Frisco Planning and Zoning Commission members recom- mended the city approve an updated site plan for The Rail- head, a mixed-use development currently being built in northwest Frisco, during a Nov. 12 meeting. The big picture The updates focus on three lots inside a portion of The Railhead between Branchline Street and Junction Street. That portion will now include an additional, larger Commission OKs additions for The Railhead project
hotel and additional retail and restaurant spaces instead of the original plan to feature an office building majority. The overall development spans over 80 acres of land located just south of Wakeland High School and west of the Dallas North Tollway. Other amenities and buildings planned throughout The Railhead include urban living residential buildings, three parking garages and multiple park spaces. What comes next? Commission members are expected to continue discussing details of the project, including specific building plans and land- scaping plans, at future meetings.

Visit Frisco Director Marla Roe said at the Nov. 19 meeting. “I am so proud of the Visit Frisco team,” Roe said in a news release. “Their passion and love for this city and our visitors shines through in their daily efforts. FY24 was another significant year of accomplishments for the team and our wonderful partners.” A fiscal year runs from Octo- ber-September. The city saw $15.9 million in earned media value during that time, a figure that represents the cost of advertising the city would have to put out to receive the same economic impact, according to the release.
Frisco officials said the city’s tourism industry has reached record-breaking heights. Contractors are beginning work on Northwest Community Park, an 18-month project that will feature looping bike trails, an observation deck and play areas, city officials said. Frisco City Council members approved a $34.21 million construction contract for Northwest Community Park 5-0 during a Nov. 5 meeting, pushing the park toward development after years of discussions. The details Frisco officials received three bids for the proj- ect, according to meeting documents. The contract they chose, which was with Millis Development and Construction-Dallas, LLC, is for $33.36 million with an $850,000 construction contingency fee. A separate $3.45 million construction contract was issued Nov. 19 with a specialized bike park contractor, according to meeting documents. “While the majority of the land is focused towards biking, it is inclusive of all bikers, from the

The Frisco Public Library saw 3.42 million checkouts during the first fiscal year in its Dallas Parkway space, Library Director Shelley Holley said during a Nov. 5 Frisco City Council presentation. “Our reputation for having the most well-used collection in the state reigns supreme,” Holley said. “We still are seeing a lot of demand put on the collection and we are delighted by how receptive people have been toward it.” The details A fiscal year runs from October-September. Library transactions include checkouts, visits, Wi-fi log-ins, guests asking a librarian for help, database uses, class attendance and more, according to the library report. Considering Frisco has a population of roughly 225,000 people, a library that sees more than 27 times that in transactions is “quite remarkable,” Holley said. One more thing During FY 2022-23, which was when the library opened, the facility saw 4.78 million transactions. “We’re really grateful to the council and the city manager’s office for their support of the library and to the citizens for their profound use,” Holley said. “We feel useful. It’s wonderful.”

After Frisco ISD’s voter-approval tax rate election and bond elections failed in November, the district is opening up some of its campuses for students who live outside the district—an initiative that could generate about $6.75 million in revenue. In May, Frisco ISD officials adopted a budget with a shortfall potential of $30.8 million for the 2024-25 school year. Along with the proposed tax rate increase, Frisco ISD had a $1.08 billion bond package that included maintenance, technology and sports facilities on the November ballot. Without additional state funding, FISD officials are expecting to use rainy day funds from their reserve fund balance to mitigate the size of the district’s potential shortfall. Officials are expecting to pull $7 million out of FISD’s total $77 million reserves for FY 2023-24. An additional $23 million is expected to be pulled from the fund for the FY 2024-25 budget. About the program Access Frisco will allow kindergarten through seventh grade students from surrounding areas to attend Frisco ISD schools starting next school year. The new students will fill spaces in schools that are under capacity. The program is designed to use the staffing that is in place and not require additional staff, said Esther Kolni, FISD’s general counsel. Frisco ISD opens enrollment to out- of-district students

The Frisco Education Foundation is a 501(c) (3) nonprofit that works in partnership with Frisco ISD and the local community to provide educational opportunities and other benefits for students and teachers. The foundation was established in 1999 and has awarded college scholarships to over 10,000 FISD seniors. “We are here to celebrate these students,” said Ashley Sine, director of the education foundation. About the foundation The foundation’s scholarship program allows a student to complete one application for about 800 scholarship opportunities, Sine said. “When your community can rally around your students … and encourage them to continue their education, then you’re a success,” she said. In addition to scholarships, the foundation
supports the district through teacher grants. Grants for Great Ideas are given to teachers who need funds to enhance their teaching. The grants are used to promote classroom engagement and create an innovative approach to the curriculum, Sine said. Last year, the foundation gifted a Nelson Middle School teacher with a 3D printer for the classes’ makerspace, an area for the students to build and create. The Mindbender Academy was started by the foundation in 2007. The academy is a middle school summer camp with innovative STEAM programs which allows students to explore their interests in science and technology, Sine said. The foundation also supports the Frisco ISD Business Incubator Program, where students can learn about starting businesses and apply for pitch money. Started in the 2018-19 school year, the edu- cation foundation has given out almost $20,000.

