At around 10:30 p.m. Feb. 11, a re broke out at a home on Hilliard Road in San Marcos. The South Hays Fire Department responded through Station No. 11 on Hunter Road even though Station No. 13, which remains unstaed, is also on Hilliard Road and less than a mile from where the re took place. Station 13 was the last volunteer-run re station in the county, and in December, the Hays County Emergency Services District No. 3 opted to allocate $1.39 million of

San Antonio St., San Marcos, has started a grant program called the Monsegue Grant for Aspiring Entrepre- neurs. The minority-owned business opened in San Marcos at the end of 2022 and is working to get more involved in the community, DMJ nancial analyst Joseph Rodriguez said. Any graduating high school senior planning to attend a two- or four-year university is eligible for the grant; students do not need to be seeking a degree in business but must have an idea for a business. DMJ will be giving out ve $1,000 grants; there is a soft deadline of May 1, but students may submit an application after that date as long as it is before the start of the fall semester. Applications can be found on the DMJ Facebook and Instagram. 9 The San Marcos City Council gave the green light for a new “gateway mural” on the back of the former Hays County Jus- tice Center, located at 110 E. The mural space is 200 by 25 feet, or around 5,000 square feet, and will cost $100,000, which has been allocated through the permanent art account within the city’s hotel occupancy tax fund. The mural will be designed to best be viewed from a distance for safety reasons, given its location. Next steps for the gateway mural will be a design process that includes community meetings for resident input; the artists will need to be able to interpret community input for a meaningful visual. CLOSINGS 10 Italian chain Fazoli’s closed its San Marcos location at 927 Hwy. 80 some- time in March, though it is unclear what date the restaurant closed. A note was posted on the front door of Fazoli’s. Sig-
nage for the business has also been re- moved. Fazoli’s has locations throughout the state, oering dine-in Italian staples, such as breadsticks, pasta, sandwiches, pizza and more. By the time the San Marcos Fire Department arrived to Popeyes just before 3 p.m. April 7, the roof of the building had collapsed, according to a Facebook post by the San Marcos Professional Fireghters Associa- tion. There were no reported injuries and the cause is currently under investiga- tion. It is unclear what will happen to the building. The franchise also has a location at 2820 S. I-35, San Marcos.
FEATURED IMPACT COMING SOON Duett’s Texas Club , a new bar and restaurant located at 420 Main St., Martindale, is scheduled to open in early summer. Duett’s Texas Club is owned by Katie and Ryan Grametbaur, wife and husband and the former owners of former Martindale River Cafe, as well as Maury Domengeaux and Steve Schossareck. Domengeaux and Schossareck purchased the building and asked the Grametbaurs if they would be interested in running a restaurant.

Smith opened Rise and Shine Tattoos , a private tattoo studio in Kyle, in February to provide a calm sanctuary and one-on- one space for clients. Rebecca Basma Smith has been in the tattoo industry for nearly two decades, which began with an apprenticeship at Classic Tattoo in San Marcos. She specializes in mostly black-work tattoos in an ornamental, decorative style that includes florals and pattern work. She also likes tattoos to focus more so on longevity. The mixed-use development will be located on approximately 5.5 acres of land at the northwest corner of Main Street and Fire Cracker Drive east of I-35. The project will be around 48,000 square feet across seven buildings, according to Ryder Jeanes with CLD Realty, the broker of the development. The location will consist of local businesses. There are a couple leases in the works, includ- ing Smoothie King, which has already been executed, and a UPS store, Jeanes said. Other prospective tenants include a nail salon, restaurants and bars, a bagel shop, and more. The first businesses are estimated to open in late 2024.

