and glazing, or glass installation, is near complete. Interior walls are currently being installed and HVAC is moving forward, with air conditioning units expected to be placed on the roof soon. “While there has been good progress, it hasn’t been without its challenges,” Goff said. Many construction challenges were exacerbated by the building’s age and style, Goff said. Because the facility is “concrete heavy” some renovations have required

design changes to avoid rebar. Additionally, the library was still in use during the design phase, which placed limitations on the design team. The library was expected to open in March 2026, but will be delayed until mid-2026. The renovation is budgeted for $48.1 million and paid for through the 2021 bond and certificates of obligation, according to a city presentation.

Council approves permit for senior activity center Richardson seniors may have a new senior activity center to visit soon. Richardson City Council approved a special permit allowing a privately owned senior activity center during the Sept. 8 meeting. The details The senior activity center, which would be located at 1750 E. Belt Line Road, would offer a number of activities, programs and services, including classes such as yoga, dance and more, according to city documents. The 11,500-square-foot space was previously occupied by Tuesday Morning, Senior Planner Derica Peters said. What else It would also include a dining and assembly hall that can seat about 150 people offering daily

Council approves TIRZ agreement with DART The city of Richardson will start sharing a portion of sales tax revenue growth with Dallas Area Rapid Transit to help fund DART’s economic development efforts in the city. In a nutshell The interlocal agreement allows both entities to participate in a Tax Increment Finance district, or TIF. All member cities are eligible to partici- pate in a TIF with DART but must execute the agreement by Dec. 31. Some context Cities can establish a TIF, which allows tax revenue collected within the zone to then be used for economic development.

$418M budget, tax rate adopted by Richardson

Richardson City Council approved the $418 million budget and proposed tax rate during the Sept. 15 meeting. The gist The budget includes $181.3 million in expected general fund revenues, a 0.32% increase from the 2024-25 proposed budget. General fund expenditures, which covers the city’s operational costs, are budgeted at $181.5 million. The budget includes an up to 4.5% merit-based pay increase for police and fire personnel and up to 2.5% increase for all other city staff.

What else? Council approved a tax rate of $0.54218 per $100 of assessed value, no change from the current rate. Property taxes rates have two components: • The maintenance and operations portion is $0.32439 per $100 of accessed value. • The interest and sinking portion is $0.21779 per $100 of accessed value. While the tax rate is set to stay the same, resi- dents may pay more in taxes because of changing property values, City Manager Don Magner said.

Improvements set for Shiloh Pump Station Construction work to improve North Texas Municipal Water District’s Shiloh Pump Station in Richardson will begin soon, a district representative said. 5 Richardson ISD projects completed over summer Five Richardson ISD projects from the 2021 bond were completed in the summer, Executive Director of Facilities Le Estes said. The projects included four campus renovations and several Career and Technology education student labs, Estes said. The details Hamilton Park Pacesetter Magnet, Northrich Elementary and Stults Road Elementary School all received renovations, and all three projects were completed within their $10 million budget. Also completed $4 million refresh at the Little Rams and Little Wildcat Child Learning Academy at Springridge. Career and Technology Education projects totaled $3 million and included a cosmetology lab and veterinary lab at Lake Highlands High School and a mini salon at Berkner High School.

RISD exceeds estimated enrollment Richardson ISD is expected to exceed student enrollment numbers estimated by the district’s demographer, Superintendent Tabitha Branum said. The details Branum said there were 36,278 students enrolled in the district at the start of the school, slightly higher than the 36,267 enrolled last year. “We are very much on trend to beat our demographer’s projection on enrollment for 2025-26,” Branum said. Projected enrollment for the 2025-26 school year was 36,284, according to the demographer report. Branum said student enrollment is expected to increase throughout the school year.

Plano ISD adopts new tax rate for FY 2025-26 Plano ISD has adopted a new tax rate for the upcoming fiscal year. The new rate of $1.03955 per $100 of assessed value was approved by the PISD board of trustees. The 2025-26 rate is a decrease from 2024-25’s rate $1.04245 per $100 of assessed value.

The gist The approved rate is the maximum that can be adopted without triggering an election, according to district CFO Courtney Reeves. This upcoming fiscal year is the seventh consecutive year PISD’s tax rate has decreased. Reeves added that while average property value in Plano increased by $13,000 over the last year, the district anticipates that the average resident will pay $4,670 in property taxes to the school this year, down $21 from last year.

Nelson said city crews will handle future maintenance, and Vorster added no major construction projects are planned for US 75. The technology lanes will not require a toll to use. Once completed, the technology lane project and crossing improvements will enhance mobility and safety along the US 75 corridor, Nelson said.

