County approves higher tax rate, 50 new jobs The Williamson County Commissioners Court adopted the $560 million fiscal year 2023-24 budget and a higher tax rate at an Aug. 29 meeting. The gist The adopted budget includes provisions for 50 new positions, including six deputy officers and staff for a new EMS station in Liberty Hill. Other notable provisions in the budget include the following: • $16.2 million for capital improvement projects in the general fund • $14.57 million in the road and bridge fund • $13.7 million for the county’s Long Range Transportation Plan • $3.5 million for 4% merit pay increase for civilian employees • $2 million for new law enforcement equipment
City seeks innovation with new partnership Cedar Park may become a launching pad for new startups with the city’s recent $1 million investment into venture capital investment company Plug & Play LLC. The context Plug & Play is a business that invests in advanced manufacturing startups, providing training, mentorship and partnership. The city approved an agreement Aug. 24 to invest $1 million, and possibly more in the future, for the company to set up a physical location in Cedar Park. The details Plug & Play will have four employees and be located within the city for at least three years, ushering in two batches of startups annually to mentor.

City cinches nearly 250 jobs in new agreements Compedia and Prescription Dispensing Labo- ratories are bringing their headquarters to Cedar Park following approval from Cedar Park City Council on Aug. 24. The details Compedia is a computer game developer that creates 3D digital experiences for people in roughly 50 different countries. The company will relocate its headquarters from Israel to 202 Walton Way, Ste. 192, Cedar Park, by December, creating 228 full-time jobs. PD Labs is a full-service compounding pharmacy and wellness center. The company will construct a new headquarters at 1513 New Hope Road, Cedar Park, creating a minimum of 16 new jobs by 2030 and maintaining 26 local jobs. The PD Labs headquarters is expected to be completed no later than January 2025.

Cedar Park City Council unanimously approved new playground improvements and installments for Brushy Creek Lake Park at its Aug. 10 meeting. In a nutshell The approved $442,949 purchase will secure the replacement and expansion of existing playground equipment at 3300 Brushy Creek Road, Cedar Park. Improvements include removing the existing playground and installing a new playground geared for children ages 2-5, according to city documents. Additionally, the city will add a separate playground for kids ages 5-12. The new improvements should be com- pleted by March or April.

$884M road, parks bond to go before county voters Williamson County Commissioners Court voted to put an $884 million bond package before voters at its Aug. 8 meeting. The overview The bond will be made up of two components: an $825 million road bond and a $59 million parks and recreation bond. The money under Proposition A would go toward constructing, acquiring, maintaining, expanding and improving 38 road, bridge and state highway projects across the county. Funds in Proposition B would be used for building new trails, improving parks facilities and acquiring land for future county parks. The bond election will take place Nov. 7 with early voting running from Oct. 23-Nov. 1.

City appoints interim Austin police chief Robin Henderson began leading the Austin Police Department as interim police chief on Sept. 3, following approval from City Council on Aug. 31. Former Austin Police Chief Joseph Chacon retired Sept. 2, ending his 25-year career at the Austin Police Department and a more than two- year tenure as chief. Henderson has been with the APD for 26 years and most recently served as Chacon’s chief of sta overseeing department operations and managing its specialized units. Henderson will remain in the role until a permanent police chief is chosen by Austin’s city manager and conrmed by council. “I value the trust [Chacon] has put in me to move the organization forward in a positive direction,” Henderson said in a statement. “I am truly honored and humbled, and I appreciate the opportunity to serve as your interim chief.”
Austin ocials extend disaster declaration Austin’s local disaster declaration in the face of extreme wildre risk was extended in August for up to four more months as city ocials and rst responders continue to urge residents to prepare themselves for potential re incidents. The overview Mayor Kirk Watson declared a local state of disaster Aug. 15 given the persistent danger of wildres amid high heat and dry conditions. City Council members voted on Aug. 22, to extend that declaration, pointing to the ongoing risks in the region. Texas lawmakers passed a sweeping plan to cut property taxes on the average home by over $1,200 per year. The July 13 passage of Senate Bills 2 and 3 closed out the second special legislative session of the year and brought an end to seven months of negotiations. $18B tax relief package passed
THE EQUATION
The $18 billion plan includes two bills and a constitutional amendment. For the tax cuts to show up on the 2023 tax bill, Texans must approve the constitutional amendment during the Nov. 7 general election. The constitutional amendment will appear on all ballots as Proposition 4. Gov. Greg Abbott signed the legislation July 22. SB 2 will become law if the constitutional amendment is approved, while SB 3 goes into effect Jan. 1. Lt. Gov. Dan Patrick said the bills would save the average homeowner $1,250-$1,450 on their 2023 tax bill. The average home in Texas is valued at $331,000.

