Slowing enrollment aects scal outlook at local school districts

During the last two years, school districts in Round Rock and Pugerville saw declines in enrollment that continue to be exacerbated by several factors. Data from the Texas Education Agency indicates Round Rock and Pugerville ISDs saw year-over-year enrollment drops of 5.2% and 3.65%, respectively, from the 2019-20 school year to the 2020-21 school year, with RRISD’s enroll- ment falling another 2.35% the following school year. Slowed or declining enrollment in Round Rock and Puger- ville ISDs is in line with statewide trends. According to TEA data, statewide enrollment in public school districts dropped approximately 2.23% during the 2020-21 school year, a decrease that came following years of enrollment growth. In Hutto ISD, however, enrollment continued to grow rela- tively steadily in the 2020-21 school year. District ocials said declining enrollment num- bers can bring—and in some cases already are bring- ing—a wealth of nancial issues to school districts. CONTINUED ON 22

According to the presentation, the three-vehicle option would cost the city $450,885.08 annually, while the four-vehicle option would cost the city $654,445.98 annually. Julie Mazur, manager of regional coordination planning at Capital Metro, said the additional vehicles would help to reduce wait times. However, some council members said they would also like to see the program’s service area expanded to include Baylor Scott & White and Stone Hill Town Center off SH 130. “I think it just makes sense given what we know about our citizens and where they go,” Council Member Rudy Metayer said. Council took no action at the July 12 meeting since the item was only a presentation but asked that Capital Metro put together proposals before the pilot ends with cost estimates for variations of the program with the expanded boundaries. Capital Metro’s Pickup pilot program in Pfluger- ville ends Sept. 30.
With the 18-month pilot program for Capital Metro’s Pickup ride-hailing program nearing its end in September, Pflugerville officials are considering how to move forward with public transportation in the city. At a July 12 work session, Pflugerville City Council received a presentation from Capital Metro recapping statistics from the pilot program and outlining proposals for continuing the program. The program covers a 3.5-square-mile area mostly around Pecan Street with destinations such as the Pflugerville Public Library. Passengers can request rides within the service area from 7 a.m.-6 p.m. weekdays. Rides cost $1.25 each way. According to the presentation, Pickup’s rider- ship has steadily increased over the course of the pilot program, peaking at 851 riders in May. The most common destination for Pickup riders was the Tech Ridge Park & Ride in Northeast Austin, with Walmart, H-E-B and Amazon also accounting for significant shares of ridership. Hutto officials discuss $25 million fiscal year 2022-23 budget
HUTTO Preliminary budget discussions are underway on Hutto’s municipal budget for fiscal year 2022-23. At a July 7 meeting, city staff presented the budget with general revenue totaling $25.43 million, and expenditures totaling $24.98 million, marking increases of 10.53% and 16.64%, respectively, over the current fiscal year’s budget. Personnel services account for just over half of the expenditures at $12.69 million, which is up 7.14% from the current fiscal year, in part due to 15 new full-time positions. “We’re a service industry, so [per- sonnel services are] always going to be the biggest cost,” Chief Financial Officer Angie Rios said. Other significant expenditures include professional services at $5.13 million and materials and supplies at $1.37 million. On the utilities side, the budget projects $17.57 million in revenue and $17.36 million in expenditures, up
36.4% and 11.19%, respectively, from the current fiscal year. At another meeting July 21, council reviewed upcoming water, waste- water and transportation projects totaling nearly $365 million over the next five years. The highest-priority projects include construction of sev- eral new lift stations, pump stations and water lines to improve capacity.
The outlined transportation proj- ects totaled $93.5 million. High-pri- ority projects include improvements at several intersections along FM 1660 and construction of new arterial roads near the megasite. Council will discuss funding strat- egies for those projects at upcoming meetings before its first vote to adopt the budget Sept. 1.

Compared with neighboring school districts, Round Rock ISD has a signicantly lower number of economically disadvantaged students at 22.19%, meaning it would not receive as much state funding under Title I for education programs.
Pugerville ISD enrollment is projected to decrease more than 2% from the 2019-20 school year to what is projected for the 2022- 23 school year. However, enrollment has steadily increased starting with the 2020-21 school year.
Most notably, Hutto ISD is one of the few districts in the area that is showing steady growth. From the 2019-20 school year to the 2022-23 school year, enrollment is expected to rise by nearly 1,700 new students, or more than a 20% increase.
