The board adopted a no-new-revenue tax rate of $0.1714 per $100 valuation for 2024, meaning the township will not collect more revenue from property taxes. However, growth in hotel and sales tax have helped balance budgetary needs for the township’s long-term planning, township President and CEO Monique Sharp said.

Despite projected losses in taxable property value across Montgomery County, The Woodlands Township board of directors approved its scal year 2024 budget Aug. 22 with an emphasis on completing needed capital improvement projects.

Salute to Public Safety The Woodlands Township

Adoption of No-New-Revenue Property Tax Rate On September 7, 2023, the Township Board of Directors adopted a "No-New Revenue" Tax Rate of $0.1714, thus effectively lowering the Township's property tax for residents. This means that a homeowner with an average taxable home value of $500,000 would pay $857 in property taxes to the Township. The Woodlands Township has one of the lowest property tax rates for a community of our size in the state of Texas. Township Board of Directors On the Agenda

Montgomery County submits 5-year housing, homeless plan

In a ve-year comprehensive plan submitted to the Department of Housing and Urban Development on Aug. 8, Montgomery County outlined a number of trouble areas regarding aordable housing and homelessness in an eort to provide a systemic approach to addressing needs countywide. Zooming in In the 1,068-page report drafted by the Montgomery County O€ce of Community Development, four main concerns were highlighted: • Insu€cient fair housing education and outreach eorts • Demand for higher level of enforcement of fair housing laws • A lack of aordable housing that is accessible to persons with disabilities • Higher unemployment rates among persons of color causing disproportionate cost burdens According to the report, 9% of county residents ages 18-64 live below the poverty line, but the number increases to 14% among disabled adults.

What’s being done Ansley said the community development department is seeking funding to address the biggest concerns outlined in the report. If the plan is accepted by HUD, funding will be allocated to three major programs administered by the Community Development Block Grant program: • CDBG: $2.69 million • HOME investment Partnerships Program: $777,034 • Emergency Solutions Grants: $223,763 CDBG funding would primarily be directed to assist homeowners who are at risk due to cost burdening and unemployment, while HOME funding would be geared toward revitalizing structures for home and business purposes, Ansley said. Emergency Solution Grants are used for immediate crisis funding for business owners and homeowners for immediate health hazards, such as lead paint removal. The funding would then go to rst-year priority projects, such as: • Street lighting • Sidewalk, street and alley improvements • New park development • Old park renovations and compliance with the

The Woodlands Township dropped from ACLU lawsuit over ‘drag ban’

After an initial two-day trial starting Aug. 28 in a U.S. Southern District of Texas court, The Woodlands Township was dropped as a defendant from a lawsuit led Aug. 2 by the American Civil Liberties Union. The suit was led regarding Senate Bill 12, which went into e€ect Sept. 1. The bill has been labeled by groups in opposition to the bill as a drag ban due to its broad language surrounding drag performances. The ACLU led a lawsuit on behalf of a number of entities across the state including The Woodlands Pride, a nonprot organization in The Woodlands focusing on the LGBTQ community. The group holds an annual festival which includes drag performances. President Jason Rocha said the new law could a€ect attendance and

The Woodlands looks at noise reduction The Woodlands Township discussed pos- sible methods to address resident concerns surrounding increased tra c and road noise along major roadways, such as Research Forest Drive and Kuykendahl Road, during its Aug. 23 meeting. Montgomery County OKs $328.94M budget Montgomery County commissioners approved the 2023-24 budget on Aug. 30 before the Sept. 1 budget deadline and agreed to continue its coop- erative funding agreement with the Montgomery County Public Health District. Early education centers examine safety, security measures

The 88th Texas Legislature passed House Bill 3 this year to improve safety and security at public schools. The bill requires all campuses in a school district to have at least one armed ocer. While the bill only applies to schools in the public education system, some early education centers are following the state’s example by improving their own safety and security measures at day cares and preschools in The Woodlands area. Current situation Kevin Kilgore, owner of the Legends Ranch Kids ‘R’ Kids Learning Academy location, is opening a new Kids ‘R’ Kids academy in Woodson’s Reserve in early 2024. He said safety and security is a top priority as he prepares to open his second location. He intends to use a combination of armed ocers and advanced technology, practices which are in place at the Legends Ranch location. Kids ‘R’ Kids Learning Academies are child care facilities owned by franchisees with over 100 locations in the country. According to the company’s website, Kids ‘R’ Kids cares for infants, toddlers and preschoolers as well as older children in a before- and after-school program. “There’s been a trend shift, if you will, in the security layer of what we need in the preschool world,” Kilgore said. “We have children that can just get up and run out of the building, but if there’s an active shooter, we also have babies in cribs who can’t get up and run. So we’ve had to

The future According to the Child Care Technical Assistance Network, a system operated by the U.S. Department of Health and Human Services, child care facilities are only required to meet minimum health and safety standards, which does not mention protection beyond building safety, emergency preparedness and transportation. Kilgore, who has helped build three Kids ‘R’ Kids schools in Texas, said the industry has evolved in the last several years, and he believes security needs to be addressed as a priority. Aside from his existing measures, he said the Legends Ranch location has become a beta tester for a new security-based arti•cial intelligence technology created by PB&J TV, a web camera system provider. Kilgore said the new camera system is designed to detect weaponry. For example, it can determine if a weapon is owned by a police ocer by detecting a properly holstered weapon. The AI technology will be implemented at the new Woodson’s Reserve location when it opens. Kilgore said he hopes it will become a part of future security measures for all day cares and preschools.
