Lakeway OK’s new cellular tower on Highlands Boulevard
A new cellular tower has been approved in a 4-3 vote by Lakeway City Council and will be con- structed on Highlands Boulevard, near the Mount Lakeway trailhead. On Oct. 20, Lakeway City Council approved a special use permit to allow for the operation of a cellular tower at 251 Highlands Blvd., Austin, for a period of 40 years. The tower was proposed by Vincent Huebinger of Vincent Gerard Associates and will reach a height of 175 feet, with a total elevation of 880 feet, according to city documents. Some context The cell tower was originally put forward in September 2024. At that time, it was proposed to be constructed on a city-owned plot of land at 3303 Serene Hills Drive, just south of Serene Hills Elementary School. Ultimately, the September 2024 proposal was withdrawn. The new site, which was brought back one year
later, is located 0.3 miles northwest of that plot of land. What they’re saying The tower is intended to improve cellular service in the region, but some residents have argued against its construction. “[Residents of The Overlook] signed a petition stating they strongly oppose the placement of that cellphone tower,” Lakeway resident David Bryant said at the Oct. 20 meeting. Bryant said he disagreed with the tower’s place- ment in part because he believed it could diminish property values. However, several council members said the cell tower provided a needed improvement to cell service in the region. “It is an issue. I’ve talked to first responders, I’ve talked to our own police, other police, and out here it’s an issue for them as well,” Mayor Pro Tem Louis Mastrangelo said.

Muny preservation efforts extended
The impact
Muny’s high price tag likely puts it out of reach of an outright purchase by the city or through private conservation efforts led by local golf figures and advocates. Additionally, 2021 civic rezoning of UT’s tracts to set standards for possible future development, prompted by a stalemate with Austin over how the university could use its land, ended up stalling out. The course’s outlook has also drawn attention at the state level. Then-state Sen. Kirk Watson forwarded legisla- tion in 2019 that created the Save Historic Muny District, or SHMD, to work with other entities on the course’s preservation by May 2021. However, lawmakers have had to repeatedly extend the district’s lifespan given a lack of local progress toward a result. After extensions in 2021 and in 2023, a bill from state Rep. Donna Howard passed this year pushed its dissolution date to May 2027—which some lawmakers said could be the district’s final deadline.
A decision on the preservation of Lions Municipal Golf Course, or Muny, was given yet another extension amid years of debate over the property by Austin, The University of Texas and local stakeholders. For decades, the city has leased the UT- owned golf course for public recreation. The spot is nationally-recognized as one of the South’s first desegregated golf courses, but its future has remained uncertain as Austin and UT have sought to reach a deal over the site’s use or possible sale. Austin continues to lease Muny from the university for less than $500,000 annually to operate as a public golf course. But UT previously signaled intentions to redevelop some or all of the property that’s now appraised at more than $680 million. The site is one of several UT owns in Austin under an early 1900s land gift requiring the sites to benefit the university.

of time to hopefully make sure that that does happen,” she said during a March Texas House hearing. SHMD Chair Ken Tiemann also called the process difficult given the desire to reach a “win-win” for UT and Austin and said he’s still hopeful for a positive outcome.
In an October statement, a city spokesperson thanked Howard for her legislation and said Austin’s discussions with UT are continuing. Bee Cave OK’s indoor pickleball court permit A new indoor pickleball court could be on its way to the Bella Colinas neighborhood area in Bee Cave following approval of a specific use permit at an Oct. 28 City Council meeting. Diving in deeper Developers requested a specific use permit for part of the Masonwood development to add an indoor pickleball court to an upcoming com- mercial center off Hwy. 71 named “Courtside.” Masonwood also includes the Bella Colinas and Terra Colinas neighborhoods. The existing zoning for the site at 5001 Palermo Drive allows Neighborhood Services, which include restaurant, retail, bank and gas station uses. The new permit allows the developers to build an indoor pickleball court. Conceptual plans for the new development include six pickleball courts, 7,000 square feet of restaurant space and
Loyal to Lakeway campaign continues A new billboard promoting purchasing from local businesses in Lakeway will be posted along RM 620 at 509 S. RM 620, near the Bella Montagna neighborhood, starting in December following a Lakeway City Council decision Oct. 6. The details As part of the city’s Loyal to Lakeway Buy Local Campaign, the sign will appear for a duration of six months beginning in December, according to city documents. The total cost of the billboard will be $30,540, including rental costs, artwork, vinyl and installation. There will be no cost to the city of Lake- way for the sign, which will be paid for by the eight business featured on the billboard.

