As the populations of Round Rock, Pugerville and Hutto con- tinue to grow at a rapid rate, local hospitals are investing hundreds of millions of dollars to ensure they can meet needs. Together, the region’s three major hospital networks— Ascension Seton, Baylor Scott & White Health and St. David’s Medical Center—have expan- sions in the works totaling more than $250 million. When complete, those projects will expand the hospitals’ capacity for general care and, in some cases, introduce new types of care that were not previously available with a particular focus on women’s and children’s care. At the same time, a large number of urgent care clinics and free-stand- ing emergency rooms has recently opened across the three cities, pro- viding alternatives for patients who need immediate care and reducing stress on area hospitals. Williamson County EMS Director Mike Knipstein said expansions of major hospitals in Round Rock and Austin will also aect residents in surrounding communities such as Pugerville and Hutto, who often visit those hospitals for services not available in their own cities. “We transport to any hospital within Bell County, Williamson County and also Travis County, [but] most of our transports are here in Wil- liamson County because they oer a plethora of services,” Knipstein said. What’s your typical day as a CI Publisher? TB: One thing I love about my job is that no two days are the same, each lled with new challenges and opportunities. On average, my day starts with some internal meetings. Next, I am in the eld riding along with a sales rep to help pitch a local business as to why our advertising portfolio is the best investment they can make. Then I’m at a chamber networking event, and throughout the day I may be mixing in some editorial decisions on late breaking content, scheduling future stories, etc. Each day my calendar is booked, but rarely is there a day playing out as planned.

What’s your favorite memory working for CI? TB: I’ve had many great memories over my 13 years. One that sticks out the most is when we launched a paper in my hometown of New Braunfels and saw the emails ooding in after our rst delivery. I started documenting them, and when I got to page seven or eight, I realized it was never going to end. The launch was rewarding for myself and also the community.

Where might CI expand to next in your metro? TB: Good question. We have quite a few fans out there, and they are not shy to let us know where we’re needed. I’ve heard from people in Waco, Killeen, Temple, Bastrop and Highland Lakes, to name a few. I look forward to the day that every community across Texas has Community Impact serving it.

Over the past several months, Williamson County collected proposals from cities for projects to be included in a possible road and park bond election this November. Pflugerville and Hutto submitted their proposals April 25 and May 4, respectively. Hutto’s proposed projects total approximately $70 million and include an overpass over Hwy. 79 along with a project repaving and expanding CR 132. Pflugerville’s proposals include intersection improvements and road expansions near the inter- section of FM 685 and Gattis School Road, where several development projects are underway. A new 8-acre mixed-use development is under construction in Pflugerville at the corner of FM 685 and Steeds Crossing. At a May 9 meeting, Pflugerville City Coun- cil approved an ordinance zoning the land for urban and suburban district use. The western portion of the tract directly on FM 685 is zoned as an urban district, while the eastern portion is zoned suburban. Developer SKB Architecture & Design will bring a more defined site plan before council at a future meeting, but city materials state the land is slated to include both residential and commercial units.

Construction of a large commercial development in central Round Rock began May 9. The Sunrise Commerce Center, located at 2380 Oakmont Drive, Round Rock, will occupy 37 acres and bring 465,786 square feet of new commercial property to the area. The center will be built in two phases with the first slated for completion this fall. Adolfson & Peterson Construction is constructing the buildings for developer IDI Logistics. Zack Rogers, vice president of the AP Gulf States region, said in a release the two industrial buildings at the Sunrise Commerce Center will be in a great location due to its nearby access to I-35.

A large industrial shell project in southeast Round Rock is on track for completion in September. Three Class A industrial buildings under construction at 2100 S. A.W. Grimes Blvd., Round Rock, will be known as Round Rock 45 once completed. Representatives of developer Link Logis- tics—a subsidiary of Blackstone, which is also constructing the Settlers Grove industrial park—said the three Leadership in Energy and Environmental Design-certified structures that broke ground in October will deliver 139,000 square feet, 127,240 square feet and 102,000 square feet of space.