Frisco ISD sets academic calendar for 2025-26 Frisco ISD students will return to school for the 2025-26 school year on Aug. 13, 2025. The district’s board of trustees approved the calendar Nov. 18. The calendar was created by the district’s calendar committee which consisted of FISD staff, community members and students. Dates to know The fall and spring semesters are similar in length with only four more instructional days in the spring semester. The complete calendar for the 2025-26 school year can be found online. The framework All FISD staff were sent a survey to provide feedback during the calendar creation process, said Natalie Miller, principal of Elliott Elementary School and member of the calendar committee.
FISD sets priorities for legislative session Adjusting the school funding formula for inflation and maintaining local control for curriculum are among a list of priorities Frisco ISD officials set ahead of the 89th legislative session which begins in January. The gist The district’s board of trustees approved the list of priorities during a Nov. 18 board meeting. This list will guide the district’s Government Affairs department and other staff during the upcoming legislative session, according to the meeting agenda. The priorities touch on three topics— school finance, assessment and account- ability, and student experience. The list of priorities is available online through the district’s website.

The committee received feedback from almost 2,000 staff members. Constraints taken into consideration when creating the calendar were teacher preference for starting school on Wednesday or Thursday and balancing the semester’s school days, Miller said. The calendar includes 75,600 minutes of instructional time, which is required by the state. The committee also considered aligning major school breaks with neighboring districts.
Collin College to expand health science program
Collin College Frisco Campus
A new health sciences center is coming to Collin College’s Frisco campus. The 120,000-square-foot center will provide additional space for the college’s current health science programs while creating spaces for new programs, said Mark Smith, provost of the Collin College McKinney campus, in an email. The project is estimated to cost approximately $70 million and is expected to open in spring 2027.
About the project Established health science programs will be expanded in the new facility. The facility will also create spaces for new imaging and diagnostic programs that will serve the growing health care sector in northwestern Collin County, Smith said. Classes are expected to be offered in the new center in the spring 2027 semester.

Frisco’s Rail District, which is in the middle of a multimillion-dollar reconstruction project, will soon have mixed-use residential buildings flanking the city’s pedestrian-friendly improvements. Developers with the boutique real estate company CAP Multifamily are currently in the middle of bringing four multifamily residential buildings to The Rail District. CAP Multifamily projects follow a “simple urban infill design philosophy” that tries to stay away from large-scale multifamily and instead fit its res- idential projects into the existing community they move into, according to its website. The Gallery, for example, will incorporate an art gallery for the community and its local creatives, according to information shared by CAP Multifamily. Both The Platform and The Beacon will offer fitness centers and either storage or co-working spaces. Why now? CAP Multifamily developers have been quietly DNT TOLL working behind the scenes for around two years but said they are ready to introduce themselves and their projects to The Rail District Community. The Rail District is considered one of the amenities offered with the apartments, Aaron and Patton said. “CAP has successfully developed projects throughout the Dallas metroplex and believe we are offering our residents a superior lifestyle alternative to the “big box” apartments which inhibit authentic community and neighbor engagement,” according to a statement on CAP Multifamily’s website.

How homeowners can prepare their property for winter
Though Texans experienced a warmer than average fall, according to the National Weather Service, experts are reminding Dallas-Fort Worth residents that winter is around the corner and is expected to bring freezing weather to the region. According to the National Weather Service, the region experiences 29 freeze days on average every year. Freezing temperatures typically begin in November and can last through March. David Whitson, service manager for Colony AC, an HVAC maintenance company, said that homeowners should take steps to winterize their homes prior to freezing weather. The overview Whitson said one of the most important reasons why homeowners should winterize their homes is energy efficiency, adding that poor insulation and air leaks can lead to increased energy bills. “Properly insulating your home and sealing air gaps so you can retain heat ... is probably one of
the biggest reasons for winterizing your home,” Whitson said. It’s important to winterize a home to help avoid frozen water pipes, Whitson said, noting that external water pipes are especially at risk. The specifics When it comes to winterizing, Whitson said it’s important for homeowners to have their heating system checked by professionals to help prevent system failures. “Not only can it fail, during those times when you have failure ... [heating and AC companies] are busy and it may be a few days ... before somebody can get out to your house to look at your heater,” Whitson said. “Then you may experience the frozen pipes and all the other things that go along with it.” Whitson recommends a professional inspect the heating and cooling systems twice a year, once before summer and once before winter, but
