intersection that includes a left-turn lane. “All of the plans I had seen up until now added a lane to the righthand side, which makes no sense,” Rieser said. Rieser commented he would like to see a speed limit reduction for the intersection in the future. Board member Shelley Sekula-Gibbs said she still has concerns about the intersections at I-45 in The Woodlands, and she would like to see the HGAC continue to work with the Texas Department of Transportation to avoid having The Woodlands become a “relief valve” for trac congestion. The board of directors accepted the study with a 4-1 vote with Sekula-Gibbs casting the dissenting vote. TROUBLED INTERSECTION Several improvements have been implemented at an intersection with visibility and speeding issues.

THE WOODLANDS A mobility study from the Houston-Galveston Area Council and Montgomery County Precinct 2 ongoing since September 2020 included a look at potential solutions for issues at the intersection of Grogans Mill Road and Research Forest Drive. Issues identied at the intersection include cars running red lights, overgrown vegetation, high vehicle speeds and missing signage. HGAC Project Manager Carlene Mullins said a vari- ety of short-term projects for this and other issues in the county can be completed within 10 years, while others will take more than 11 years. Mullins said among the recommendations for the intersection are adding and extending turn bays, reinstalling missing signage, clearing some of the vegetation, improving the signals at the intersection and adding additional street lighting. The turn bays are a work in progress, and Mullins said construc- tion is anticipated to begin later in the fall or by spring 2023. Bruce Rieser, vice chair of The Woodlands Township board of directors, said he was glad to see a proposed solution for the northbound lane of the Research Forest Drive and Grogans Mill Road

Tax rate adopted, new waste contract inked in Oak Ridge North

received back a draft contract, which listed the cost at $17.93 per month. Waste Management then oered the city a rate of $17.57, which the city accepted while requesting additional changes to the contract. The new rate of $17.57 per month is an increase from the previous rate of $15.34. Tiana Smith, public-sector solutions manager for Waste Man- agement, said the increase accounts for ination and fuel costs. The new contract includes a clause that allows the rate to decrease if fuel prices also decrease.

The tax rate is split into $0.1269 per $100 valuation for debt service repay- ment and $0.2979 per $100 valuation for maintenance and operations. The tax rate is a decrease from the FY 2021-22 rate, which was set at $0.4723 per $100 valuation. The City Council also approved an amended contract with Waste Man- agement for residential waste services. In its meeting June 27, the city approved a contract that would have charged residents $16.91 a month for a weekly pickup standard service. Meeting documents said the city then