HIGHLIGHTS HUTTO ISD As of May 11, the district’s total student enrollment was 9,798, slightly below the projected 9,816 students. The district’s year-to-date attendance rate as of May 11 was 92.6%. District officials said lower-than- projected enrollment means HISD could face a budget shortfall for the 2023-24 school year because some state funding for school districts is tied to enrollment. PFLUGERVILLE ISD On May 18, Pflugerville ISD trustees approved a $1.1 million engineering contract for the district’s new career and technical education center. The facility was included in the 2022 bond, and the approval comes after officials toured similar centers in Houston and Dallas. Pflugerville ISD board of trustees will meet June 15 at 7 p.m. 1401 W. Voters approve $522 million in Hutto ISD bonds HUTTO ISD All three propositions of Hutto ISD’s $522 million bond proposal received voter approval in the May 6 election. The bond, which was originally recommended by the district’s Long Range Facilities Planning Commit- tee, will provide funding for several major projects that officials said will help the district address growth. Proposition A—the largest of the three at $471.5 million—will fund several major campus projects, including the construction of two new elementary schools and the expansion of the Ninth Grade Center into a regular high school. At $10.5 million, Proposition B will provide funding for new instructional technology devices, such as classroom computers and audio-video equipment.

PfISD projects double initial budget shortfall PFLUGERVILLE ISD As trustees prepare to adopt the budget for the 2023-24 school year, the district’s projected shortfall is up to $7.9 million from approximately $3.1 million as estimated earlier this year. District staff delivered the projec- tion at a May 18 board meeting. Chief Financial Officer Jennifer Land said several factors are contributing to the shortfall, but low enrollment and attendance are the main culprits. Attendance and enrollment determine a district’s average daily attendance. In turn, this contributes to determining how much tax revenue a district is allowed to raise before becoming subject to state recapture. Officials ultimately decided against a measure to close schools, but Land said more difficult deci- sions are on the horizon for PfISD, especially if the basic allotment for Texas school districts is not raised this legislative session.

Gordon was rst appointed to the position in May 2022. He will serve as mayor pro tem, a position that lls in for the mayor in the mayor’s absence, for at least another year before the position is up for appointment again in May 2024. PFLUGERVILLE After roughly a year of public input and data collection, Pugerville sta completed work in May on a new Parks, Recreation and Open Space Master Plan. The top priority identied in the plan is expanding the city’s trail network to improve park accessibility for all Pugerville residents. PFLUGERVILLE At a May 9 meeting, City Council held the rst of two public hearings to kick o the development of the Community Development Block Grant 2023 plan, which will guide the allocation of around $300,000 in funds. Planning and Development Services Director Jeremy Frazzell said infrastructure projects could include streets, sidewalks, trails and streetlights, particularly in low- to moderate- income neighborhoods. HUTTO An updated development agreement requiring several new elements is in place for Hutto’s Co-Op District, a 35-acre mixed-use development on Hwy. 79. The agreement—which City Council approved May 4— introduces several adjustments to requirements estab- lished in previous agreements. One requirement added in the new agreement states developer MA Partners must construct several parking garages in The Co-Op. The rst of those parking garages will be associ- ated with the Jack Allen’s Kitchen location that was announced in November. City sta said the structure is expected to be complete at the same time as Jack Allen’s. City Manager James Earp said some of the parking garages will be “urban wrap” designs, meaning oces or apartments will wrap around the garage. MA Partners also opened The Co-Op’s amphitheater, splash pad and green space over Memorial Day weekend, when Top Notch Hamburgers also celebrated a ribbon cutting. The city moved the annual Sunset Block Party Bash to The Co-Op. “We’re looking at combining all of those activities into a single kind of kicko—a big party downtown on the town green for the public to celebrate The Co-Op,” Earp said. The new agreement also imposes greater penalties for failure to meet timelines or development requirements.

Runo election for Hutto City Council to take place June 10 HUTTO After no candidate for Hutto City Council Place 5 received more than 50% of the votes in the May 6 election, the city will hold a runo election in June. Early voting for the runo took place from May 30-June 6, and election day is June 10. The election will be between the two top vote-getters from the May election, Dana Wilcott and James Weaver, who received 608, or 46.84%, and 346 votes, respec- tively. Marcus Coleman received 344 votes. Council canvassed the results at a special meeting May 16, con- rming Wilcott and Weaver as the runo candidates. A city announcement states there will be one voting location for the runo: the William- son County Hutto Annex at 321 Ed Schmidt Blvd., Hutto. The polling location will be open 7 a.m.-7 p.m. June 10.

MAY 6 ELECTION RESULTS Three Hutto City Council seats were up for election in May. Places 1 and 4 had denitive winners, but Place 5 will go to a runo in June.
