Tomball City Council OKs agreements for Olive Garden, Cheddar’s Tomball City Council on Oct. 6 approved two Tomball Economic Development Corp. agreements to support two new restaurants in the city. The details Tomball City Council approved a resolution authorizing a performance agreement with Cheddar’s Casual Cafe for a new 6,181-square-foot full-service restaurant at Hwy. 249 and Alice Road. The project represents a $5.6 million capital investment and is expected to create 40 full- time equivalent jobs. The TEDC will provide an infrastructure-style grant not to exceed $164,463 to assist with site improvements. The second agreement was approved with Olive Garden Holdings LLC for a 7,800-square-foot restaurant to be built on the same site at Hwy. 249

Magnolia to develop capital improvement master plan Magnolia City Council on Oct. 14 approved an agreement with engineering firm Freese and Nichols Inc. to begin developing a two- to five-year capital improvement master plan aimed at priori- tizing and planning future infrastructure needs. The plan will guide capital spending, support long-term water and wastewater management. Two-minute impact The $805,000 agreement—approved under a Master Professional Services Agreement pending City Attorney Leonard Schneider’s review—autho- rizes Freese and Nichols to assist the city with identifying projects for its fiscal years 2026-28 Capital Improvements Plan and to prepare a comprehensive water and wastewater master plan. The master plan will also include a risk-based

Blinn College to open workforce training campus in Waller The Blinn College District will soon have a new 17,000-square-foot facility dedicated to workforce training and technical education, according to a Sept. 15 news release. “Together, we are building the foundation for students to pursue rewarding careers while helping local employers meet the growing demand for a skilled workforce,” said Mary Hensley, chancellor of the Blinn College District,

TISD considers new dual language feeder The Tomball ISD board of trustees could consider implementing a new dual language feeder program in the district to help ease capacity at Rosehill Elementary, which offers a two-way dual language program. In a nutshell At the district’s Oct. 13 workshop meeting, Webb proposed a dual language program that would begin in one of the district’s elementary schools and eventually feed into Tomball High School. Webb said the elementary school in the feeder program will be determined after the district gets its demographic report. Webb said the district will have to deter- mine whether the new feeder program will be a one- or two-way dual language program based on space, availability and cost.

On Oct. 14, Tomball ISD trustees approved a $647,120 purchase of furniture items from School Specialty using 2021 bond funds for the district’s Creekside Park Junior High School addition. Remember this? Creekside Park Junior High School is undergoing renovations that will include an addition for fth graders in the 2026-27 school year for $39 million. As Tomball nears build-out within its 13.4-square- mile limits, city leaders are looking ahead to how the final pieces of undeveloped land will be used. The city’s newly adopted comprehensive plan outlines a refined future land use map that guides zoning, density and development decisions. A future land use map is a visual blueprint showing how land across the city is intended to develop over time. While it doesn’t rezone property directly, it serves as a guide for future zoning and infrastructure decisions, which helps city officials, developers and residents understand where homes, businesses, parks and mixed- use areas are most appropriate, Community Development Director Craig Meyers said. Meyers also said the plan introduces a new duplex zoning classification to diversify housing while maintaining the small-town character that residents value. “We wanted to create more options without compromising what people love about Tomball,” Meyers said. Additionally, to help channel focused development toward areas of the city, the plan defines two specific “focus areas”—the East Downtown District and the Medical District .

The city’s new future land use map, included in the 2025 comprehensive plan, acts as a guide for future zoning and infrastructure decisions.

The new future land use map builds on years of data analysis, regional coordination and commu- nity feedback, per the comprehensive plan. Meyers said planners considered Tomball’s strong growth and limited space to ensure the plan balanced redevelopment with preservation. “You can’t just add land,” he said. “You have to plan for the land you have left.” City data shows Tomball’s population has increased nearly 27% since 2010, with most new development filling in existing neighborhoods. Rogers said the map aims to direct that infill toward key corridors such as FM 2920 and Busi- ness 249 while protecting Old Town’s charm. Although residents frequently requested more green space during public meetings, the plan’s new map shows little change in overall park alloca- tion, focusing instead on balancing mixed-use and residential areas. Rogers said the plan reflects the reality of limited land. “We’re nearly built out, so ... how do we evolve responsibly?” she said. City officials said a growing focus on mixed-use

With the plan adopted, city staff will now use the map to guide rezoning and development decisions. Meyers said updates to the zoning ordinance are already underway to align with the new designations, including the addition of duplex zoning and adjustments in mixed-use corridors. Council has begun reviewing zoning requests in line with the plan’s direction, prioritizing redevelopment within city limits over new expansion. City Manager David Esquivel said several infrastructure projects—including the FM 2920 reconstruction and Hardin Ditch drainage improvements—support that goal. “The comp plan is the big picture,” Rogers said. “Now, every zoning case and infrastructure project will tie back to it.”

