Pizza is listed as permanently closed on Google, and calls to the business from Community Impact went unanswered. Officials move retail near Bacchus Park forward The Frisco Planning and Zoning Commission unanimously voted to recommend approval of rezoning for a 5-acre planned development. Plans for the development were revised with input from city staff following an initial failed rezoning request two years ago. The commission originally denied a request to rezone the property from agricultural to retail in 2023. According to city staff, commissioners were hesitant about some of the land uses permitted under base retail zoning, and they wanted to ensure that the property would be developed in a single phase. What changed Spiars Engineering worked with city staff to develop restrictions on car-centric land uses, which are generally permitted in retail devel- opments but will be prohibited at this planned

Frisco Stormwater Utility Fee to increase Frisco City Council voted to increase the monthly Stormwater Utility Fee by 20% at a Jan. 6 meeting. The rate increase will take effect Feb. 1. The details The fee for each property is based on impervious area, or the amount of land that does not absorb water. Fees for single-family residential properties fall into three tiers based on square footage. For properties other than single-family homes, the fee will increase from $1.73 to $2.07 per 1,000 square feet of impervious area. Current rate increases were decided in the fiscal year 2025-26 budget adopted on Sept. 16. Residents will likely see more increases in the future, according to city documents.

Frisco faces continuing growth pressures, trac congestion and rising demands on infrastructure and services. Maintaining public safety stang, preserving quality of life and ensuring smart, responsible planning are central challenges. We must balance development with infrastructure capacity and keep neighborhoods connected and supported as the city evolves.

Managing growth, density and redevelopment proactively is Frisco’s central challenge. Trac congestion, infrastructure strain, water-supply constraints, increases in taxable value without sucient eective tax-rate compression, public safety stang and multifamily concentration (apartments) must be addressed to protect neighborhoods, aordability and long-term quality of life.

I will support smart trac solutions to keep Frisco moving, invest in public safety and guide balanced growth that aligns infrastructure with development. Nothing gets accomplished without collaboration among council members. I believe in principled disagreement, restoring statesmanship and regional cooperation to solve our challenges. Frisco ISD begins superintendent search Frisco ISD is searching for its new superinten- dent, and a lone nalist could be named by this March. The district’s board of trustees selected Impact Education Specialists to guide the district through its executive search process Dec. 15. How we got here Superintendent Mike Waldrip’s retirement was announced by the district Nov. 10. Waldrip has served as superintendent of FISD since 2017 and is stepping down June 30. The consulting rm was formed in summer 2023, and since then has nalized 19 executive searches, rm partner Doug Williams said. The rm has previously completed superintendent searches for Ponder ISD, Greenville ISD and Lubbock-Cooper ISD, among others. Impact Education Specialist’s search process includes creating a personalized prole for Frisco ISD, which will be used when accepting applicants. The consulting rm will involve the FISD commu- nity in the search by conducting input sessions.

Collin College makes headway on Frisco expansion Collin College is getting closer to opening its new health sciences center at its Frisco campus. The overview The 120,000-square-foot center will include a three-story building with classrooms, clinical

laboratories, faculty oces, conference rooms and collaboration areas for students. The rst oor will house new radiology and imaging programs while the second oor will be dedicated to nursing. The project is estimated to cost approximately $71.8 million and is expected to open in spring 2027.

College leaders along with city of Frisco ocials celebrated a construction milestone as the nal beam was lifted and placed on top of the Health Sciences Center during a topping-out ceremony held Dec. 3, according to a college news release.

The center will create space for new programs while expanding current health science programs.

Dr. Camelia Cooper talks dental practices Camelia Cooper, DDS, is a dentist who owns and operates Sweet Tooth Dental Loft in Frisco. She obtained her Doctor of Dental Surgery degree at the University of North Carolina in Chapel Hill. Sweet Tooth Dental Loft opened in 2013. Dr. Cooper answered questions from Community Impact about best dental care practices and the importance of dental care. Answers have been edited for length and clarity. If an adult has never been to the dentist, why would you say it’s important to make an appointment? It’s always a good time to start. There are a num- ber of reasons an adult is visiting the dentist for the rst time including parents not having the money or people from other countries not having access. Sometimes people just don’t know you should come, even if it’s not hurting. It’s always good to get a checkup—to know that your gums are healthy, get

a few tips and tricks, and then we can just maintain and keep an eye on everything to make sure it stays healthy. Why is it important to take care of our teeth? The teeth are part of the body. Nowadays, teeth have leaned more towards aesthetics and not health. A lot of times we can see dierent diseases in the mouth. If you have diabetes, then a lot of times your gums are going to manifest dierently. If you have vitamin deciencies, we tend to see that in the mouth. We have it in our head that we go to the physician for certain things and at certain intervals in life, but in dentistry, I feel like we’ve not drilled that in as much as being standard. Certain aspects of dentistry have gotten sensationalized, starting with extreme makeovers. Everyone wants pretty teeth, but don’t care what is underneath them, or the foundation for the gums.

3 Grand Park Project: The park will span more than 1,000 acres when completed and include ponds, playgrounds, an amphitheater and a dog park. Update: Frisco City Council approved a contract for the first phase of construction Oct. 7. The first phase will include 68 acres of key infrastructure, lake and trail development, ecological enhancements, and public amenities such as pavilions, playgrounds and ponds. • Timeline: construction of Phase 1 to begin and end in 2027 • Cost: $35 million (Phase 1) • Funding sources: city of Frisco, state funding 4 4th Street Plaza Project: The new plaza will serve as an outdoor community gathering space for the Rail District with a pedestrian connection between Elm Street and Main Street. North Star Diagnostic Imaging, Civie partner to enhance imaging process

A closer look

Civie is an AI-powered ecosystem of radiology solutions that covers the entire patient and clinical journey, from exam ordering to image viewing, reporting and payment, the news release states. Because the technology does not rely on a third-party interface, there is no lag time in receiv- ing imaging orders or payments, according to an October news release.

“The technology is designed to optimize the delivery of imaging services right from start to nish,” CEO of Civie Dhruv Chopra said. According to a company news release, benets of the technology include: • Lower patient costs • Faster imaging results • Allowing providers to spend more time with patients

Through a new partnership with radiology software provider Civie, North Star Diagnostic Imaging added new technology to all 15 locations throughout the Dallas-Fort Worth area in late 2025 that streamlines the imaging process for both patients and physicians. The unied Radiology Information System uses articial intelligence to reduce the administrative burden on physicians and provide a better experience for patients.

Chopra said this kind of technology has the potential to change the health care industry because of the level of transparency it provides for patients. “The patients are going to start demanding this level of service across the board, across their imaging centers,” Chopra said. “The days of backward imaging centers are not going to be there anymore. Conquer Fitness specializes in strength training When John Dougherty opened Conquer Fitness in Frisco in January 2019, he wielded a doctorate in physical therapy, two personal loans and ve credit cards which he maxed out to make his dream a reality.

“About half of our clients are beginners,” Dougherty said. “We’re able to meet people at that beginner stage and really build up their tness level and get them to where they want to be.” Prior to working out, clients do an initial consul- tation with the studio director. “In that one-on-one assessment, you’ll do a deep dive into goals, exercise and injury history,”

Six years later, his business has expanded to ve additional locations across the metroplex, using a model focused on clients aged 40 and older to help them achieve their health goals. The set up Clients can choose one-on-one personal training or semi-private training at the Frisco location. Semi-private sessions, which are capped at six people, last one hour and are led by a trainer who demonstrates each of the workouts.
