A new re station opened in north Frisco. The new station opened in what ocials say is one of the fastest growing areas of Frisco. City leaders and Fire Department personnel celebrated the grand opening of Fire Station No. 10 at a hose-uncoupling event June 30, which was done instead of cutting a ribbon. The event ended with what’s called a push-in, where residents and city leaders pushed a re engine into the new station. The details Fire Station No. 10 sits on Fields Parkway in northwest Frisco near the Fields development. Fireghters at the station have access to an indoor and outdoor workout space, as well as individual dorms. It’s a three-bay station where 12 reghters will work. “Sometimes it’s dicult to believe that this department has grown to 10 stations since I rst

The station cost $16 million and was paid for by 2019 voter-approved bond funds. Frisco re stations 9 and 6 previously served this area of the city. What they’re saying City Manager Wes Pierson said the new station is an accomplishment for the city but that there’s more re stations to build and more public safety personnel to hire. Mayor Je Cheney said the new station demon- strates the city’s commitment to public safety in one of the fastest-growing parts of Frisco. “Taking a proactive approach to having this station open and built as the growth is happening is really important and a commitment to make sure that we keep our residents safe,” he said.

Collin County jail campus works to reduce repeat inmates

The majority of inmates at Collin County Detention Center have served time in jail before and center ocials are working to change this. Collin County Detention Facility is oering in-jail programs and classes to inmates in the hopes of reducing recidivism, where a person reoends and commits a crime after being released, Inmate Program Coordinator Amy Larson said during an open house for the programs. About 94% of inmates in Collin County’s jail have served time previously, she said. The education programs not only improve pub- lic safety, but the jail environment, Larson said. “This is not being soft on crime,” said Johnny Jaquess, Collin County Detention Facility assistant chief deputy. “It’s a strategic way to have better outcomes and make your jail safer … for the sta and for the inmates.” Zooming in Collin College has funded various life skills education courses for more than 100 inmates with the help of an Adult Education and Literacy grant provided by the Texas Workforce Commission, according to a June news release. The in-jail classes are taught by Collin College professors and are part of the Sheri’s Convicted Oender Re-Entry Eort. The courses are designed for younger or rst-time oenders and focus on personal growth, academic readiness and re-entry preparation, Collin College ocials said. “We don’t just guard inmates here, we lead and manage them and that’s the dierence,” Jaquess said. “That’s what separates Collin County from any jail in the United States.” The rate of individuals re-oending and

returning to prison within three years of release is 14.7% in Texas, according to the Texas Department of Criminal Justice’s biennial report. Studies have shown that educational programs can reduce recidivism by 43%, Larson said. The Washington State Institute for Public Policy found that correctional education returns $5 for every $1 invested. This comes from reduced costs seen in fewer arrests, fewer court cases and lower costs for housing inmates, she said. Since April, Collin College has been oering practice GED exams to inmates with 60 male and female participants, a Collin College representative said. The college has begun a series of structured classes, with dierent courses such as life skills. “These programs help people re-enter society successfully,” Larson said. “Investing in education behind bars is not just the right thing to do, it’s a scally responsible strategy that improves public safety and strengthens communities.”

Council OKs commercial space

Plans for new Frisco Police shooting range move forward The Frisco Police Department will get a new shooting range, city documents state. Frisco City Council approved a contract for the new shooting range as part of its consent agenda at a July 1 meeting. The details Several contractors were considered, but City Council members awarded a $778,438 contract to Fort Worth-based construction company SEDALCO Inc. for the new range. About $7,500 is for preconstruction services. The range will be 25,000 square feet and include 4,000 square feet of administrative space, accord- ing to city documents. There will be multiple shooting lanes to accom- modate shooting distances of up to 100 yards. The

New buildings dedicated to commercial development will be constructed in Frisco. Frisco City Council approved a permit for two new buildings at its July 1 meeting. The buildings will include office, warehouse and distribution center space. The details The two buildings will total 180,400 square feet and sit on the northwest corner of SH 121 and Custer Road. They will be built and oriented so that trucks dock internally and are hard to see from nearby roads, trails and parkland. There is parkland to the north of the property, as well as a trail to the east. There will be open space on the eastern side of the site where it will border Frisco’s trail along West Rowlett Creek.

Council proposes grant overhaul to boost Rail District

Frisco increases tax exemption

Frisco officials discussed updating Rail District grant programs to help support businesses. Frisco City Council discussed consolidating two existing programs offered to Rail District busi- nesses in an effort to garner more participation during a work session July 1. The approach Ken Schmidt, director of special projects for the city, told members of the City Council that the new single grant program could be operated by the Frisco Community Development Corporation. Businesses must be in the Original Town Com- mercial District, be considered commercial uses and comply with city regulations to be eligible for the programs. That would not change if the programs were consolidated. The original town commercial district is a part of the Rail District. There would be broadened eligibility for area businesses under the new program, which would

Frisco officials approved an ordinance to increase the local homestead exemption. Frisco City Council unanimously approved the ordinance, which will grant residents the state’s maximum homestead exemption of 20%, at a special-called meeting June 30. The details The general homestead exemption, which was just increased by City Council, applies to all homeowners on their primary resi- dence as long as they lived there Jan. 1 of the tax year. Previously, the maximum homestead exemption in Frisco was 15%. The city also offers an exemption of $80,000 for disabled homeowners or those 65 or older.

Frisco ISD to see $9M revenue surplus in operating budget

Frisco ISD officials have approved the budget for the 2025-26 school year and the district expects a $9 million revenue surplus after three years of budget deficits. The district’s board of trustees approved the total $988.34 million budget during a June 17 meeting. The budget accounts for general operat- ing needs, child nutrition services and paying off district debt and interests. The operating budget has $771.69 million in rev- enue with $762.68 million in expected expenses— creating a $9 million surplus. A closer look District officials have found cost savings by eval- uating open positions in central administration and restructuring, standardizing class loads across campuses and reworking department budgets to be priorities based. Other budget cuts for the 2025-26 school year are reducing extracurricular spending by $600,000 and reducing the payroll

budget by $7.5 million through vacant positions, according to a June budget presentation. More details The district’s approved compensation plan includes raises for all staff as well as increases spe- cifically for teachers from new Texas legislation. Gov. Greg Abbott signed House Bill 2 into law June 4. HB 2 will provide permanent raises for educators and support staff; overhaul how the state funds special education; and set aside money for schools to spend on fixed costs, such as utilities and insurance. The pay raises for classroom teachers are: • $2,500 for one to four years of experience • $5,000 for five or more years of experience All eligible employees who have received a satisfactory evaluation are eligible for a 3% raise. Employees who are on a stepped pay scale plan will receive their next step increase or the 3%

Specialty pizza, gyros: 4 new Frisco restaurants Here are four businesses that opened earlier this year. Clutch City Cluckers opened in May and oers chicken sandwiches, wraps, tenders, tacos and salads. Vegetarian options are available. Spicy Vihaar opened in May as well and serves authentic traditional Indian cuisine. Menu items include vegetarian entrees such as channa masala, dal tadka, shahi paneer and saag kofta. Can Am Pizza oers a variety of pizza categories including specialty, gourmet, chicken and veggie. Other items include salads, gyros, calzones, pastas and more. It opened in April.
