Houston ISD officials revealed plans March 5 to increase the salaries and wages for several employees next school year as part of the district’s new compensation plan. The breakdown Officials said teacher salaries at New Education System schools, which are part of Superinten- dent Mike Miles’ district reform initiative, will largely remain the same. Teachers at NES schools make roughly $10,000-$20,000 more per year than their counterparts at non-NES schools. The average NES high school teacher salary with up to two years of experience is $82,780. The plan shows salaries for teachers with 0-2 years of experience staying largely the same at middle and high schools within the NES. Teachers with 0-2 years of experience at NES elementary schools will see slight increases in pay, depending on the position.

According to the plan, the district plans to increase minimum base salaries for teachers at non-NES schools from $61,500 to $64,000 and bump the minimum hourly wage for all employ- ees up to $15. Depending on the grade level taught, new teachers at non-NES schools will make between $64,000-$77,690. Keep in mind Next year, there will be 130 NES schools. Changes implemented at NES campuses include centralized schedules, district-approved class- room instruction and lessons, and additional staff who handle a variety of tasks outside the classroom. What’s next The board of managers will consider the new compensation plan when managers consider approving the budget in June.

Work to start in April on Hwy. 288 sewer project Construction is expected to start in April on a drainage and storm project along Hwy. 288 meant to reduce flooding in the local area around the highway in south Houston. A look back The $34 million project by the Texas Department of Transportation, originally slated to begin in February, was delayed after residents sought more information and cited concerns about how it could worsen traffic during spring break and rodeo season. The details Work targets the storm sewer system along the northbound Hwy. 288 frontage road, which TxDOT officials said is outdated between North MacGregor Way and I-69. A new pipeline will be installed that will increase the system’s retention capabilities as it carries water

Council OKs $150M for airport expansion Houston City Council unanimously approved an agreement March 20 to move forward with United Airlines on a $2.55 billion Terminal B upgrade at the George Bush Intercontinental Airport. What happened The city will allocate $624 million to the total cost of the project in three tranches, which will each need their own separate council vote. The March 6 vote allocated $150 million for the project, which involves build- ing two new gate concourses and 22 domestic gates, among other elements. Financing the project will involve the use of special facility revenue bonds and general airport revenue bonds. A feasibility study will be completed prior to the issuance of special facility revenue bonds.

Primary results set stage for November election Following primary elections March 5, races have been set for several elected seats covering the Bel- laire, Meyerland and West University Place areas. The big picture In primary elections, candidates compete within the Democratic and Republican parties to deter- mine who will represent each party on Election Day in November. In races where no candidate received more than 50% of the votes, the top two candidates will compete in May 28 runoffs. Some local races for U.S. Congress and Texas Senate are headed to runoffs, including Senate District 15, where democrats Molly Cook and Jarvis Johnson will compete. In Harris County, Democrat Sean Teare will face Republican Dan Simons for district attorney in November, while incumbent Democrat Ed Gonzalez will face Republican Mike Knox for sheriff.

Bellaire postpones vote on tree rules Bellaire City Council members postponed voting on an ordinance March 4 that would revise the city’s tree protection policy. Current situation According to the council agenda, the primary issue with the city’s existing ordi- nance is that trees on residential property are not protected unless there is a permit or active construction. A proposed amendment would eliminate that loophole and change language that allows trees to be cut down between the time a property is purchased and when a property owner seeks a permit for development. At a future meeting, the Council will debate key policy questions, including whether the city should regulate trees on property that is not subject to construction.

Master plan approved for lynching memorial site Harris County commissioners approved the master plan Feb. 27 for an area in downtown Houston that will be redeveloped into Remem- brance Park—a dedicated space where residents and visitors can commemorate the actions and struggles of those who fought for social justice. master plan will be four markers recognizing four African-American men who were lynched in Harris County between 1890-1928, according to Harris County Precinct 1’s website. The big picture Precinct 1 officials said the cost of the project will be determined once construction bids are taken in 2025. The project will be funded by regional park bonds, mobility funds and general funds, officials said. While the project is currently in the design phase, officials said it is anticipated to take at least four years, with completion projected for 2029.

The full story

West University Place’s Public Works Director Danny Cameron said the west side drainage project benefits current and future drainage systems. For storms that are expected to occur once every 100 years on average, streets and sidewalks are meant to become part of the drainage system, he said. For every 1 inch in reduction of floodwater for a typical lot, residents would see a roughly 6-foot lateral shift, Beach said, meaning the water would be roughly 6 feet farther away if a Hurri- cane Harvey-type event were to occur. Beach said the city’s goal is to always keep water in the city’s right of way so it doesn’t go onto resident property. “The improvements will provide a consistency that residents will have that their property will be safe,” Beach said.

The west side drainage project, set to begin in 2025, will entail installing a new storm sewer trunkline along the west side of the city that would help more efficiently carry water from existing storm sewers to Brays Bayou, City Manager Dave Beach said. In addition to the west side drainage project, similar work is also underway on the east side of the city, and future plans involve rehabilitating Poor Farm Ditch.

In 2019, two years after Hurricane Harvey flooded 116 West U homes, city officials completed a drainage modeling study that found existing conditions in the majority of the city had limited drainage capacity. Various parts of the drainage system could not maintain what is needed for a rainfall that occurs once every two years on average. The results prompted city leaders to seek improvements.

Local cafe Leven puts focus on health, community Wen Qin’s philosophy when it comes to integrat- ing business and food is to strengthen and support his patrons both physically and mentally, he said. It’s why he named his rst business on Bellaire Boulevard, which he opened in 2014, Sustain Juicery. He opened the gluten-free Leven Bakery & Cafe in August 2023, just down the road.

Put in perspective Qin is from Shanghai, ”The New York of China” he claimed. In the 1980s, there were no supermar- kets near his home. Qin said this idea of a marketplace for fresh products, variety and local, competitive vendors motivates him in his own work. Respecting the craft The menu’s dishes take inspiration from coun- tries around the world, including a Mediterranean chicken bowl, fried chicken sandwich and tur- meric roasted cauliower—which Qin said reects the diversity of the area. “This is an international city. ... People come from all cultures to appreciate our food,” Qin said.
