Appraisal district budget increase proposal rejected

THE WOODLANDS The second phase of a plan to connect a pedestrian pathway in The Woodlands to Harper’s Landing will proceed fol- lowing the approval of an amended agreement for around $37,000 during a May 19 meeting of The Woodlands Township board of directors. The township spent $60,000 on the first phase, according to meeting materials. The board approved the change with a 5-0 vote. Directors Gordy Bunch and Bob Milner were absent from the meeting. Chris Nunes, The Woodlands Township chief operating officer, said construction is not anticipated to begin until 2025. Nunes said adding the pathway going into Harper’s Landing is complicated due to various entities having properties along the route. “It is a very intricate area that we are going through,” Nunes said. “There are lots of utilities, railroads and highways, and parcels.” The approved second-phase costs will cover the initial coordination of the project with Montgomery County, the Texas Department of Transportation and the railroad; a final sche- matic package; and environmental analysis. MONTGOMERY COUNTY In a unanimous vote, Montgomery County commissioners voted to reject a proposed budget increase to the Montgomery Central Appraisal District, the entity responsible for appraising property values in the county, at a May 24 Commissioners Court meeting. For the proposal to move forward, 51% of the county’s taxing jurisdictions, which include cities, municipal utility districts and school districts, must approve. The proposal would increase the district’s fiscal year 2022-23 budget by 23.8%. MCAD officials cited increasing staff turnover due to lower pay. Chief Appraiser Tony Belinoski said a trainee appraiser with the MCAD receives $31,000 as a starting salary, compared to $44,000 at the Harris County Appraisal District. Documents showed the district has not received an increase in its positions since 2017. Precinct 3 Commissioner James Noack, who brought the item to the court, said inflation and uncertainty over appraisals made it difficult to greenlight a budget increase.
