Tax rate could rise as new growth slows in Lakeway With new growth in Lakeway beginning to slow down, city officials are sharing preliminary budget plans for the upcoming fiscal year, which could include a slightly higher tax rate. At an Aug. 4 City Council meeting, Lakeway City Manager Joseph Molis shared details on what he called the “first pass” of Lakeway’s fiscal year 2025- 26 budget. What’s happening An example tax rate included in the FY 2025-26 draft budget was $0.16355—a change of $0.00375, or a 2.3% increase, from last year’s $0.1598, according to Molis’ presentation. In terms of impacts for households, this would mean a total yearly average tax of $1,384, or roughly a $44 increase per year. Council will formally propose a tax rate at their Aug. 18 meeting. Over the last 11-12 years, new growth remained

Bee Cave receives triple-A bond rating Bee Cave officials shared details regarding the city’s receipt of a triple-A bond rating, issued by S&P Global Ratings, at a July 29 City Council meeting. The overview The rating was assessed by S&P, or Stan- dard & Poor’s, Global Ratings, to support the city’s bond offering for its new public safety building project. The rating is the highest a municipality can receive, demonstrating a high level of creditworthiness for the city of Bee Cave. As a result of the rating, the city may ben- efit from lower interest rates and a greater appeal to investors for its projects, said Bee Cave financial adviser Jennifer Ritter with Specialized Public Finance.

Commission pushes for narrower lanes Members of the Urban Transportation Commission unanimously voted July 1 to lower Austin’s recommended lane widths in the city’s street design guidebook. The big picture The recommendation calls to set those standards for level 3 and 4 streets—minor and major arterials around town, just below Level 5 highways—at 9-10 feet or 10-11 feet, with the latter option for trucks or freight transit. Commission Vice Chair Spencer Schumacher cited research pointing to the benets of narrower roads. He also said less room for vehicle travel could also leave more room for new public amenities. The rule would target arterial roadways, including local roads such as Bee Caves Road, Barton Creek Boulevard and RM 2222.

TxDOT opens new Westlake Drive bridge The new Westlake Drive bridge has been opened, restoring east/west connectivity to its associated section of Loop 360, according to a news release from the Texas Department of Transportation. The overview Construction of the Westlake Drive bridge is one change included in TxDOT’s $72.1 million Loop 360 project, which seeks to improve mobility and safety along the roadway by upgrading various intersections. Non-signalized U-turns for northbound and southbound trac on Loop 360 have also been opened on the Westlake Drive Bridge, according to the news release. While U-turns south of Bold Ruler Way and north of Waymaker Way remain open, double U-turns previously located near Cedar Street and

Austin seeks FAA air traccontrolacademy Austin City Council members approved a resolution July 24 urging the Federal Aviation Administration to prioritize stang at the airport. Austin City Council member Vanessa Fuentes, who authored the measure, said the call to action includes several components, among them an FAA-approved air trac controller academy in partnership with Austin Community College. “We want to continue to ask and demand that the FAA take action, but also add a local solution,” Fuentes said in an interview with Community Impact . Lakeway park plan shifts to cut costs

Other parks targeted by Lakeway’s 2024 Parks Bond include Lakeway City Park, Lakeway Swim Center Park, Lakeway Activity Center and Live Oak Tennis Courts. For Lakeway City Park, the city is still in a discussion phase, City Manager Joseph Molis said. Meanwhile, the Parks Department is currently preparing to send out a request for qualication for an aquatic- specic engineering and design rm for The Lakeway Swim Center. The Lakeway Activity Center Park update with accessible play structures was pushed forward and is currently on track for a ribbon cutting in September. The Live Oak Tennis Courts project is still in early phases, and is currently pending progress or completion of other parks projects.

As work on Lakeway’s new Butler Rough Hollow Park continues, city ocials shared details on how the voter-approved project is keeping costs in check at the July 21 City Council meeting. The park plan as presented to Lakeway City Council on July 21 was estimated to cost $2.7 million in total, according to a presentation from engineering rm Dunaway’s Discipline Lead Molly Pell. Recent eorts to mitigate project costs included incorporating restrooms into the park’s pavilion, reducing the size of the amphitheater and implementing solar lighting. The city plans to send the Butler Rough Hollow park project out for bid in the beginning of January, according to city documents. Once construction begins, the project is estimated to take about 1-1.5 years to complete.

The overview The Square at Lakeway is a residential project within City Center that has a commercial component, which includes in its plans an extension of Main Street and Lohmans Spur, according to city documents. An extended deadline for completion of Main Street was included in the amendment passed July 21, pushing the completion date from this June to June 2026. Delays stemmed from complications related to local water districts and developers. Two previous amendments were also made in 2023 and 2024 due to similar issues.

After the July 4 weekend rainfall increased Lake Travis’ water levels, Hurst Harbor Marina General Manager Nick Shepherd said sta are moving docks back to the private marina in Lakeway for the rst time in three years. “It’s a relief that the water has come back up, that mother nature helped us out, even though there was heartache associated with it,” Shepherd said. Formed by Manseld Dam, Lake Travis is the only Highland Lake designed to capture and store oodwaters, and can hold up to 33 feet of additional water in its ood pool. This helps protect Austin and other downstream cities by storing oodwaters until they can be safely released, according to the LCRA. The Central Texas Water Coalition seeks to protect the water resources of the Highland Lakes. While Lake Travis is nearly full as of Aug.

The impact

When it comes to local water conservation management, LCRA’s operation of the Highland Lakes is governed by its 2020 Water Management Plan, which includes firm and interruptible water contracts. Firm contracts supply water to cities, businesses and industries, while interruptible contracts supply water to agricultural customers. Due to drought conditions and to meet firm contract demands, LCRA officials cut off select agricultural customers from receiving water supply in March—an action recommended in the WMP. Officials will reevaluate water availability for those customers in March 2026, per the LCRA.

Hill Country received over 20 inches of rain over two days, per the LCRA. As a result, the Guadalupe and San Gabriel rivers surged beyond their banks, flooding nearby communities. State climatologist John Nielsen-Gammon told Community Impact warmer oceans and atmo- spheres carry more water, which causes intense rainfall. “The broader footprint of the ocean temperature change is affecting Texas rainfall most directly,” Nielsen-Gammon said. While the frequency of extreme rain has likely doubled with climate change, Nielsen-Gammon said that doesn’t necessarily translate to the magnitude of certain floods.

The LCRA manages Lake Travis, one of the six Highland Lakes on the lower Colorado River, LCRA Public Information Officer Clara Tuma said. Rainfall in the northern part of the lakes system during early July resulted in LCRA opening flood- gates farther upstream, causing the level of Lake Travis to rise substantially over a few weeks. The Highland Lakes are part of “flash flood alley,” a region prone to flash floods due to steep terrain, shallow soil and unusually high rainfall rates, according to the LCRA. A flash flood is a sudden and violent flood that can take anywhere from minutes to hours to develop, according to the National Weather Service. During the July 4 weekend, some areas of the
