Telge Road widening The next three segments of the Telge Road widening are in the design phase with construction slated to begin later this year. The two-lane asphalt road will be widened to a four-lane con- crete boulevard with detention and storm sewer. Intersection improve- ments will be included at Grant Road and Boudreaux Road. 1 Segment 4 includes the stretch of road from Louetta Road to north of Telge Ranch Road; 2 Segment 5 is from Telge Ranch Road to north of Grant Road; and 3 Segment 6 will extend from Grant Road to north of the Grand Parkway. The project was slated to begin in the first quarter of 2023 but had not started construction as of a July 6 update from TxDOT. Crews will construct a raised median from Mostyn Drive to I-45. 3 Holderrieth Road reconstruction Harris County Precinct 3 crews are wid- ening Holderrieth Road in Tomball from two asphalt lanes to a four-lane concrete boulevard between Hwy. 249 to just west of Hufsmith-Kohrville Road. MAGNOLIA The city of Magnolia is proposing $293,141 to up salaries 3% for administrative per- sonnel, the police chief and public works in fiscal year 2023-24, according to a workshop July 11. In a nutshell: The city is proposing $7.05 million in expenditures and $7.1 million in revenues in FY 2023-24, according to the preliminary budget. What else?: Some of the proposed budget’s major items include: • $500,000 on a project for Connie Street • $303,075 for an updated pay schedule for the police department • $54,139 for a new public works employee • $9,000 for a new Christmas light show Quote of note: “This will put us up there where we need to be to be competitive and hire people that are good quality,” Police Chief Kyle Montgom- ery said about the proposed pay schedule update. Stay tuned: A public hearing on the budget and tax rate is set for Aug. 22.

MONITORING SHORT- TERM RENTALS Tomball is pursuing collecting hotel occupancy tax from short-term rental properties.

TOMBALL During its July 3 meeting, Tomball City Council discussed a contract for short-term rental monitoring and compliance following the decision of the city to collect hotel occupancy tax from short-term rental properties, those separate from a hotel which are rented for up to 30 days. In a nutshell: The contract will expand the services of Avenu, the city’s vendor for collecting hotel tax, to include monitoring and identifying short-term rental properties as well as helping short-term rental properties comply with hotel tax collection, according to the July 3 agenda packet. Zooming out: Tomball collects a 7% hotel tax following the adoption of an ordinance in 2006, Community Impact previously reported. • There are 93 active short-term rental properties in Tomball with an average nightly rate of $236.54, according to Avenu’s presentation at City Council’s June 19 meeting. • At a 40% occupancy rate, the estimated hotel tax revenue is around $250,000.

HIGHLIGHTS TOMBALL The city of Tomball will replace and upgrade nearly 5,000 residential and commercial water meters as part of a project expected to take around 12 months, according to the project’s website. Costing around $1.8 million and funded by the city’s American Rescue Plan Act money, the project is budgeted for fiscal year 2023- 24, Assistant City Manager Jessica Rogers said in a July 6 email. There is no cost to customers. The new meters will be able to be read remotely through radio signals and will provide real-time data on water consumption, Rogers said. MAGNOLIA City Council voted 3-1 to approve an ordinance for a salary for the mayor and City Council members at its July 11 meeting. Council Member Brenda Hoppe voted against approval. The mayor will be paid a $200 per month salary while council members will receive a $100 per month salary. However, the salaries for the mayor and council members in positions 4 and 5 will go into effect in May 2024. The salaries for the council members in positions 1, 2 and 3 will go into effect in May 2025. Harris County invests $1.7M into virtual deputy services

HARRIS COUNTY For low-pri- ority calls to the Harris County Sheriff’s Office, more deputies will be available to respond virtually thanks to a $1.7 million investment from county commissioners on June 27. Long story short: Harris County Commissioners Court unanimously approved the allocation of federal American Rescue Plan Act funds to add overtime officers to HCSO’s TeleDeputy unit on June 27. The unit responds only to nonviolent calls—such as an abandoned vehicle or a crime tip—which make up about 60% of HCSO’s total calls, Precinct 4 Commissioner Lesley Briones said. The outlook: HCSO’s response time for emergency calls is about 14 minutes; the commissioners’ investment in the TeleDeputy unit is expected to bring the response time down to 10 minutes, Briones said. “What this does is this frees up and better leverages our law enforcement officers’ time to address priority one and two, the more critical urgent calls related to violence,” Briones said.

MONTGOMERY COUNTY Montgomery County Commissioners Court met July 11 to address dozens of concerned citizen requests regarding certain library book mate- rials that are allowed on the shelves within the county’s library system. “We’re a conservative county,” resident Lisa Palmer said. “This is not that hard. We are supposed to protect our kids. This woke agenda is not to make people feel good; this is really an agenda to sexualize our kids at a young age.” What’s happening?: Commissioners made three separate motions. • Commissioners Court gave Purchasing Director Gilbert Jalomo the authority to expand the county’s book vendor list to gain access to more conservative book themes. • Library Director Rhea Young was asked to group books by genre within the children’s section, and label and restrict access to

WHEN IT COMES TO LANDSCAPING, WHAT ARE THE BIGGEST MISTAKES YOU SEE HOMEOWNERS MAKING? I would say 50% of the work that we do is redo, and these are people that have spent a lot of money already on their yard. Things like planting plants too deep, suocating the plant material, improper drainage—[these are] critical to a garden. WHAT ARE SOME TIPS FOR HOMEOWNERS MAINTAINING THEIR LANDSCAPING? The biggest thing is to monitor the garden [and] use plant material that grows and thrives on the proper sides of the house, whether it’s facing north, west, east, south. WHAT TYPES OF PLANTS DO WELL IN OUR CLIMATE? We’re in a zone that allows us to plant a lot of dierent things. Using dierent types of succulents that require virtually little water and thrive in the heat. Then there’s the traditional gardens of azaleas and boxwoods—as long as they’re in the right lighting and soil conditions and watering conditions, they’re going to do great. You have a very, very large palette of what you can do. It’s knowing where to put it and how to install it. I think that’s critical to the homeowner.

