Fitness council works to make residents healthier

Celebrating its 15th anniversary in 2024, the Mayor’s Fitness Council is an initiative created by the San Antonio mayor’s oce to connect residents throughout the Greater San Antonio region with resources to live a healthier lifestyle. Using a variety of committees and health programs, the MFC works to cultivate physical activity and emotional well-being as well as to educate residents on chronic health diseases and early intervention strategies. MFC coordinator Andrea Botti- glieri said there are MFC organi- zations in cities across the state, with each of them unique to their municipality. However, she noted that San Antonio’s MFC is one of the most robust. “I’ve seen models across the state, and San Antonio probably has one of the strongest models,” Bottiglieri said.

City ocials to phase out horse-drawn carriages San Antonio City Council approved an ordinance to phase out horse-drawn carriages over a ve- year period during its Dec. 12 meeting. The full story Due to concerns over animal abuse, exploitation and trac congestion, the original ordinance would have authorized a three-year plan to phase out the use of horse-drawn carriages by Jan. 1, 2028. The ordinance also creates a plan for an annual reduction of operating hours. Some council members disagreed with the original ordinance, claiming that it is unnecessary and aects small businesses and a part of San Antonio’s historical culture. “These are lives that have a value to our society, [and] a majority of people don’t necessarily want to have [horse-drawn carriages] disappear,” Courage said. City bans vaping in public venues In accordance with the updated new smoking ordinance passed in October by the San Antonio City Council, the use of electric smoking devices, such as electronic ciga- rettes and vape pens, are now prohibited in all venues throughout the city, starting Jan. 1. What you need to know The revised amendment to the municipal code includes three changes related to electronic smoking devices and one change due to updated state law, and bans vaping in the same places where smoking is restricted. Four changes to the ordinance include: • Add the deinition of electronic smoking devices to the municipal code • Include electronic smoking devices in the deinition of smoking in the municipal code • Establishments must include electronic smoking devices on signage • Remove local language on the increase of the age of sale for tobacco products

Council updates ARPA-funded projects Shavano Park City Council received a brieng on the American Rescue Plan Act funded projects Nov. 25. The overview According to city ocials, Shavano Park received $750,000 in ARPA funds from the Bexar County Commissioners Court on June 20, 2023. Between June 2023 and October 2024, city ocials completed eight projects, including: Northwest Military Highway and Fawn Drive, End Gate Lane, Shavano Drive and other projects. According to city ocials, the remaining ARPA water funds will be used to oset other project requirements, including to pay down the $900,000 Texas Department of Transportation loan incurred to relocate water mains.

In a counter oer to provide more time for the transition, District 10 council member Marc Whyte made a motion to extend the period from three years to ve years. The main motion to phase out horse-drawn carriages over a ve-year period passed 10-0. As of Dec. 12, no new permits to operate horse- drawn carriages will be issued, and the Animal Care Services Department will not license new horses to be used for horse-drawn carriages. County ocials discuss plans for former San Antonio State Hospital New life could come to the former San Antonio State Hospital grounds. During a Dec. 10 Bexar County Commissioners Court meeting, ocials pre- sented recommendations which includes multiple options for mental health services at the site. The overview Located at 6711 S. New Braunfels Ave., the former hospital was rebuilt by the Texas Health and Human Services Commission into a new $357 mil- lion facility and reopened for use on April 9, 2024. According to state documents, the three-story, 454,000-square-foot facility includes a 300-bed nonmaximum security unit. Since reopening the hospital, county and state ocials have been in discussions on how to repurpose the remaining vacated buildings and surrounding properties. The Adaptive Reuse Study oers multiple options on how best to utilize the additional space. This includes breaking the campus into a forensic psychiatric hospital with surrounding buildings and a low-acuity recovery village.

The cost breakdown for each building includes: Security requirements improvements: $2.2M Contractor fee and overhead: $1.5M

What are the options? Other options include renovating seven existing plaza buildings, with 48 beds per building and an approximate cost of $8 million per building; and the construction of a new 227-bed psychiatric center for adults, adolescents and children. The study also recommends the county fund expansions at various locations outside of the detention center as well as the potential for a diver- sion center outside of the jail to serve as a transition and a pathway for community based care.

