City in talks with El Arroyo developer The city of Pflugerville will negotiate an agreement with two developers for a project to bring more family-friendly services near the city’s ongoing Downtown East project. About the project City Council approved Oct. 22 the selec- tion of Cozumel Development Company and NAR Ventures for the development of a 1.05-acre site commonly referred to as the Gin Tract. According to city documents, possible uses for the area include a new restaurant, retail or family entertainment. The group of developers is known for its El Arroyo restaurants, which Cozumel is expanding the number of locations for within Central Texas, and Pflugerville is expected to be the first location north of Austin.

As part of the deal, Soulbrain has committed to a $175 million capital investment for Phase I and at least $400 million for Phase II, with a minimum taxable value of $100 million for each phase. Soulbrain must also uphold a phased hiring schedule and employ a minimum of 50 positions at the end of five years, and offer internships and employment for area high school students. The county will grant an abatement for 25% of the taxable value of the property for 10 years for each of the two phases. manufactured high-tech materials for over 35 years. Soulbrain will construct phosphoric and hydrofluoric acid plants, among other facilities on its Taylor property. The company purchased 85 acres within the RCR Taylor Logistics Park, which is situated between the Hutto Megasite and Samsung’s semiconductor plant off of Hwy. 79.
