After Frisco ISD’s voter-approval tax rate election and bond elections failed in November, the district is opening up some of its campuses for students who live outside the district—an initiative that could generate about $6.75 million in revenue. In May, Frisco ISD officials adopted a budget with a shortfall potential of $30.8 million for the 2024-25 school year. Along with the proposed tax rate increase, Frisco ISD had a $1.08 billion bond package that included maintenance, technology and sports facilities on the November ballot. Without additional state funding, FISD officials are expecting to use rainy day funds from their reserve fund balance to mitigate the size of the district’s potential shortfall. Officials are expecting to pull $7 million out of FISD’s total $77 million reserves for FY 2023-24. An additional $23 million is expected to be pulled from the fund for the FY 2024-25 budget. About the program Access Frisco will allow kindergarten through seventh grade students from surrounding areas to attend Frisco ISD schools starting next school year. The new students will fill spaces in schools that are under capacity. The program is designed to use the staffing that is in place and not require additional staff, said Esther Kolni, FISD’s general counsel. Frisco ISD opens enrollment to out- of-district students
Access Frisco campuses Frisco ISD has split the open campuses through the Access Frisco program into three zones—east, central and west. Students assigned to these campuses will follow the zone's feeder patterns.