North East ISD to discuss closing three campuses at town halls

North East ISD will host three community meet- ings in January to discuss ndings from the NEISD Eciency Committee, which recommended clos- ing three campuses for the 2025-26 school year. The overview The three schools slated for consolidation are Driscoll Middle School, Wilshire Elementary School and Clear Spring Elementary School. The schools were chosen through a variety of factors, including cost per student and the total number of students. The three schools have a low student body compared to the total capacity of the campus. The context The recommendations were shared by the NEISD Eciency Committee on Dec. 9 and center around major issues the district is facing. These factors include enrollment, facility upkeep, lower birth rates, rising housing costs, an aging

population and sta retention. “There is no doubt that these changes will be hard, we are looking at campuses that are requir- ing twice as much per student and [are] clearly not ecient,” said Susie Lackhorn, NEISD executive director of nance and accounting. Lackhorn said that part of the issue is that the state’s school funding formula is based on enroll- ment and hasn’t changed since 2019. Lackhorn noted that due to rising costs through ination and competition with charter schools, private schools and home schooling, the funding model is no longer adequate. Lackhorn said that enrollment across the district has declined by 11,000 students, or 17%. “On a national scale we are also seeing a decline. From 2022-2031, the National Center of Education Statistics projects a 5.5% decrease nationwide for public secondary and elementary enrollment,” Lackhorn said.

San Antonio City Council took a step forward in implementing an Advanced Rapid Transit System by adopting a transit-oriented development policy and frame- work during its Dec. 19 meeting. Two-minute impact The ordinance also adopted a series of amendments to Chap- ter 35 of the Unied Development Code and Chapter 28 of the City Code. These include creating three categories of TOD zoning districts that create levels of density; updated standards that Transit-oriented development policy adopted

The background According to city documents, the ART system is centered around two main transit corri- dors—the Rapid Green Line and the Rapid Silver Line—and will be designed to provide fast, ecient transportation. The north-south corridor Rapid Green Line is in the nal design and engineering phases and is projected to begin service in 2027-28.

New terminal breaks ground at SAT

Upon completion, the termi- nal will encompass more than 800,000 square feet and will feature up to 17 gates. According to a news release, the terminal will also feature 35,700 square feet of concessions space and 29,000 square feet of club lounge space. The terminal is scheduled for completion in 2028.

Health initiatives were originally launched in 2009 after the Centers for Disease Control and Prevention awarded San Antonio $15.6 million through the Communities Putting Prevention to Work grant. Former Mayor Julian Castro used the grant to create a series of initiatives to spur residents to engage in healthier lifestyles. These initiatives included a bike-share program, workshops, training tools and physical activity education for teachers at 361 schools and the installation of salad bars in 108 schools. Bottiglieri said that in 2010-2011 the programs began to wind down due to a requirement for the grant funds to be spent. As a way to maintain these programs, Castro officially formed the MFC. “[City officials] were trying to look for sustainable ways to keep [these initiatives] going,” Bottiglieri

Bottiglieri said that the MFC has changed over the years to include the formation of five internal committees as well as the San Antonio Business Group on Health. “[The MFC] has evolved in such a way that it continues to meet the needs of the community,” Bottiglieri said. The executive committee is composed of major stakeholders within the city, including a repre- sentative from the mayor’s office, Bottiglieri, San Antonio Metropolitan Health District officials, and representatives from the YMCA and San Antonio Food Bank. This committee steers the MFC’s mission each year and decides which initiatives to

focus on. The community committee is the main group that anyone can join, and the communications committee performs outreach activities. The Healthy Schools Committee includes administrators from all 15 Bexar County ISDs as well as representatives from charter schools, private schools and a home school network. Although the SABGH is technically under the MFC umbrella, the group has its own operating board. MFC’s primary role for SABGH is to oversee its funds and sponsorships. The SABGH hosts education forums and offers healthy workplace recognition opportunities.

Bottiglieri said one of the most important aspects of the MFC is creating pathways to award people for healthy habits. “There’s nobody that’s awarding anyone for the good work that they’re doing. MFC is trying to fill that void,” Bottiglieri said. To fill this gap, the MFC holds multiple events that highlight and celebrate San Antonians who have made contributions toward a healthier community. One such event is the annual breakfast held in December, which celebrates organizations and individuals. The MFC also participates in the annual Community Challenge from the nonprofit Healthier Texas. San Antonio has won the Metro first place prize for nine out of 12 years and won the state championship two years in a row, including in 2024. The 2025 competition will run from Jan. 13-March 9.

Bottiglieri said the Student Ambassador initiative is MFC’s flagship program. Sponsored by Metro Health, the program was created in 2011 and launched in 2012, and accepts students from grades 6-11. The program runs for a year and a half in total. These students represent the MFC and imple- ment health-related service projects. The program teaches skills such as planning, negotiation tactics and how to bring a plan to fruition. Recently, the program graduated its 12th cohort and launched its 13th. After a student graduates the program, they become student mentors that help guide newer cohorts. Additionally, the MFC expanded the program to include fifth grade students as junior student ambassadors. “At the end of the day with the kids, I’m really concerned about growing healthy leaders for San Antonio,” Bottiglieri said.
