Celina approves Arts & Culture Master Plan A new arts-focused master plan and public art program is making headway in Celina. The gist Celina City Council members unani- mously approved an Arts & Culture Master- plan and public art pilot program during the Sept. 12 meeting. The ve-year master plan is designed to be a strategic guide when planning and making decisions regarding arts and culture in the city, according to meeting documents. Looking back Council approved an agreement with Keen Independent Research to create a draft of the Arts & Culture Master Plan—then called the Fine Arts Master Plan—in September 2022. “It’s been a rewarding process to be involved with all of this,” Strategic Services Manager Anthony Satarino said. “It’s a truly community-driven process.” Community outreach eorts included interviews, a town hall, site visits, a virtual workshop with 700 participants and more. Looking ahead The rst test for the Arts & Culture Master Plan is a new public art selection process, which was also approved Sept. 12. The program’s rst art project has already been selected—a mural for Fire Station No. 3. More details about the mural are expected to be discussed in the future.

One candidate les for open Celina council seat Celina residents may already have their next council member—no election necessary. Brandon Grumbles, a Celina native and local business owner, was the only resident to submit his name for consideration for Celina City Council’s vacant Place 6 seat. Some context Following the resignation of former member
Tony Griggs, council members had already called for a Dec. 9 special election to ll his seat and gave prospective candidates a Sept. 28-Oct. 9 window to add their name to the ballot. As Grumbles was the only candidate to le before the deadline, council is expected to formally cancel the December election and swear him in at a future meeting. Quote of note “I’ve been asked what my personal agenda with Celina is, and honestly it’s to make it a town that my kids and my grandkids are going to want to live in,” Grumbles said. “I want to make it something that they want to come back to.”

CISD begins long-range planning for 2025 bond Celina ISD ocials are starting long-range planning for a potential 2025 school bond election. District sta presented trustees with an update on long-range planning during a Sept. 18 meeting. Sorting out details Through November, the district will create a community group for planning, host community groups for outreach and have the district deci- sion-making committee create a learner prole. The planning group, also known as the commit- tee matrix, will have about 60-65 members and be made up of students, parents and employees, according to district documents. It could also include grandparents and well-known community members, CISD Chief Branding Ocer Karen Fitzgerald said. “A committee member is also a taxpayer,” she said. “You have to have that stakeholder.”
CISD to invest $40M of bonds in banks Celina ISD ocials are putting $40 million worth of bond funds into local banks. The district’s board discussed the investment during an Oct. 16 meeting. “When it comes to bond money, we need to be mindful of being good stewards of pub- lic goods and public funds,” Superintendent Thomas Maglisceau said. Current situation Of the $100 million in funds, the board will split up $40 million of the funds and invest them into Celina banks, including Lamar National Bank, Texas Republic Bank and Independent Financial. The board voted to work with local insti- tutions that will put a certicate of deposit in place for 52 weeks, nine months and six months.
Prosper ISD joins districts in lawsuit against TEA Prosper ISD ocials joined more than 50 Texas school districts in a lawsuit against the Texas Education Agency. “I’m thankful for all the districts in the state of Texas who have taken this stand on behalf of Texas public schools,” Prosper ISD Superintendent Holly Ferguson said at the Sept. 18 board meeting. What’s happening? The district’s board of trustees unanimously voted to join a lawsuit against the TEA over its failure to adequately notify school districts on the changes made to the way accountability ratings are calcu- lated as well as the lack of transparency in making the changes, according to the board’s resolution. The TEA’s failure to provide advance notice to school districts of the changes made to the AF accountability system violated state law, the reso- lution stated. Per Texas Education Code 39.0542,

Capital improvement projects on several major roadways and other Celina projects make up $61 million of the city’s $195 million budget for scal year 2023-24, which was approved by Celina City Council members on Sept. 12. “The road improvements are No. 1,” Assistant City Manager Kim Brawner said. “That’s been the direction from council and they’ve been very adamant about that; making sure the street system is sucient for our community.” Approximately $35 million of the $61 million worth of capital improvement projects are roadway-specic, according to a Sept. 12 meeting. Some of the roadway projects, especially ones city ocials know residents have been waiting for, are specially listed in the budget, Brawner said. “The [projects highlighted in the budget are] ones that we’ve received the most citizen complaints about or the ones that people are calling [about], saying, ‘When is this going to be accomplished?’” Brawner said. For example, one highlighted project will bring necessary parking and drainage improvements to the downtown area, according to a statement from interim city manager Karla Stovall included in the budget.

The work on Coit Road, a major road for Celina residents, is expected to help drivers get to where they need to go faster, he said. “It’s about wear and tear, maintenance, and also the inconvenience of having to go around [some roads],” he said.
City leaders chose next year’s capital improve- ment projects with the population growth in mind, Mayor Ryan Tubbs said. “[The projects are] denitely helping us with that growth,” Tubbs said. “Nobody wants to take a road that requires them to drive on gravel to take their kids to elementary school in the morning.”
Celina’s capital improvement projects are future-focused, Brawner said. “Most of our projects are three-, four- or ve-year projects,” she said. “I’d say most of them [residents are] going to see start this [scal] year.” For example, construction on Coit Road is slated to start in the next nine months, Brawner said. It is expected to take approximately 14 months to nish. The city typically staggers its projects, so when a project is around three-fourths done, the next one on the list begins. “People are going to be very upset with us,” Brawner said. “[They’ll say], ‘We can’t get away from construction.’” Follow ongoing transportation coverage online at www.communityimpact.com/ transportation .

Roma’s makes Prosper regulars feel like family Roma’s Italian Restaurant’s owner, Trey Kras- niqi, enjoys experimenting with avors, which is why he decided to open a restaurant, General Manager Agon Zogaj said. The restaurant opened in 2019 and serves traditional Italian food in Prosper.
“We know what they want,” Zogaj said. “We know how they like [their food].” A popular menu item, Jordan’s Pizza, is named after one of the restaurant’s regular customers, Jordan Viars, a minor league baseball player that Zogaj expects to go pro. What’s on the menu? There are many patron-favorite dishes, Zogaj said the lasagna and baked ziti are the most popular entrees. For diners who have never eaten at Roma’s, Zogaj recommends the Roma’s Combo, a portion of chicken parmigiana, cheese ravioli and fettuc- cine Alfredo or the tortellini alla panna, cheese tortellini served with pink sauce.
General Manager Agon Zogaj operates the restaurant.
“Trey loves food and experimenting with a- vors,” Zogaj said. “He tries to improve everything every day. The best way to do that is to have your own restaurant. You can make your dishes the way you like it and experiment with everything else.” What’s special about it? Zogaj said the Roma’s sta treats patrons like family, adding that he knows what most of the restaurant’s regulars are likely to order.
