The details Council awarded a $1.1 million contract to Muniz Construction for the Dalhart and Ports- mouth Drive Waterline Replacement Project. The project will consist of replacing existing waterline and asphalt overlay along Dalhart Drive, east of Cottonwood Park and between Dublin Drive and Dover Drive. Additionally, the project will replace aging waterline equipment on Portsmouth Drive. Funding is from Water/Sewer Fund and Street Rehab Fund. Construction is expected to start in January 2025, and be completed in June 2025.

City Council unanimously approved an updated comprehensive plan for the city during its Nov. 11 meeting. The process included data collection, drafting and several different promotion and public engagement efforts. One focus of the plan includes supporting an increase in middle housing options, such as townhomes or duplexes. Mark Bowers, an urban design and practice planning builder at Kimley-Horn and Associates, said the lack of middle housing in Richardson was a common concern during the community feedback portion of the process. “minor editing” to the plan as long as edits don’t change the meaning of the content. City Manager Don Magner said that the amend- ment will allow the comprehensive plan to be a “living document.”
