Council expresses disappointment with Oncor for tree removals Flower Mound Town Council held a public hear- ing for a project that led to numerous trees being cut down along High Road and Rolling Hills. Mayor Derek France told Oncor Area Manager Eric Montoya the company took the wrong approach and did not properly communicate with town leaders. Council members asked for state lawmakers to give municipalities more power against electric pro- viders, noting that could help prevent or minimize future incidents. How we got here Kerri Dunn, Oncor senior communications manager, said Oncor tries to balance safety and reliability with tree health and aesthetics. The project focused on upgrading the power lines to improve service reliability and support local

Sta provides Argyle Landing timeline Work continues on the Argyle Landing project, with an Argyle town ocial providing a construction timeline at a recent council meeting. The details The mixed-use development will be located east of I-35 and south of FM 407. It will feature 198 single-family homes and a couple of commercial pads, said Nabila Nur, Argyle director of community development. Nur said grading work would be com- pleted by May. Utility work, slated to begin in April, could take a couple of months to complete. Pavement work is expected to occur this fall, Nur said. Construction dates are tentative. The town could start receiving building permits in January 2025.

Trees were trimmed back, with a certied arborist present, to meet the necessary safety clearance, Dunn said. Zooming in Dunn said Oncor wants to improve communica- tion going forward. “We did make notications, but it’s clear to us that those notications weren’t thorough enough,” Dunn said, adding Oncor apologizes for not being clear enough in those notication processes. France said leaders can’t regrow the trees but can try to prevent this from happening again.

The search committee, led by Town Manager James Childers and consisting of town sta, chose ve nalists. One of the nalists, Floyd Mitchell, rescinded his application after accepting another job, according to town ocials. The position is anticipated to be lled by late spring.

Flower Mound town leaders will choose among four people to be the next police chief. Whomever is chosen will succeed Andy Kancel, who retired in November. If approved, Lewisville ISD’s 2024 bond would address districtwide facility needs, including at its two aquatic centers.

Lewisville ISD voters will reconsider funding for athletic-focused projects during the May bond election. The $101.8 million package features three propo- sitions that would generate additional funding for maintenance, repairs and renovations at various athletics and recreation facilities. If all propositions are approved, there will be no increase to the tax rate. The propositions mirror the four out of the seven propositions LISD voters rejected in November. “Just like a house starts to need more upkeep and repair...so do school facilities,” LISD Board President Jenny Proznik said in an email. “Utilizing bond dollars on these items can be done without changing the tax rate and allows us to keep our incredibly tight operating budget funds focused on classrooms and programming.” How we got here LISD leaders reconvened the One Vision Task Force, which consisted of more than 70 stakeholders, to provide input regarding the November election results. “The total for projects not approved in the fall election was $199.4 million,” Superintendent Lori Rapp said in an email. “The district is not asking voters to consider the 100-yard indoor multipurpose facilities at each high school, which voters did not approve.” LISD asks voters to OK $102M bond

More than 13,000 students participate in athletics programs, Lewisville ISD Athletic Director Cristie Liles said in an email. Many of the facilities also serve dierent purposes. For example, the aquatic centers are open to the community for events. Looking ahead If the bond fails, LISD would face alternative circum- stances such as no longer allowing rentals, relocating sporting events, and potentially closing facilities. “LISD athletics programs impact the lives of thousands of students every year, creating a sense of belonging and connection within our schools and communities,” Liles said.

Argyle ISD’s $512M bond looks to accommodate growth

BY JONATHAN PERRIELLO

The context

Two-minute impact

Projected student enrollment

The bond takes signicant steps in fullling AISD’s plan to repurpose Argyle Middle School into a second high school, Carpenter said. AISD’s capacity in grades 6-8 is 2,028. Enrollment was 1,273 last fall and could eclipse 2,600 in a decade, Carpenter said. The bond’s new middle school construction project looks to mitigate this issue. Similarly, AHS will surpass its capacity in 10 years, she said. Bond capacity projects for both schools would alleviate enrollment burden until the split, which will occur before AHS reaches 2,200 students and 6A UIL classication. Enrollment at AHS was 1,527 students last fall, Carpenter said. AMS needs improvements compared to newer schools, Hilltop Elementary teacher and bond committee member Hilary Loupot said in an email.

In 2017, Argyle ISD had 2,460 students and four campuses. By August it will exceed 5,800 students and open its seventh campus. In 10 years, AISD could serve nearly 11,000 students, per district data. The rapid growth carved a need for additional instructional space, prompting the district to put a $511.5 million bond before voters this May with three propositions addressing the issue. If approved, the bond would not increase the tax rate. “Being visionary and preparing for the growth will provide our current and future students experiences without the burden of extreme overcrowding and insucient learning environments,” Superintendent Courtney Carpenter said in an email. In addition to being the largest bond, it is AISD’s rst long-range bond at 10 years, Carpenter said. The 2017 and 2022 bonds were each three- to ve-year bonds.

