Bellaire plan update zeroes in on commercial development

Construction slated to start in 2024 on I45 expansion project

The Texas Department of Transportation is expected to seek construction bids in mid-2024 for the rst elements of an I-45 expansion project with construction potentially starting in the fall. What’s happening The project involves adding four managed lanes on I-45 from Downtown Houston to Beltway 8 North as well as rerouting I-45 to be parallel with I-10 on the north side of downtown and with I-69 on the east side of downtown. Other elements of the project include bicycle and pedestrian infrastructure along frontage roads and cross streets, new trails parallel to bayous, and ood control elements, according to TxDOT information. While the $9.7 billion project has been touted as a way to improve safety and trac levels by TxDOT and as a boon to the economy by business groups, it has drawn opposition from community advocacy groups and environmental groups that have expressed concerns about the displacement of existing businesses and residents, and the dispro- portional eects it will have on communities of color in the project footprint. The project will require the displacement of roughly 1,400 homes and businesses, as well as places of worship, schools, commercial billboards and medical care facilities, according to TxDOT. The agency has programs in place meant to assist people with the relocation process. Zooming in At a Dec. 6 public meeting focused on the Downtown Houston elements of the project, TxDOT highlighted changes to the former plan that were made either based on community feedback or feedback from the city of Houston:

As city officials work through the comprehensive plan update, Bellaire continues to see interest from developers who want to carry out projects. During plan workshops, the Bellaire Town Center development has been cited as a model to follow for several reasons: • good use of greenery along streets • building design includes lots of windows, interesting architectural features and a variety of materials • pedestrian areas along the sides of the building Meanwhile, officials with Houston Methodist are pitching a medical office building project in Bellaire’s Urban Village District. Methodist has sought a “planned development” designation for the project to allow for some tweaks not normally allowed in that district, including how much of the front building facade needs to be at the front of the property line with zero feet of setback.

• Quality of life • Land use and zoning With several high-profile developments either underway or proposed in Bellaire’s few commercial areas, Tanner said zoning ordinances in nonresidential areas have been a focus of some discussions. “A major priority is ensuring nonresidential development and redevelopment are compatible with residential neighborhoods,” Tanner said. “More economic pressure is resulting in nonresidential development and redevelopment now than when the plan was last updated.” Goals in the proposed plan reference actions that can be taken in Bellaire’s Urban Village Transit district; the Urban Village Downtown area; and corridor mixed-use districts, which can be found at various points in the city. Recommendations also focus on landscaping and signage practices.

Bellaire’s comprehensive plan was last updated in 2015, Development Services Director Travis Tanner said. The plan update is intended to provide the city with guidance for a 20- year time frame, Tanner said, although he recommended the plan be revisited every five to seven years for potential changes. The plan is designed to reinforce neighborhood integrity and preserve the city’s reputation as a “City of Homes.” However, the plan also serves as an opportunity to incorporate priorities that residents have voiced during the workshopping process, including parks and recreation opportunities, safe streets, and the development of commercial areas. Among other areas, Kendig Keast President Gary Mitchell said the plan will focus on: • Neighborhood integrity • Commercial development and enhancement • Flood risk mitigation • Public safety

The comprehensive plan update will not directly change the districts, but the latest draft calls on city officials to review ordinances for potential changes. New mayors elected in Bellaire, Houston Gus Pappas defeated Aaron Perry in the race for Bellaire mayor in the Dec. 9 runoff election, while John Whitmire won his race for Houston mayor against Sheila Jackson Lee. Population levels fell in the cities of Bellaire and West University Place between 2017 and 2022. In Bellaire, the population fell slightly more than 7% over that time frame, while it fell by a little more than 3% in West University Place. The median age in each city trended up when comparing 2022 and 2017. The portion of the population that fell into the 20-34 age range was signicantly higher in the city of Houston than in Bellaire and West University Place.

1 Offerings at the new Cinnaholic store include a wide array of cinnamon rolls with various flavors. All products sold at the store are 100% vegan, dairy-free, lactose-free, egg-free, cholesterol-free and aller- gen-friendly. 2 Guests at Lick Honest Ice Creams can try the peach green crunch flavor. Lick is known for using locally sourced and sustainably grown and harvested ingredi- ents, including vegan options. The shop also doesn’t use artificial colors or flavors, high fructose corn syrup or preservatives in its ice creams. 3 One of Dirty Dough’s classic cookie flavors is the Raspberry Toaster Tart, which consists of a sugar cookie filled with raspberry jam and topped with icing and sprinkles. Other flavors include Brookie, a combination of a brownie and cookie, and stuffed chocolate chip. Other new shops include Dirty Dough, which opened in July at 4001 Bellaire Blvd. Ste. G, Houston, offering 4-ounce cookies with classic flavors. Meanwhile, the Austin-based Lick Honest Ice Creams opened in July at 3821 Bellaire Blvd., Ste. 3D. 3 new distinctive dessert shops open in local area Meyerland resident Jose Figueroa opened a new location of the vegan dessert chain Cinnaholic on Dec. 8 alongside his daughter Maria and his eldest son Hector. Guests at the shop, located in Meyerland Court, 4798 Beechnut St., Houston, can find cinnamon rolls in addition to edible cookie dough, brownies, cookies, Baby Buns—miniature versions of cinnamon rolls—and Cinnacakes, a cinnamon roll-based cake with different topping and frosting options.
