Parks plan outlines $758M in projects

Harris County Precinct 3 recommended improve- ments to its parks and trails totaling more than $758 million as part of a plan that will impact roughly 1.26 million people and be completed over the next 20-plus years. Released Aug. 31, the Precinct 3 Parks and Trails Master Plan includes recommendations for 69 existing parks, four new parks and 225 miles of new trails spanning from Cypress to Crosby. “We needed a plan to connect residents with our amazing green spaces,” Precinct 3 Commissioner Tom Ramsey said. “Our population is expected to double by 2045, which means engineered solutions for green activity spaces are a must for future generations.” The plan divides Precinct 3 into four areas: Cypress, Humble, Crosby and Spring—which includes the bulk of Tomball. Some projects in the Cypress area west of Hwy. 249 also impact Tomball-area residents. Of the four plan areas, Spring has the lowest antic- ipated population growth at 59% by 2045. Ocials noted all future park development and trail networks will have to respond to the existing framework of the community as many of the area’s developments were built over 20 years ago before trail connectivity was a priority. Recommended parks projects in the Spring service area total nearly $44.2 million, per the plan.

Vehicle inspection to no longer be required in Texas by 2025 the program requirement in 1976. According to the professionals

Beginning in 2025, Texas drivers will no longer need to get their vehicles inspected. The framework On Aug. 5, Gov. Greg Abbott signed House Bill 3297 into law, which eliminates mandatory vehicle safety inspections for noncommercial vehicles. Drivers must still pay the annual inspection fee of $7.50 but will no longer need to take their vehicle in for inspection prior to registering it. If a vehicle was not previously registered, drivers will pay $16.75 instead and won’t be required to pay the $7.50 fee for the next registration year for the same vehicle. The 17 Texas counties that require annual emissions tests—including Dallas, Harris and Travis counties, along with several counties around Austin, Dallas-Fort Worth and Houston—will continue to do so. Only 13 other states have mandatory vehicle inspections since the federal government ended

Cody Harris, R-Palestine, who filed the bill—have argued mandatory vehicle inspections are unnec- essary, one vehicle inspector said he worries doing away with the requirement could put drivers’ safety at risk and threaten the survival of his business. “I just think it defies logic,” said Larry Harris, owner of Larry’s Auto Inspection in Houston. “If nobody is making sure the vehicles are safe, there’s going to be some unsafe vehicles on the street.” Larry Harris said he was particularly concerned about people being able to drive without their steering wheel, brakes or tires up to standard. Redevelopment coming for vacant Luby’s At its Oct. 2 meeting, Tomball City Council unanimously approved an alcohol variance for 28750 Hwy. 249, Tomball—the site of a vacant Luby’s restaurant—which will allow for alcohol sales within 300 feet of Tomball ISD’s prekinder- garten center. In its presentation to council, BCS Capital Group, which owns the property Luby’s sits on, shared conceptual design plans that propose redeveloping the building to accommodate up to three new restaurant tenants. And so our vision is something similar to a Creekside[-area development]—where you have the restaurants; you have the play area where kids can play, where people can sit outside, enjoy their food and drink and have a family-friendly atmosphere.”

Tomball purchases property for possible City Hall site Tomball City Council approved the $2.4 million purchase of approximately 2.6 acres at 810 W. Main St., Tomball, during a special meeting Oct. 9 for a possible site for a new City Hall, Mayor Lori Klein Quinn said. The gist Oct. 2, Tom Condon, the city’s Realtor with Colliers International, said during the meeting. Klein Quinn said the building on the property will be razed.

“The reason for this purchase is ... that could be a future City Hall to move onto Main Street and expand. We are out of space, and so that is the pur- pose of this, and there would be lots of meetings to discuss if this will work,” she said.

On Oct. 10, Tomball ISD administrators out- lined the process for evaluating the attendance boundaries of all 23 campuses, which they aim to redesign by early January. What’s happening “This process will review all attendance boundaries in the district,” TISD Chief of Staff Amy Schindewolf said. “That doesn’t necessarily mean that there will be a change to every atten- dance boundary in the district. It just means that every attendance boundary will be reviewed, and feedback will be gathered.” The boundary reset will help with student population growth, which is forcing some TISD campuses to be near capacity or will cause them to exceed capacity, TISD Chief Operating Officer Steven Gutierrez said. According to TISD, four additional schools— funded by the district’s 2021 bond—are expected to open in the coming school years:

The planned timeline for the boundary rezoning included community feedback submitted online Oct. 11-22, and the first committee meeting of campus principals and one parent per campus held Oct. 25. Additional listening tour meetings are scheduled this fall to gather input from community members before new attendance boundaries are brought before the board in January for consideration. Administrators’ timeline has some flexibility, Schindewolf said in response to questions from trustees, but presenting the boundaries later than February would not be ideal due to West Elemen- tary’s scheduled opening in fall 2024.

Tomball ISD staff update Creekside-area plans After receiving a feasibility study from archi- tects, Tomball ISD leaders recommended against building a planned $54.6 million intermediate school at the Creekside Park Junior High property on Oct. 10 to relieve elementary schools in the Creekside area. Current situation The study examined whether the planned inter- mediate school could be built at Creekside Park Junior High instead of at the Tomball Innovation Center after the district received backlash from Creekside-area parents in April. Jim Ross—TISD’s director of projects and devel- opment for 2021 bond projects—said the architect’s feasibility study found: • The intermediate school would “significantly crowd” CPJH’s building.

