County could regulate roadside vendors Montgomery County commissioners on July 15 discussed a proposed ordinance aimed at regulating roadside vendors, pan- handlers and live animal sellers operating in public rights of way through House Bill 2012. Commissioner Matt Gray said the measure is needed to give law enforcement tools to address public safety issues. Next steps A draft ordinance will be brought back before the court prior to Sept. 1 for consid- eration. County officials said they will use the interim period to gather feedback and fine-tune language. Montgomery County seeks $40M for mobility Jason Smith, deputy chief of staff for Mont- gomery County Judge Mark Keough’s Office, outlined $40 million in planned projects for the county as part of congestion mitigation and air quality, or CMAQ, grants from the Federal Transit Administration. Two-minute impact Smith presented an update June 24 on the potential for over $40 million in CMAQ grants through the Houston-Galveston Area Council to commissioners. The grants are comprised of fed- eral funds which are distributed locally by H-GAC for projects to address congestion and increase overall air quality, according to H-GAC officials. One such project, Smith said, would allow the county to track road traffic through implementa- tion of a system similar to Houston TranStar for Montgomery County. “We’ll be able to know traffic trends on every roadway in the county,” Smith said. “The end goal on that is to be able to put up a map very, very sim- ilar to TranStar, so that everybody in Montgomery County can see real-time traffic data on the streets.” Smith said the projects qualify for CMAQ grants by improving air quality through minimizing wait times at traffic lights and reducing emissions.
County seeks grant for economic post Montgomery County commissioners are seeking grant funding for a new economic mobility and opportunity special assistant who would coordinate economic development efforts across the entire county. Precinct 3 Commissioner Ritch Wheeler said he brought forth the idea following a conversation with The Woodlands Area Economic Development Partnership in an effort to foster more collaboration.

What else? Smith said Montgomery County was the only county to submit requests for the grant funds in 2025. Smith said if the grants for the traffic signal projects are approved, the county would then request interlocal agreements with any cities in the county that pay for their own traffic signals to get permission for installing upgrades to light poles. A call for projects by the H-GAC for new trans- portation alternatives will be opening up soon, and Smith said the county will bring in local school districts for potential projects which could improve local connectivity and mobility at schools. The county is also working on updating and creating mobility studies for each county pre- cinct, which is expected to be assigned a consul- tant by the H-GAC within six months. However, Smith said county officials could continue to encourage a quicker process with the H-GAC at their regular meetings.

According to the presentation, the Texas Com- mission on Jail Standards requires operating less than 90% capacity, and the county jail is operating at 97.9% capacity. A one-year variance from that requirement expires in March, he said. Commissioner Charlie Riley was appointed as liaison for the planning effort. A consulting firm will be hired to analyze best practices and guide the county through options using existing budget funds. The study will take 90 days, Zitzmann said.

New Caney ISD saw improvements in science scores for the spring 2025 State of Texas Assess- ments of Academic Readiness, but was outper- formed by the state in most categories, according to results released by the Texas Education Agency on June 17. At a glance Of the 20 grade levels and subjects tested, year- over-year performance in NCISD: • Improved in eight areas • Declined in 11 • Remained the same in one The state scores were higher than NCISD’s in all but one category—the Algebra 1 end of course exam—for which 76% of students passed in both NCISD and statewide, according to the results. NCISD officials opted not to comment on the STAAR scores before they are finalized in July. Major takeaways The largest decrease in year-over-year perfor- mance within NCISD was on the seventh-grade math test with 25% approaching grade level this year compared to 48% in 2024. Taking a step back In a June 17 news release from the TEA, Texas Education Commissioner Mike Morath said there is still room for improvement in public schools. “These results are encouraging and reflect the impact of the strategic supports we’ve imple- mented in recent years,” Morath said.

Since its formation in 1977, the Montgomery County Hospital District has evolved into a local government entity offering three primary services across Montgomery County: indigent health care, pre-hospital EMS and public health. To meet growing needs, MCHD is expanding both personnel and infrastructure, Executive Director Randy Johnson said. “Just in the EMS program alone, we have about 350 EMTs and paramedics,” Johnson said. “We’re aggressively hiring. ... We’re also paying for some of our younger EMTs to go to school.” Johnson said the hospital district’s five year plan includes adding four more EMS stations around the county. Hospital district plans expansion

“They want to be careful and good custodians of the taxpayer dollar, but they also want to make sure that we’re providing a very good mission to the county,” Johnson said. The board members evaluate the budget and make policy for the hospital district to follow, Johnson said. “They’re responsible for making sure that we’re following policy, and ... setting what is the will of the people ... as far as health care and providing indigent care for the county,” Johnson said.
MCHD recently welcomed four new board mem- bers following the November 2024 election, three serving their first-ever term and one returning after a two-year hiatus, Johnson said. The new members are Vice Chairman Bob Bagley in the at-large Position 3 seat; Precinct 2 Commissioner Jackie Williams; Precinct 1 Com- missioner Kelly Inman; and Jason Walker in the at-large Position 1 seat. Each of the new members’ terms ends in December 2028. Johnson said special meetings were held to catch the new members up to speed.