Proposed renovations would expand the school’s cafeteria using space from its second gym and rebuild the gym as a result of losing that space.

What else

Current bond

The proposed bond features new school and facility construction, capacity improvements, land acquisition, and technology refreshes. Proposition A, $482.38M This would fund: • Building a new middle and elementary school • Increase capacity at Argyle High School • Expand the cafeteria and rebuild gyms at Argyle Middle School • Buying land for future schools and facilities Proposition B, $22.65M This would fund building a new sports complex at Argyle High School for baseball and softball teams. Proposition C, $6.5M This would provide funds to purchase new laptops for secondary students to accommodate their growing population in the district.

AISD needs more sports facilities for its future plan to operate two high schools, Carpenter said. Athletes on AHS’s varsity and sub-varsity teams play at the AMS facility. The bond would allocate over $22 million for a new baseball and softball complex at AHS. The bond also calls for $38 million in capital improvements at AMS, Hilltop Elementary and The Sixth Grade Center—AISD’s three oldest campuses— Loupot said. “Students and sta cannot work successfully in environments that fall into disrepair,” she said.

With the addition of a second high school in the future, AISD will need a second baseball complex.

large could impact the district’s ability to provide quality programs and adequately serve teachers, she said. AISD has a history of nancial integrity, and this bond can be completed by maintaining the existing tax rate, Carpenter said. In the past, AISD has saved taxpayers over $17 million by renancing existing bonds, she said. “These projects will provide 10 years of exceptional facilities and learning experiences for the current and future students in Argyle ISD,” she said.

Some AISD parents, including Acela Spiegelberg, are concerned with the bond’s price tag. Spiegelberg said while she recognizes the rapid growth and agrees with buying more land, the bond is too big and encompasses too much right now. “Almost everything on the bond is necessary; it’s about the timing,” she said. The district could have split the total between two bonds over several years to avoid calling additional bonds, should cost surges drain funds before projects are completed, Spiegelberg said. New report shows NISD on track to keep growing Northwest ISD continues its upward trend in key demographic indicators like overall population and student capture rate, data shows. The details Bob Templeton, vice president of Zonda Education’s school district segment, provided the NISD board of trustees with a demographics report based on the fourth quarter of 2023. Templeton said NISD’s total population was 165,952 at the end of 2023, and it was just over 130,000 in 2020. “You’re definitely a district that has school-aged kids,” he said. “Overall, you’re a young district, and you’re definitely going to see lots of growth ahead.” Templeton also discussed NISD’s capture rate, which is the percentage of school-aged children in the district who attend NISD schools rather

Argyle Middle School names new principal 5 T H S T . Dona Lumsden will be Argyle Middle School’s principal next school year. The role was held by Scott Gibson, who served as principal for 15 years, until his death in an out-of-state accident Jan. 27. The details Lumsden has more than 15 years of combined experience in secondary admin- istration and teaching. She joined AISD as an AMS assistant principal in 2018 and is currently Hilltop Elementary’s principal. “I know firsthand that it’s special to be a part of the AMS staff, and I’m excited to serve our students, families and commu- nity,” Lumsden said. “It will be important to me to honor Scott Gibson and never forget the incredible legacy he has left for us to carry on.” 156

Shine Fitness oers yoga and tness classes in Flower Mound

Julie Costly and Angela Hughbanks met while working at a yoga studio in Flower Mound. When that business closed, they felt a need to ll the void. “When it closed, we couldn’t imagine not having that community anymore, so I decided I was going to open a studio in Flower Mound,” Costly said. Costly and Hughbanks opened Shine Fitness in Parker Square in March 2023. The backstory Costly started teaching yoga in 2017 and managed a yoga studio for four years. Hughbanks has been teaching yoga since 2006. In terms of dividing ownership responsibilities, Costly focuses on the business side while Hughbanks is the lead instructor and handles merchandising. Currently, they are the only primary instructors at the studio, and they teach 14 classes a piece each week. The setup A variety of yoga, pilates and high-intensity interval training, or HIIT, classes are oered. Their large one- room studio features infrared heated panels. “One of the benets of the infrared panels is they provide detox,” Costly said. “When you’re moving in yoga or tness classes, your muscles are already warm when you start, so you’re less likely to have an injury during class because you’re more exible.”

What’s special about it? Hughbanks explained their yoga classes are a quiet space before, during and after class. “When you walk in the room, you can relax immedi- ately,” she said. “After class, we never rush them out; if they need to lay there a few minutes, they have that time.” The approach Greeting students by name is a top priority at Shine Fitness. “We’re going to know your name when you walk in the door,” Costly said. “We’ll know if you’re new here, and we’ll welcome you and show you around. We don’t want anyone to feel like they were not noticed.”