The tax relief package also limits how much certain properties can increase in value annually. • The value of property worth $5 million or less cannot increase by more than 20% year over year. • The cap applies to all nonhomestead property , including second homes and commercial property. • Approximately 13 million properties will qualify. The cap will go into effect in 2024 and runs through 2026, at which point lawmakers can choose to extend, modify or stop the program.
Texas homeowners can apply for a $40,000 exemption from school property taxes on their primary home. Seniors and people with disabilities are eligible for an additional $10,000 exemption. Under SB 2, homeowners can receive a $100,000 exemption with $110,000 for seniors and people with disabilities. Additionally, people whose homes are worth $100,000 or less will not pay any property taxes to their local school districts. This will largely impact homeowners in rural areas. Since school districts receive most of their revenue from property taxes, the state is expected to spend $5.3 billion to reimburse schools for the increased exemptions.

Democrats from both chambers of the Leg- islature unsuccessfully proposed amendments July 13 to send more money to schools and give teachers a one-time bonus. “Without question, the members in the Sen- ate and House want to give the teachers their pay raise,” Patrick said. “We will have time in the fall, I believe, to give them a permanent raise, and not just a one-time raise.” Lawmakers are expected to return to the Capitol for a third special session in Septem- ber or October. They will likely discuss school funding, teacher pay and how to provide stu- dents with the best educational opportunities.
Lawmakers set aside $12.7 billion to “com- press,” or reduce, school district maintenance and operations taxes, which make up the majority of a homeowner’s tax bill, by $0.107 cents for the 2023-24 school year. This is in addition to $0.1098 cents of compression included in the state budget. • Savings will vary by school district, but taxes are expected to decrease by 23.8% on average. • For example, on a $300,000 home , trimming the school district tax rate by $0.107 cents would cut the average tax bill by $321 per year. Schools will receive money from the state to ensure they do not lose revenue as local tax
Texas’ franchise tax is calculated based on businesses’ individual circumstances. • Businesses that make less than $2.47 million annually will no longer have to pay the tax or submit a “no tax due” form. • Roughly 67,000 small and midsize businesses will be exempt from the tax. • Collectively, qualifying businesses are expected to save around $300,000 per year.

Local districts exceed state average on STAAR Leander ISD and Round Rock ISD students were approaching grade level at a higher rate than state averages for several topics in the spring 2023 administration of the State of Texas Assessments of Academic Readiness, according to results released Aug. 16. Approaching grade level is equivalent to passing and indicates a student is likely to do well in the next grade level. The overview The most notable disparities between local and state scores were in seventh and eighth grade math. LISD students scored 35 percentage points higher than the state average, while RRISD students scored 23 percentage points higher. One significant score difference was RRISD’s seventh grade math score, which went down 9 percentage points year over year.
District preparing students for post-grad Natalie Nichols, Round Rock ISD’s senior chief of schools and innovation, shared new instructional priorities Aug. 17 for the 2023- 24 school year with the intent to improve students’ college, career and military readiness. What’s happening? Nichols said the district is working to instill a stronger sense of belonging in students and target early literacy as well as advanced math to enhance their confidence in their ability to succeed academically. Vacancies push LISD to hire uncertified teachers Leander ISD may begin hiring uncertified teach- ers in an effort to fill vacant teaching positions. What’s happening? The LISD board of trustees voted to apply for teacher certification waivers with the Texas
