HOW ITWORKS Gridlock around Texas metros is here to stay A recently released report from the Texas A&M Transportation Institute contained results that are hardly surprising to drivers in the Houston, Dallas and Austin metros. The quick answer is traffic congestion is bad and only getting worse. The blame, according to the report, falls squarely on population growth— the three metros adding more than 100 residents a day, according to the U.S. Census Bureau—while outpacing growth in roadway capacity. The assessment looked at 1,829 seg- ments of highways in the state. Hous- ton’s West Loop Freeway between the Katy Freeway/1-10 to the Southwest Freeway is the most congested with more than 1.6 million annual hours of delay per mile. Austin’s I-35 between West Hwy. 290 and Hwy. 71/Ben White Boulevard. is No. 3 with 1.3 million hours of annual delays per mile. 2 FM2978 widening The project will widen FM 2978 from two to four lanes with a center turn lane from FM 1488 to south of Dry Creek in Phase 1 and from south of Dry Creek to Conroe-Hufsmith Road in Phase 2. The existing bridge over Spring Creek will also be widened. As of mid-November, Phase 1 was 37% complete, and Phase 2 was 58% complete, according to Emily Black, public information officer for the Texas Department of Transportation. The timeline for Phase 2 has been extended to 2020. The bridge widening was 52% complete in mid-November. Funding for the project is 20% state and 80% federal. Timeline: September 2018-second quarter 2021 (Phase 1), January 2018-third quarter 2020 (Phase 2), October 2018-third quarter 2020 (bridge) Cost: $21.3 million (Phase 1), $12.9 million (Phase 2), $7.6 million (bridge) Funding sources: TxDOT, federal funds 3 Gosling Road widening A project to widen Gosling Road to four lanes from south of Flintridge Drive to the village of Creekside Park will seek study

1 Rayford Road expansion Rayford Road is being expanded from four to six lanes between Lazy Lane and the Grand Parkway. The project includes constructing a six-lane bridge over the Union Pacific Corp. railroad tracks, installing new traffic signals and adding a raised median. The contractor had poured four lanes for the railroad bridge as of mid-November, with two lanes remaining to complete, according to Montgomery County Precinct 3 officials. Timeline: April 2017-late 2019 Cost: $53 million Funding source: Montgomery County Precinct 3