Officials take early action as wildfire risk mounts This fall marks the fifth driest on record with little rainfall over the last few months, Travis County Judge Andy Brown said during a press conference Oct. 20. With dry weather conditions persisting, Central Texas confronts elevated wildfire risk. Though the area saw heavy rainfall over the summer, the

accountability. Together, these efforts strengthen Bee Cave’s foundation for growth, stability and responsive local government. What challenges has Bee Cave faced in the past year, and how did you work to overcome them? Like many growing communities, Bee Cave faces the challenge of managing growth while preserving the environment and community character. My approach is transparency and stakeholder engage- ment: We bring in residents, businesses and other stakeholders early to inform decision-making. A recent example is the [Texas Department of Transportation’s] [Hwy.] 71 median project. By gathering feedback from local businesses and pub- lic safety officials, we worked with TxDOT to phase construction—building raised medians first in less congested areas and postponing the busier eastern segment until the roadway is widened. Broad engagement allowed us to find a balanced solution that addressed safety concerns while respecting community needs. Looking forward, what would you still like to accomplish as city manager? I would like to see improvements to our trans- portation network to keep up with the growth this region is experiencing. In Bee Cave, that means updating our thoroughfare plan with new road segments to make it easier to get around the city and to provide more alternatives to [Hwy.] 71. The intersection of Hamilton Pool Road and [Hwy.] 71 is an area of particular concern that we are working with TxDOT to address. Longer-term priorities include completing construction of the Public Safety Building, building more sidewalks across the city and adding more amenities to Central Park. It is an honor to work alongside city staff, the council and the community to continually make Bee Cave the best it can be.

It’s a privilege to help find solutions to the challenges residents face and to make a tangible difference in their daily lives. What does an ideal city manager do for their city, in your opinion? An ideal city manager implements the goals and policies of the city council while leading a moti- vated, high-performing team. Local government is a team sport, and like a good coach, a city manager supports staff, establishes clear processes and sets high expectations so each employee can deliver their best. Progress happens when staff are empow- ered to provide high-quality services. Along the way, a city manager must maintain the trust of the council and community through integrity, transpar- ency and commitment to serving the public. What has the city accomplished during your time in this position? I’m proud that Bee Cave’s financial health and local economy remain strong. Businesses are open- ing regularly, we maintain the lowest property tax rate in the area and the city received its first-ever AAA bond rating, reflecting strong fiscal manage- ment and securing low interest rates for future proj- ects. Eanes ISD weighs $7M in cost-saving strategies Eanes ISD officials are considering cost-saving strategies as the district projects budget shortfalls amidst a growing list of expenditures outpacing its funding. The details In order to balance the projected 2026-27 budget, cost-saving options include: • A Voter-Approval Tax Rate Election, which would increase the maintenance and opera- tions tax rate for EISD to retain $3.8 million out of $20 million from the increased rate. • Increasing facility rental rates, creating online courses and adding more transfer students could increase revenues by up to $600,000. • Adjusting staffing structures could net $3.3 million in savings. • Reduce or eliminate district programs and

A new six-story development known as The Creek at Hurst Harbor, which features 146 condo units, restaurant and retail space, may be coming soon to Lakeway. A land use amendment was approved unanimously by Lakeway City Council, which changes the site from commercial and residential to mixed-use. A zoning change from Marina and Single-Family Residential- Rural to planned unit development was also approved in a 6-1 decision, with council member Kelly Brynteson voting against. The development, located at 16405 Clara Van St., was put forward by developer and Lakeway resident Rip Miller and his wife, who purchased the marina in February 2022. It will include 146 condo units with a proposed height of 75 feet. Plans progress for new 6-story condo project

The development was subsequently brought to council Sept. 15, but a decision on the zoning and a future land use map, or FLUM, change was postponed to Oct. 20, partially due to some public concern about the decision being rushed. At the Oct. 20 meeting, over 20 individuals in attendance spoke against the approval. “The reason why I oppose [the FLUM] is because I want you to envision ... an apartment complex, six stories, sitting on top of a three-story hill. That’s what I see,” said Rachel Mills, a Lakeway resident and member of Lakeway’s Comprehen- sive Plan Steering Committee. “I’m not against development. ... Let’s gure out how we can make it a win-win.”
Also included in plans are three stories of under- ground parking, restaurant and retail spaces. Miller said that the condominium development would benet Lakeway by improving the existing property, and improving the view from Lakeway City Park. “The development is a benet to Lakeway and [is] the redevelopment of an unsightly, run-down, single-purpose marina operation with a world- class mixed use condominium facility, thereby drastically improving the view corridors from Lakeway City Park,” Miller said. Over 58 comments were submitted to the city of Lakeway opposing the development prior to a Zon- ing and Planning Commission meeting addressing the development Sept. 11.

