ONGOING PROJECTS 3 Grogans Mill Road and Research Forest Drive turn lane construction Turn lane improvements at Research Forest Drive and Grogans Mill Road will extend the westbound acceleration lane from southbound Grogans Mill to westbound Research Forest and to extend the westbound Research Forest to northbound Grogans Mill. The project broke ground in January before being temporarily stopped for rain, according to Precinct 2 Commissioner Charlie Riley. Timeline: January-TBD Cost: $240,000 Funding sources: Montgomery County Precinct 2, Texas Department of Transportation 1314 UPCOMING PROJECTS 4 David Memorial Drive extension Right-of-way clearing to extend David Memorial Drive to Hwy. 242 is underway and should be completed by March 1, according to engineer John Bleyl. Bidding for construction on the expansion project should begin in mid-March, with construc- tion starting June 1, Bleyl said. The project will take about 400 calendar days. Timeline: June-TBD Cost: $9.1 million Funding sources: city of Shenandoah, city of Conroe, Montgomery County 5 Robinson Road realignment At the Jan. 23 Oak Ridge North City Council meeting, council members voted to approve easement agreements with Entergy Texas to begin moving utilities to make way for the Robinson Road realign- ment project. The realignment project will go out for bids in fall, and construc- tion could start in November, according to Precinct 3. After Entergy relocates the power poles and moves utility lines underground, other utilities will follow, Director of Public Works James Corn said. Timeline: fall-late 2024 Cost: $6 million Funding sources: city of Oak Ridge North, Montgomery County Precinct 3

Commissioners could call road bond Montgomery County commissioners will discuss the possibility of calling for a county road bond in 2023, according to Precinct 2 Commissioner Charlie Riley, who said the talks have been sporadic. The last road bond was called in 2015 for $280 million. “We all know we need another road bond,” he said in a Jan. 9 interview. “As far as us sitting down, forming a committee and putting it on the agenda to talk about it, we have not done that yet.” However, Precinct 3 Commissioner James Noack said in an email Jan. 9 he is not aware of bond conversations. “While there are mobility needs across the county, timing is important; so is countywide community support,” he said. “With inflation at a 40-year high, interest rates going through the roof and a recession knocking on the door, I am very skeptical about a bond right now.” Noack said he is concentrating on using what is left of the current budget for transportation projects. “I’m using cash on hand to continue to improve mobility and safety in Precinct 3, and until the community feels comfortable with a bond and the associated tax increase it brings, I’m going to do all I can with the current budget,” he said. Still, Riley said he is hoping county officials start the committee process as early as the first quarter on 2023. The last Montgomery County road bond was called in 2015, when voters approved a $280 million bond package. “It’s not going to be a little road bond,” Riley said. “We can’t do a $280 million road bond again. We have to have a significant road bond to take care of the things we need to get done.”

TRANSPORTATION TxDOT gathers feedback for I45 improvement with ongoing study

The Texas Department of Transportation released and presented ndings from its Planning and Envi- ronmental Linkages study in mid-January for pos- sible future improvements to I-45 from Beltway 8 north to South Loop 336 in Conroe, including a portion that runs through The Woodlands area. The PEL study is currently in Phase 2, which includes public community meetings. Based on the feedback received from the public, TxDOT will then identify and develop more concrete plans to present in a nal public meeting series. “The [PEL] Study for I-45 North in the Houston area enables the community to participate in the transportation decision-making process,” said Emily Black, public information ocer for TxDOT’s Houston region. Spanning 24 miles from Houston to Conroe, TxDOT has come up with three primary alternatives to the current structure of I-45 that vary from restriping to constructing overhead HOV lanes. The options were presented by TxDOT ocials at public meetings Jan. 17 and 19. Additional improvement suggestions included building two direct connectors going from Wood- lands Parkway and Robinson Road to I-45 as well as expanding connecting thoroughfares such as Research Forest, Tamina Road and Woodlands Parkway. These alternatives came from Phase 1 of the study, which took place in 2019 and looked at trac ows, crash data and connectivity. Growing safety concerns are driving the study, TxDOT ocials said. According to data collected by TxDOT, between 2017 and 2021 there were 16,581 total crashes on I-45 between South Loop 336 and Beltway 8. Of those crashes, 339 were fatal or inca- pacitating and 3,962 involved some kind of serious injury, according to the data.

Statewide, an average of 151 crashes occurs per 100 million vehicle miles traveled. However, the average along I-45 is well above the statewide average, with the worst section being between the Grand Parkway and FM 1960, which has an average crash rate of 214 per 100 million vehicle miles traveled, according to TxDOT data.
