$31M public safety facility up for vote in Bee Cave
Jones said the department has outgrown. Next door to the police station, Lake Travis Fire Rescue Station 603 is unable to call in extra crews during times of emergency due to a lack of space. To address the needs of both departments, the city has proposed constructing a new public safety building to house both LTFR and Bee Cave police, providing both departments with over 20,000 square feet of additional space and modernized facilities through use of the city’s general fund.

City limits workforce housing finance
Moving forward
The creation of workforce housing in Bee Cave remains an ongoing discussion topic for City Council. “Just because we’re passing this ordinance doesn’t mean that we’re against workforce housing,” council member Andrea Willott said. “It’s just that as we looked into the type of financing it is and how the city would be disadvantaged by the loss of the property tax, we decided to write this ordinance, and I’m completely for it.” The city had previously considered a city- owned property near Skaggs Drive and Bee Cave Parkway as a location for a workforce housing project, though that property was later agreed upon as a suitable location for a new city library building at a meeting held Dec. 10. At that meeting, Mayor Kara King stated that the city was still evaluating workforce housing opportunities.
The city of Bee Cave will limit the power of housing finance corporations and public facility corporations in a new ordinance approved at the Feb. 11 City Council meeting. PFCs and HFCs are entities formed to promote affordable housing opportunities. Properties owned by them are not taxable, which can end up negatively impacting municipalities, city attorney Jason Rommel said at the meeting. The new ordinance will set regulations around these entities within city limits with the intent of protecting city interests, according to city documents. Key points of the ordinance include requiring City Council approval for formation of these entities, addressing concerns related to their tax-exempt status and defining how the city may enforce regulations in relation to these entities.

Lakeway bans heavy trucks on 7 city roads In accordance with a new city ordinance passed in February, heavy trucks weighing over 15,000 pounds will now be prohibited on seven roads throughout Lakeway, with violations subject to fines of up to $500. The overview A list of roads on which heavy trucks are now prohibited includes: Lakeway Boulevard, Lohmans Crossing Road, Lohmans Spur, Serene Hills Drive, Flint Rock Road, Highlands Boulevard and Bee Creek Road, within the city’s jurisdiction. Work on the new ordinance began in December, following community feedback regarding the suitability of heavy traffic on streets like Flint Rock Road and Serene Hills Drive. In response, staff were directed to look into modifying the city’s heavy vehicles ordinance, according to city documents.
Rollingwood weighs police force options The Rollingwood Police Department addressed difficulties caused by low recruit- ment numbers in a Feb. 19 presentation on vehicle thefts and burglaries in the past year. The details Between February 2024 and February 2025, a total of 25 theft and burglary reports were handled by Rollingwood Police Depart- ment, with 12 in the last three months, city reports show. Despite competitive salaries, the depart- ment has struggled with recruitment in recent years, Police Chief Kristal Muñoz said. The city has contributed additional funds to assist the department and discussed potentially adding signing bonuses for new officers and providing officers with higher pay for night shifts.

6 charter changes up for a vote on Lakeway ballot Voters in Lakeway will be presented with six proposed amendments to the Lakeway City Charter on the May 3 election ballot, addressing changes to city processes, job positions, boards and commis- sions, and more. In February 2024, Lakeway City Council formed a Charter Review Committee to collaborate with both the city manager and city attorney to put forward recommendations for city charter amendments. Usually, those recommendations are based on updates to state law or city policy, Lakeway City Manager Joseph Molis said. Recommendations put forward by the Charter Review Committee were first presented to Lakeway City Council on Oct. 21. Six amendments were selected, and with ballot language now finalized, these amendments will appear on the May ballot as propositions, B-G. The city is currently in compliance with state law, and none of these amendments are strictly necessary—they simply reflect changes that the city would like to make, Mayor Thomas Kilgore said at council’s Dec. 2 meeting. What’s next Additionally, under Proposition A, the city is requesting re-authorization of a local sales tax collection, at a rate of 0.25%, for the purpose of funding a city road maintenance program. This road tax has been in place for over two decades and requires reauthorization by voters every four years.

Impact: Revises residency requirements for the city manager, requiring that the individual occupying this position reside within the boundaries of Lake Travis Independent School District, rather than within Lakeway’s city limits. Reason: The Charter Review Committee believed that this amendment was needed due to current policies hampering the city’s ability to hire qualified candidates, Charter Review Committee member Sanjeev Kumar said at the council’s Dec. 2 meeting.
Impact: Standardizes appointments of individuals to boards and commissions in such a way that each city council member will appoint one individual to each board or commission for a term of one year, with the mayor’s appointee serving as the chair of each board or commission. Reason: This amendment was recommended by the Charter Review Committee in order to simplify board and commission appointments.