Council member Brynteson noted that many residents appeared to be concerned by the size of the development, rather than the proposal to develop the land itself. “Even if you don’t live [in Lakeway] it impacts you. If you ever go to the city of Lakeway park, it’s such a gem,” Brynteson said. “... Looking at what was currently there and then just imagining the building itself ... it is large.” However, some council members as well as Mayor Thomas Kilgore were more comfortable with the size of the development. “I understand that this is a massive complex in comparison to what is currently there—it is not,

however, marginally bigger than things that the city has already done,” Kilgore said. The zoning change was approved with some restrictions, including that retail and restaurant services must be open to the public.

Investment firm Karlin Real Estate is looking to transform manufacturing and tech company 3M’s former River Place Boulevard campus into a mixed- use community with multifamily, retail, offices and greenspace. 3M previously occupied the campus before the site was purchased by Karlin in 2021 and renovated in 2024. The development is now known as Highpoint 2222, and members of the 2222 Coalition of Neighborhood Associations, or 2222 CONA, say Karlin could seek more than 50 new land use types to build out the rest of the property. 2222 CONA has led the charge in working with Karlin on development plans and held an open house Sept. 16 that culminated in a project survey that garnered 528 resident responses. “The community wants certainty and the developer wants flexibility, so where do those two things meet?” 2222 CONA President Linda Bailey said.

Negotiations with Karlin regarding specific features of the development are still ongoing, which Bailey said will conclude with both parties signing a legal agreement outlining land uses. 2222 CONA could ask Karlin for other community incentives such as additional trails, parks or other benefits through the agreement, Bailey said. “We have the terms defined, but we don’t have an agreement yet,” Bailey said. “We have about half of the terms agreed on, and we still have about half to go.”
The 154-acre Highpoint 2222 property already includes the renovated campus, which features over 1 million square feet of available office space. Representatives for Karlin declined to comment as they are still in the planning process, but the development’s website states the campus has infra- structure to support tech and life science tenants. On the rest of the property, Bailey said the community has responded positively to Karlin’s plans to build retail space, and both they and Karlin are interested in having a variety of housing options.

2222 CONA and Karlin have had 18 meetings together over the last three years regarding the property, and the neighborhood association has collected hundreds of resident survey responses so far, Bailey said. Traffic, development density and environmental impacts top the list of community concerns, which Bailey said are “inevitable.” Part of 2222 CONA’s request to Karlin includes having new lanes and traffic lights completed first, as nearly 18,000 daily vehicle trips could be added as a result of the development, per a recent traffic impact analysis, or TIA. Fourteen intersections spanning 5 miles were sur- veyed and graded on an A-F scale as part of the TIA, and nearly 50% of CONA survey respondents ranked the RM 2222 and River Place Boulevard intersection as needing the most urgent improvements. “Certain tenants are going to produce more traffic,” District 10 council member Marc Duchen said. “Certain developmental land use code changes may impact the density and traffic in that property, and thus impact what happens in that community.”

How familiar were respondents with the project proposal?
Highpoint 2222 has the largest amount of avail- able office space in the Northwest Austin submarket at 1.18 million square feet, per Aquila Commercial’s second quarter 2025 market report. The report includes other notable developments, such as Preserve at 620 with 45,000 square feet available and River Place Corporate Park with over 296,000 square feet available. However, preleasing office space has slowed overall in the last couple of years, Aquila Senior Vice President Max McDonald said. Pivoting to mixed-use is in line with Austin’s climbing land values and construction prices, which cause developers to have to “get creative,” McDon- ald said. Pairing office footprints with in-demand components, such as multifamily units or hotels, gives developers flexibility to make the property more desirable. “It’s not this guessing game as to whether a tenant will come along, which we saw a lot more of in the 2018 and 2019 run-up before COVID,” McDonald said. “The vacancy rates were so low in Austin that you could justify the pending demand for an office building to be built speculatively. That doesn’t exist anymore.”
According to 2222 CONA officials, the association will next present a summary of the survey results and other comments collected from the September open house to Karlin, Duchen and city staff. Another community session is being planned for early 2026 to report on project progress; share negotiation updates regarding traffic phasing, environmental safeguards and development density; and gather additional community input. As 2222 CONA and Karlin continue to make progress on Highpoint 2222, the River Place area is being reimagined with other mixed-use developments. Brandywine Realty Trust officials could seek to amend a zoning code at River Place Corporate Park, which would replace two of the buildings and allow for up to 330 multifamily units and outdoor recreational uses such as pickleball courts and a play area. The Austin Zoning & Platting Commission approved the zoning request July 1, but Brandywine officials requested to indefinitely postpone the rezoning item at a Sept. 11 Austin City Council meeting.