WHAT ARE THE TRENDS WHEN IT COMES TO OUTDOOR AMENITIES? I think something that’s trending right now is we’re seeing a lot more traditional pools that don’t have raised elevations on them. We’re seeing more contemporary metal structures being desired. [There’s] still a lot of interest on outdoor kitchens, replaces and repits, whether they’re integrated into the structure or they’re freestanding. WHAT IS AN OUTDOOR AMENITY’S EFFECT ON A HOME, PARTICULARLY ITS VALUE? You don’t want the most expensive house in the neighborhood; you want something that is going to take your initial investment and raise the value of it. And if [an outdoor amenity is] done properly, with the real estate market the way that it is in Houston, you usually can regain most of your investment and many times increase the value greatly of the house. I think another thing that we tend to tell people is—think about the next person that buys that house. You want that project to appeal to the masses, have a wow factor. WHAT ARE MORE SIMPLE THINGS HOMEOWNERS CAN DO TO ENHANCE THEIR BACKYARDS? Landscaping is the rst thing. Just a garden that’s pleasing to the eye and additional patio space, covered or uncovered. Fountains and waterfalls can certainly bring peace.

HOW CAN LIGHTING INCREASE SECURITY AT A HOME?

WHAT ARE SOME COMMON LIGHTING MISTAKES HOMEOWNERS MAKE IN YOUR EXPERIENCE? Some of the lighting looks really beautiful that people put on their homes, and then others not so much. Some of the old traditional lighting, you didn’t have the option to change the coloring, but I guess maybe [a lot of lighting] can be overkill. We’ve had a few people that wanted us to put the permanent lighting up; they wanted down lighting—I mean, it’s a lot, a lot of lighting. I don’t know that it’s always necessary to overdo it. OUT OF BEAUTIFICATION PROJECTS, WHY SHOULD LIGHTING On your home, you can’t change the color of your home or the wood on your home. You’re not going to do that frequently because it’s expensive, and [lighting] is a nice way to be able to do some dierent things [with your home]. You keep things fresh and interesting with your home that way. CAN EVERY HOUSE UTILIZE EXTERIOR LIGHTING? Pretty much any house can utilize it. We have dierent types of channels because you have dierent architecture styles on homes. So what may work on one home won’t necessarily work on a dierent home. BE PRIORITIZED FOR HOME IMPROVEMENT PROJECTS?

When you think about it, if you don’t have any exterior lighting around your home, it makes it easier for someone to kind of sneak around and walk around your property and potentially get into your home. But if you have the exterior lighting, whether it’s on the top of the home shining down or the lower part of the home shining up, it makes it a little bit less enticing for someone that shouldn’t come around to be there. WHAT AREA OF THE HOUSE SHOULD HOMEOWNERS INVEST IN LIGHTING? I would say for most people it’s sucient to put the permanent lighting just on the front. Some like it on the back because they have back patios. We oftentimes just tell people we are happy to put the lighting around the entire home, and it’s great, but the way our subdivisions are, homes are so close together oftentimes you can’t really notice the lighting on the side of the homes unless you’re right in front of the home. We’ll tell people, “We’ll spend your money if you want us to,” but the reality is if they have neighbors that are really close to them on each side, it’s really a personal preference whether to put the lights there. Most of the time it’s just the front or the front and the back.

Maing the growth

Several new multifamily housing developments are underway or will be underway soon in Tomball and Magnolia.

Magnolia, Allora Magnolia along FM 1488 is leasing, and several multifamily com- plexes are slated for the master-planned community of Audubon. “We need multifamily because we have police- men, remen, and we have teachers, and we have people who are just getting started in their career,” said Sam Yager III, executive vice president of Sam Yager Inc. and developer of Audubon. Under construction Adora at Rosehill, located at the intersection of the Grand Parkway and Cypress Rosehill Road, is among the complexes under construction. McGrath Real Estate Partners has been eyeing the land since 2000, Chief Investment Ocer Barrett Kirk said. “We just see that there is a need for multifamily, and we predicted it back in the early 2000s when we started looking in this area,” Kirk said. “We wanted to get out ahead of the growth curve.” Adora at Rosehill will consist of 336 apart- ments—216 one-bedrooms, 108 two-bedrooms and 12 three-bedrooms, Kirk said. Rent prices have not been set but will be comparable to other commu- nities, he said. Amenities will include a clubhouse, co-working lounge, dog park, pool and courtyard. “The thought behind every amenity that we do is to just create that sense of community,” Kirk said. “That’s the secret sauce that really makes an apartment com- munity, a multifamily community, successful.” He said leasing for Adora at Rosehill is expected to begin around August, with the rst units available around September. In a June 22 MRI ApartmentData market survey provided to Community Impact , the overall multifamily occu- pancy rate for the Greater Houston area this June is 89.9% compared to 91.1% last June. Tomball and Magnolia’s June occupancy rate mirrors metro Hous- ton’s at 89.9%, according to MRI ApartmentData. Meanwhile, Class A properties—which include new construction—had a 91.8% rate as of this May across the metro, according to the Greater Houston Partnership. Locally, there are 38 apartment complexes and 8,524 units in the Tomball and Magnolia area, according to MRI ApartmentData. That is 82 com- plexes and 25,009 units fewer in comparison to The Woodlands, south Conroe and Spring region, which has 120 complexes with 33,533 units.