This interview has been edited for length and clarity. What have been your priorities so far? My priority for this entire rst year is building relationships with the people I work with. So, I need to learn about Tomball, and I need to learn how Tomball does things. Then the other thing that we’re getting o the ground right now ... is our mariachi program. We

So, my goals are to expand the number of students that we serve and that we reach. ... That means programming or adding new activities or like just increasing the capacity of our existing programs so that they can serve more kids.

FM 2920 construction aimed for 2027 At its Sept. 18 meeting, Tomball City Council took no action on approving a resolution that stipulated the city would pay for the design and engineering costs for the FM 2920 reconstruction project, therefore allowing a second option—the Texas Department of Transportation shouldering those costs—to take effect. Construction on this project is set to begin in 2027, Catherine McCreight, a senior transportation planner with TxDOT, said at the meeting. “We continue kicking the can down the road because we haven’t started design,” McCreight said. “It is paramount that we move forward so that the public can benefit from the funds that have been tied up into this project.” With TxDOT taking on the costs of design and engineering, the city estimates spending $7.8 million on this project instead of $10.4 million, according to the Sept. 18 agenda packet.

Holderrieth Road project on track for Q2 Harris County Precinct 3 is putting down concrete as Holderrieth Road is reconstructed from Hwy. 249 to west of Hufsmith-Kohrville Road to a four-lane concrete boulevard with drainage improvements. What else? The $27.1 million project, which began in March, is on track for wrapping up in the second quarter of 2024, according to Precinct 3 officials.

How we got here In March, City Council chose its preference for the design of the downtown portion of FM 2920, selecting a raised median near the railroad crossing at Elm and Sycamore streets instead of medians from Pine to Elm streets. The project—spanning from Business 249 to Wil- low Street—was first identified as a need through studies in 2007-08 and 2009, Community Impact previously reported. The goal is better mobility and crash reduction.

Relief route construction anticipated to begin in March In an update to the Magnolia Economic Devel- opment 4A Corp. on Oct. 12, Montgomery County Precinct 2 Commissioner Charlie Riley said he anticipates construction on the Magnolia Relief Route to begin in March. In a nutshell The Magnolia Relief Route is a proposed four-lane road that will span around the city of Magnolia from Hwy. 249 to FM 1488. In his update, Riley said the design and engi- neering work for the project is done, and the Texas Department of Transportation is purchasing right of way. Riley did not provide a project cost estimate. “So that project will get kicked off about March of next year,” Riley said. “You’ll see actual construction.”

At its Oct. 16 meeting, Tomball City Council approved on rst reading an ordinance to rezone two tracts of land totaling 48.95 acres to a planned development district. Multiuse development The Shoppes at Cottage Green is proposed for the site at Hwy. 249 and Brown Road and will include a mix of retail, restaurant and oce uses; a public plaza and courtyard; and multifamily and single-family homes, according to meeting information. The rezoning request—made by Par Real Estate Holdings LLC and Ron and Amy Haner, who are represented by developer HMF-Americana LLC—seeks to change the property use from a mix of zoning types to a planned development district. A planned development district is a district that accommodates “planned associations of uses developed as integral land use units,” according to the city’s code of ordinances. Following redistricting in 2022, Harris County Pre- cinct 3 encompasses 555 square miles including 4,200 acres of parkland and 3,400 acres of greenway—the most of any precinct countywide. To maintain and improve upon the precinct’s existing green space and prepare for anticipated population growth, Precinct 3 ocials began working on a parks and trails master plan in 2022. As part of the master plan, Precinct 3 ocials completed an outreach phase to assess the needs and desires of the community, which included six meetings and an online survey conducted last fall. “Thank you to the residents who took time to provide us feedback,” Ramsey said. “They know their parks and trails better than anyone, so we’re con- dent in the information incorporated into the plan.” The parks and trails master plan assesses both cur- rent and future needs for the area’s parks and trails network. The analysis will inform the recommenda- tions process that has a baseline framework for the next 30 years, according to plan documents.

Lewis said. “We’ve really outgrown the courts.” The county’s plan also recommends 57 miles of trail projects totaling $125 million, the majority of which aim to build upon the existing Spring Creek and Cypress Creek greenways with a greenway project along Willow Creek also proposed. “I can just imagine a [Spring Creek] trail that extends from Kingwood to Tomball,” said Jill Boullion, executive director of the Bayou Land Conservancy, which focuses on land conversation in the Lake Houston watershed. “I think Willow Creek has really been overlooked. I really feel like … millions of people will use [the greenways] every year; it’ll be amazing.”

Recommendations for the Spring service area include new facilities, natural features and renovations, per plan documents. Specic costs for projects were not provided. In Tomball, adding tennis and pickleball courts at Burroughs Park and converting the basketball court to tennis and/or pickleball courts at Matthews Park is recommended. Tomball resident Ellen Lewis said she believes there’s not enough pickleball courts to meet demand. She said she began playing with a group in May at city-owned Juergens Park, and nightly attendance has tripled since. “The coolest thing about this sport is we’re playing with grade school kids, high school kids, all the way up to people in their 60s,”