Impact: Eliminates the city’s Board of Ethics while maintaining that the city must still adopt a city ethics ordinance. Reason: This amendment was put forward due to the Charter Review Committee’s belief that the board does not currently have a wide scope of influence on city matters and that its purpose is not being fulfilled.
Impact: Eliminates the city treasurer role and allows the finance director and finance department to assume that position’s duties. Reason: This amendment was put forward to account for the fact that the job functions of the city treasurer are currently being met by other departments, Mayor Tom Kilgore said.

Impact: Eliminates the City Building Commission, or CBC, with duties of that commission being assigned either to the city’s Zoning and Planning Commission, Board of Adjustment, or Building and Development Services director. Reason: Given developments in city policy since the CBC’s founding, City Manager Joseph Molis suggested the board could be removed if its narrow scope of duties were transferred to other boards and commissions.
Impact: Revises police department policy change process to require city manager approval rather than City Council, with the city manager reporting new changes to council within 10 days of approval. Reason: The amendment aims to give the chief of police and city manager primary decision-making power on police policies and procedures, Charter Review Committee chair Louis Mastrangelo said. See Page 15 for more information on Proposition A. The city is currently working on an educational campaign to share information with voters regarding the propositions via explanatory videos, Molis said. Bee Cave, Lakeway voters to decide on city road taxes
Bee Cave and Lakeway are striving to improve conditions on municipal roads through collection of a portion of each cities’ sales tax. For both cities, a certain percentage of sales tax has been collected and set aside each year for the purpose of maintaining roadways. In order to continue collecting these taxes, the cities must receive reauthorization from voters every four years, according to the Texas Comptroller. The next election in which reauthorization is required will be held May 3, for both cities. Ballot language for both road tax elections can be found on Bee Cave and Lakeway’s city websites. Bee Cave In Bee Cave, a lower percentage of sales tax— 0.125%—is collected for street maintenance. “Bee Cave has been doing this for at least the last two decades, with the road tax fund,” Mayor Kara King said at a Feb. 11 meeting. “State law requires every four years that we reauthorize it, so it’s not
changing how we allocate sales tax, it’s not adding any tax, it’s not taking away any tax, it’s just keeping one-eighth of 1% of our sales tax in a road fund.” Lakeway In Lakeway, the amount of sales tax collected for the purpose of maintaining and repairing municipal streets is 0.25%, according to ballot language. This amount has been collected since 2001, with resi- dents having voted to continue the collection every four years since then, according to city documents. On top of the 6.25% sales tax rate that the state of Texas charges, cities are authorized to add up to 2% of additional taxes, Lakeway City Manager Joseph Molis said. In Lakeway, 0.25% goes to Travis County Community Library, and of the remaining 1.75% left after that, 0.25% goes to the city’s road tax fund. The fund is primarily used for repaving projects or spot repairs on streets around Lakeway, Molis said. The last day to register to vote is April 3, and early voting starts April 22.

10 city council seats, Lakeway mayor unopposed in elections
candidates elected to council was passed Feb. 21. In Bee Cave, a general election for three council seats was held, as well as a special election for two vacated council seats left by former council members Courtney Hohl and Jon Cobb. Both of these seats had a remaining term of one year, and council members Blake Sbrocco and Kit Crumbley were elected by council to fill them until a formal election was held. Andrea Willott and Crumbley will now fill the unexpired terms, with Sbrocco being elected instead to a standard two-year council position. Mayor Pro Tem Andrew Clark and Kevin Hight will fill the remaining two-year terms. All council members were elected via ordinances which cancelled the elections in February. In West Lake Hills, three incumbent candidates filed to run for City Council. The only seat contested is council member Dana Harmon’s, with candidate Joe Swider having filed to run against her.
All incumbent candidates seeking re-election to Lakeway and Bee Cave’s city councils in May have secured their seats without opposition, with two incumbent council members re-elected in Lakeway, and five in Bee Cave. One non-incumbent council candidate and city mayor were also elected in Lakeway without facing opposition, alongside two incumbent candidates in West Lake Hills. Diving in deeper In Lakeway, council members Christopher Forton and Kent O’Brien as well as Mayor Pro Tem Gretchen Vance and Mayor Thomas Kilgore faced expiring terms. All except Vance were re-elected, as she had already served three consecutive terms and was therefore ineligible to appear on the May ballot. Louis Mastrangelo, chair of Lakeway’s Zoning and Planning Commission, ran unopposed and will also serve on council alongside Forton and O’Brien. An ordinance declaring all of these unopposed