Traffic in Tomball has risen as new development fills in around the city. Average daily counts jumped 73% along Hwy. 249 south of FM 2920 between 2021 and 2024, with smaller increases across FM 2920 and Business 249, according to the Texas Department of Transportation. Those numbers reflect Tomball’s fast-paced growth, Rogers said. Between 2010-2022, the city’s population rose 26.8%, according to city data. “The city has seen increased traffic ... as new neighborhoods and businesses open,” she said. Briggs said that’s a regional trend. “Improved transportation in arterials will bring people to areas that prior had not been accessible,” Briggs said.

The thoroughfare plan identifies high-priority corridors, including FM 2920, Business 249 and Boudreaux Road. North Houston Association President Marlisa Briggs said Tomball’s planning helps strengthen the region’s mobility network. “When [the Houston-Galveston Area Council] produces its long-range plans, they seek out things like [the comprehensive plan],” she said. “So it not only helps Tomball locally, but it also helps regionally.” Quinn said mobility improvements are about maintaining access and identity.

As Tomball grows, transportation remains one of the city’s biggest challenges and opportunities, Mayor Lori Klein Quinn said. The new comprehensive plan has an updated Major Thoroughfare Plan, with 11 proposed road connections and extensions designed to reduce congestion, improve safety and enhance connectivity. The plan’s transportation element builds on public feedback, Rogers said. “People consistently told us they wanted better flow through downtown and safer options for walking and biking,” she said.

“It’s a fun, practical way to move people without adding traffic,” she said. “A trolley would tie together our festivals, shops and restaurants in a way that really fits Tomball’s identity.” Residents supported these options throughout the planning process, Community Development Director Craig Meyers said. “People wanted to feel safe walking to dinner or festivals,” he said. “The more connected our sidewalks and trails are, the more people will use them.”

Tomball’s multimodal approach aligns with regional goals, Briggs said. “As an area gets more and more congested—and especially Tomball, with events like German Fest bringing in 40,000 visitors—that is huge,” Briggs said. “Anytime you have that many people in one space, if you can offer something like a circulator or a trolley system to help move those people around safely and efficiently, it’s always a benefit.” Quinn said she envisions a trolley as part of the city’s small-town charm and economic strategy.

Beyond roads, the comprehensive plan lays out a vision for mobility that includes more than cars—expanding sidewalks, trail networks and alternative transit. One focus is a potential trolley connecting Old Town, the Depot Plaza and nearby parking areas. However, Quinn said her vision is to connect the whole town. The city has explored partnerships through the Tomball Economic Development Corp. to apply for grant funding from the Houston-Galveston Area Council for a trolley feasibility study, Quinn said.

The city is investing heavily in its road network, with several multimillion-dollar projects under design or construction. Current funding includes $1.3 million for the M118 drainage project near Lizzie Lane and $2 million for Carrell and Lovett Street drainage improvements, alongside TxDOT’s $30 million FM 2920 reconstruction project, City Manager David Esquivel said. Construction on FM 2920 is expected to begin in January 2029 and be completed in January 2031, Quinn said. Tomball’s new comprehensive plan sets course for expanding the city’s economic base while maintaining its small-town charm, Mayor Lori Klein Quinn said. The plan highlights two focus areas for future business growth and redevelopment, and reinforces ongoing efforts to attract new employers and diversify the city’s economy, said Kelly Violette, executive director of the Tomball Economic Development Corp. “We’re looking at ways to strengthen our job base and bring higher-paying positions to Tomball,” Violette said. The comprehensive plan calls for expanding the Medical District, positioned along Business 249, as a hub for health care and supporting uses such as hotels, restaurants and professional offices. The plan also emphasizes the revitalization of Old Town Tomball, calling for public art, placemaking and infrastructure improvements through partnerships such as the Heart of Tomball Alliance, which aims to support and promote retailers, restaurants and residents. “Downtown is our heartbeat,” Quinn said. “By investing there, we’re preserving the authenticity people love while giving businesses the support they need to thrive.” Together, these strategies aim to balance Tomball’s growth with its community spirit, ensuring new investment benefits both residents and local entrepreneurs, Quinn said. Tomball’s economic landscape has evolved over the past decade. Between 2014-2024, the city’s sales tax revenue grew 66.6%, per data from the Texas Comptroller of Public Accounts. “Tomball has a very diverse economy for its size,” Violette said. “We’ve seen steady growth in health care, manufacturing and logistics.”

Tomball’s new plan focuses on retaining talent and enhancing quality of life—two priorities identi- fied by residents during the public input process. Initiatives to connect Lone Star College graduates and young professionals to local employers are a growing part of TEDC’s strategy, Violette said. “We want people who study or grow up here to see Tomball as a place where they can build their careers,” Violette said. “That’s how we sustain our workforce and community identity.” The TEDC is also promoting entrepreneurship and small-business expansion through its grant and incentive programs, Violette said, which have supported facade improvements, infrastructure upgrades and startup development in Tomball. “These programs help small-business owners invest back into the community,” she said. The plan also calls for supporting small busi- nesses through downtown revitalization, wayfin- ding and parking improvements, and marketing Tomball as a destination for shopping, dining and

Violette said the TEDC has studied potential sites and partnerships to make the facility feasible. “It would be a real catalyst for economic activity—something that draws visitors and keeps them in Tomball longer,” she said.