The water line project was included in the city’s Water Master Plan to support future de- velopment at the San Marcos Airport and a proposed San Marcos Fire Department training facility. Timeline: August 2022-spring 2023 Cost: $1.59 million Funding source: city of San Marcos 3 Uhland Road under construction Construction on Uhland Road includes the full-depth reconstruction of County Road and Uhland Road, a round- about at the Uhland Road and River Road intersection, and a bike lane. The bike lane will be located between the I-35 frontage road and the low-water crossing at River Road. A stormwater drainage system will also be installed along County and Uhland roads with a new outfall to the Blanco River. The sidewalk will be extended up to 10 feet wide along Uhland Road to Aquarena Springs Drive, and an additional bus stop with upgrades of two existing bus stops will also be included in the construction of the proj- ect along Uhland Road with water and wastewater improvements along County and Uhland roads. FM 2001 West project completed Hays County and Texas Department of Transportation officials celebrated the completion of the FM 2001 West realignment project March 23, which eliminated sharp curves in the road to improve safety. The project is about a mile in length and features a new four- lane divided roadway with curbs and sidewalks. Further analysis shows for the 2022-23 school year, attendance started strong and slowly tapered as the year progressed to drop below 95%. The goal for attendance dis- trictwide is 96%.
HAYS CISD Despite continued growth and plans for additional schools in Hays CISD, enrollment is still not where district offi- cials would like. A presentation March 27 found attendance during the 2022-23 school year through March 11 was up nearly 3% from the previous school year. The 2021-22 school year saw a drop in attendance of 5%, hovering at just over 90% attendance.

That number vaults Texas into California’s tier as the only two states with populations over 30 million, according to the U.S. Census Bureau. In 2022 alone, Texas saw a total increase of more than 470,000 residents. From 2000 to 2022, the state grew by 9.08 million residents-the most in the nation, and almost 3 million more than Florida. From 2021 to 2022, Hays County saw a population increase of nearly 15,000 people. HAYS COUNTY Austin Pets Alive, an animal welfare organization based out of Austin, has partnered with Hays County to serve as the project coordinator and aid in the creation of a new pet resource center as of March 28. APA will be tasked with researching land options for the new facility, stang, establishing a fundraising board and ultimately operating the center. Crestwood Center property man- ager Christian Umstattd previously conrmed with Community Impact that the center needed to raise $200,000 by March 31 to connect to the city’s sewer system. “The parties... assure the city of San Marcos that construction on the project will begin soon,” the letter read. “Provided that the property owners continue to maintain the status quo by suciently disposing of their wastewater in the manner currently in use, then the city of San Marcos will continue to supply water to the properties.”
SAN MARCOS With just a week left until the water was set to be shut o at the Crestwood Center—meaning the closure of several local businesses— funding has been secured to keep them open for the foreseeable future. The entire mall, located on Old RR 12, San Marcos, was at risk of having its water shut o by the city as it ran o a septic system for waste- water that was out of compliance and posed risks to the community, according to city documents. The Crestwood Center property owners James and Thomas Umstattd, as well as the adjacent property’s owner Tom Holman, “have reached an agreement to provide the necessary funding for the wastewater extension project that will provide wastewater

KYLE The residents of six homes in the Quail Ridge subdivision are set to be displaced by a new development called Limestone Creek after an amendment to the existing development agreement was approved. The Kyle City Council approved the amendment March 7 and established a tax increment reinvest- ment zone with Meritage Homes of Texas LLC. The homes will be acquired to make way for a new road within the development. Residents who will be displaced may be eligible for relocation assistance and benets, including moving costs, replacement housing payments or pur- chase supplement, accord- ing to agenda documents. Police chief claries policy post marijuana ordinance approval

SAN MARCOS Arrests and charges of individuals accused of marijuana possession are still occurring, though those few arrests were based on other enhanced charges, according to an update provided by police Chief Stan Standridge on March 7. This comes after an ordinance was passed to end low-level marijuana enforcement last November with more than 80% voter approval. Standridge said the ordinance to adopt a policy regulating enforcement is pursuant to the law. However, Section 370.003 of Title 11 of the Texas Local Government Code directly conicts, stating an entity “may not adopt a policy under which the entity will not fully enforce laws relating to drugs.” Two arrests were made from Nov. 17 to Feb. 28. One individual charged with marijuana possession was also charged with manufacture/delivery of methamphetamine, heroin, fentanyl or ketamine, which the ordinance allows, Standridge said.