As the 911 provider for the county, MCHD works with 12 local fire departments to respond to emergencies and transport patients to hospitals. Its public health division focuses on vaccinations, treating communicable diseases and tracking infections, Johnson said. “We still take care of our mission of taking care of patients who can’t take care of themselves,” Johnson said. “You can go on our website and see if you’re eligible. ... You can’t have insurance or your income can’t be too high.” The hospital district also provides sexually transmitted disease testing and treatment, and tuberculosis testing and treatment, Johnson said. “We’re like an octopus,” Johnson said. “We’ve got a lot of arms out there, a lot of reach.” To enhance public access to care, Johnson said the district has outreach approaches.

“Our health care assistance program is doing presentations ... to better notify people who need care and don’t have the resources,” Johnson said. A partnership with Lone Star Family Health Center is also in progress to provide health care to more indigent patients around the county, Johnson said.

Aging residents are a major driver of medical calls, Johnson said, and MCHD’s main responses include breathing problems, cardiac issues and falls. “When older people start falling, that’s when they begin a decline,” Johnson said. “It’s a lot different than you see on TV.”
Montgomery County’s rapid growth—4.5% to 5% annually—has driven increases in medical demand, Johnson said. Johnson said the call rate has increased at a rate between 10% and 13% per year for the last five years. The district is expanding the ambulance fleet at a rate of about four trucks per year. MCHD also plans to add two radio towers to strengthen communications: one in the

However, the threshold to be considered a “low-income house- hold” has continuously risen over the last five years according to U.S. Department of Housing and Urban Development data. “There are way more people who actually need the help, and especially in the summertime right now, when kids are home from school,” Marlow said.
Marlow said a key concern has been the rising cost of food in both grocery stores and through the food bank’s procurement process, which also helps provide resources to local food pantries. “It’s very expensive. You know, people are work- ing paycheck to paycheck,” Marlow said. “Most people that we serve are working individuals that just can’t make ends meet. If you throw in a car repair bill or ... a medical bill, it puts them into that situation where they have to turn to the food bank and our food pantries for assistance.” The strain is also being felt among agencies which provide food pantry services across the county, such as the nonprofit Interfaith of The Woodlands, where officials said they expect to see a 20%-25% increase in food pantry services over the summer. “We believe that we’re going to see an increase in families coming in, without question,” said
A May report from Feeding America, a nationwide nonprofit that studies the rate of food insecurity—or lack of adequate access to food—showed nearly 100,000 residents are struggling locally. Meanwhile, local agencies say they are facing their own challenges in meeting demand. According to Feeding America’s Map the Meal Gap report, the annual food budget shortfall for residents in Montgomery County has risen from $37.2 million in 2019 to $64.5 million in 2023. The study also showed that as of 2023, 98,400 individuals are struggling with adequate food supply, a number Montgomery County Food Bank President Kristine Marlow said is still low. “That’s a published number, but we are seeing that people need a lot more help than that,” Marlow said.

The New Caney-Porter real estate market saw 223 home sales in May, according to market data provided by Homeward, and it has 3.9 months of inventory currently available—the highest since 2007—Realtor Deborah Rose Miller said. Compared to the Greater Houston average of 5.2 months—or enough homes to meet demand for 5.2 months—Rose Miller said she believes the New Caney-Porter area is in a good situation. “Porter-New Caney is a destination these days, [and] as good as it is, it’s going to keep getting better with all of the plans,” Rose Miller said. “We’ve got lots of great things happening in the area.” As a whole, Montgomery County saw around 1,400 home sales in both May 2023 and 2024, New Caney, Porter hits highest home stock since 2007

homebuyers is waiting for interest rates to drop before purchasing. Since January 2020, the 30-year xed mortgage interest rate has risen roughly 3 percentage points to over 6.7%, per Freddie Mac’s Primary Mortgage Market Survey. When interest rates drop, housing prices rise, Rose Miller said.

The number of new single- and multifamily homes in the New Caney-Porter area is growing, which officials in part attribute to the Grand Parkway extension that wrapped in May 2023. From 2018-23, the total number of housing units in Porter’s 77365 ZIP code rose from 12,025 to 15,442—a roughly 28% jump, U.S. Census Bureau data shows. New Caney’s 77357 ZIP code saw housing units increase by nearly 50% in that time to 12,638 in 2023. Additionally, nearly 18,500 new residential units are projected to be constructed within New Caney ISD’s boundaries by 2034, including roughly 12,300 single-family units, according to a March 2025 report by demographic firm Population and Survey Analysts, or PASA. Several single-family developments are underway, including The Highlands in Porter and The Landing in New Caney, according to the PASA report. Plans for multifamily projects are also in the works, including Territory at Porter and apartments at Valley Ranch in New Caney. Deborah Rose Miller—a Realtor with Rose Realty, which serves areas including New Caney and Porter—said the recent and projected boosts in housing have created a buyer’s market for potential homeowners. “Sales are not down percentage-wise, but it feels like they are because we have so much inventory,” Rose Miller said. “Buyers are just picky right now, and they can be, because it’s a buyer’s market.”

According to the PASA report, roughly 1,600 acres south of Grand Parkway in New Caney owned by Guniganti Family Property Holdings could be home to more than 1,300 residential units by 2034. Additionally, more than 2,000 residential units are projected to be built on several tracts of land located south of Gene Campbell Boulevard in Porter, owned by Aurous Development, within that same time frame. “Developers are not only looking at the Grand Parkway; … they’re looking north toward Hwy. 242 and Splendora,” Mattlage said. “More growth is coming.”