The crossing projects are primarily funded by the city of Richardson, with TxDOT and Dallas County providing additional funds, and are at various development stages, with the Collins Boulevard overpass expected to begin construction in 2026. The Arapaho Road Crossing design has a target completion date of early 2027. Sta submitted a funding application for the Belt Line Road crossing, with awards expected in October.

Crews are also working to improve pedestrian and bicycle pathways across US 75, an initiative included in the Parks and Recreation Master Plan. The walkways are separate projects and city initiatives, Nelson said. The projects include crossings at the Collins Bou- levard overpass, Arapaho Road and Belt Line Road. The projects were developed in 2021, said Richardson Mobility and Special Projects Manager Daniel Herrig, and were prioritized because they supported the Richardson Core District, in and around downtown, by enhancing travel for east and west drivers. Improvements at the Collins Boulevard crossing include a bike lane, new lighting and pedestrian ashing beacons at on- and o-ramps, Herrig said. Arapaho crossing upgrades include connection to the trail extensions at the northeast corner. The Arapaho and Belt Line Road crossings will also receive improved trac signals, American’s with Disabilities Act accessibility and increased lighting.

between northbound and southbound lanes and constructing a new barrier. Once the project wraps up, US 75 will have four 11-foot general purpose lanes and one 11-foot technology lane in each direction. Nelson said the project also includes several safety improvements, including new lighting and upgrades to the center median barrier. The technology lane project is fully funded through state and federal grants, with no local contribution from the city, Schein said. Work began on the Richardson portion of the road Aug. 4, and the HOV lanes will close nightly to remove the pylons and restripe the road. Construction on the technology lanes and barrier is expected to nish by late 2026. Once complete, it will enhance capacity and improve mobility for residents, employers and business stakeholders, according to Nelson. Until then, the lane is still an enforceable HOV lane.

TxDOT Engineer Jennifer Vorster said during a January City Council meeting that the project includes underground infrastructure upgrades, allowing future lane updates without closing the lane for an extended period of time. Along with restriping the lanes, the northbound and southbound HOV lanes are being converted into general use lanes for most of the day, Schein said, in part because of the high maintenance cost for replacing pylons struck by vehicles. Along with service adjustments, the board of directors also passed a general mobility plan, the primary purpose of which is to return a portion of DART’s sales tax revenue to cities that contribute more in sales tax revenue to DART than they receive in services. The program aims to address long-standing con- cerns from certain member cities, including Plano, that they have been “overpaying” into DART without receiving commensurate service levels. Slagel said the mobility plan was budgeted by staff and wasn’t related to the planned reductions. The agency is facing several cost factors, such as inflation and new service requests, Chief Communications Officer Jeamy Molina said. DART is implementing service changes as a response to changing ridership patterns, Slagel said. The primary drivers for the changes are the flattening of “peak periods” since the COVID-19 pandemic. “We don’t have peak periods any longer like we had prior to [COVID-19] because people are working from home a lot, so trips are flattening out,” Slagel said.

Facing budget pressures and rider backlash, Dallas Area Rapid Transit has scaled back its initial proposal for service cuts, unveiling a new plan approved by the board of directors in September. Under the new plan, the peak hour frequency will be eliminated and trains will run every 20 minutes, DART chair Gary Slagel said. Additionally, bus frequencies will also change to match with train frequencies. Initial changes included reducing light rail frequency to once every 30 minutes, eliminating nine bus routes, South Dallas GoLink and all GoLink zone-to-zone pilots, DART Project Manager of Service Planning Hans-Michael Ruthe said. Slagel, who represents Richardson on the board, said after receiving community feedback, staff reworked the new frequency

Richardson City Manager Don Magner said the city has strategically used DART for economic development and will continue to do so. The city is working with DART to revitalize 15 acres surrounding Arapaho Station with the intent of making the development an entry point for the Richardson IQHQ. Once completed, Magner said the development will offer a mix of residential, retail, restaurant and entertainment options, similar to other mixed-use developments, such as CityLine and Galatyn Station. The city partnered with commercial real estate firm CBRE and DART to find a developer for Arapaho Station that can meet the city’s vision. The selection process is still ongoing.

Meet the actors Lindley said RTC performers have a wide range of acting experience and are volunteers who come from all walks of life including students, business people, nurses, lawyers and more. She said the youngest performer she knows of was ve years old and the oldest, who performed in the Christmas show last year, is 92. A small per- centage of their performers only audition for RTC shows while most perform in other local theaters. “The benets are the time spent with wonderful people and making friendships and connections,” Lindley said. “Another benet is feeding your soul, getting to perform and entertaining your community.”
