Pflugerville building permits hit record high Last fiscal year, the city of Pflugerville saw the highest number of commercial building permits filed in recent years, according to the Planning and Development Services department. The gist Building Official Robert Polanco presented a recap of Pflugerville’s permitting and development projects at a City Council meeting Oct. 22. The record number of commercial permits as well as an increase in site development applications reflect workforce development efforts by the city, Mayor Victor Gonzales said. Also of note Some of the major development projects in Pflugerville in the last year include the Downtown East public utilities district, a third H-E-B opening this month, Skybox Development and PepsiCo

City to receive loan for water projects Pflugerville received and estimated $156 million from the Water Infrastructure Finance and Innovation Act in October. About the program WIFIA is a federal credit program through the Environmental Protection Agency that provides loans for eligible water and wastewater infrastructure projects. Current situation The city approved a $438 million master loan agreement, which includes the cur- rent WIFIA loan, a $52 million WIFIA loan from 2022, state revolving fund loans and certificates of obligation. The $156 million loan was paid out Oct. 15. The funds will go to water treatment plant expansions and a pump station expansion.

Hutto capital projects continue in 2024-25 Last fiscal year, Hutto worked on 61 Capital Improvement Plan projects across the transportation, water, wastewater and parks and recreation departments. The gist City Engineer Matt Rector said in an Oct. 17 City Council meeting there were a total of 61 projects, including 54 “true” projects and seven studies, analyses or plans. Of the 61 projects, the city completed 20. Looking ahead City officials are now looking at using available funding for new projects. There are 41 CIP projects carried over from last year and 18 more have been added, including a drainage master plan and American Disability Act transition plan.

County officials ink deal for affordable housing Travis County commissioners approved two contracts Sept. 17 with local nonprofits to add just over 200 new units of affordable housing in Austin. The details Nonprofit housing organization Foundation Com- munities received a contract for $15 million to help fund its new three-story multifamily project, to be known as Burleson Studios. The 79,500-square-foot building will feature 104 units geared toward single adults experiencing homelessness. The second, $13 million contract was awarded to youth advocate group LifeWorks, which will use the funding on The Works III project at 701 Tillery St., Austin. The housing development will reserve 120 units for permanent supportive housing at 50% median family income, including 96 continuum of care units intended for individuals experiencing homelessness

PfISD adopts 2024-25 legislative priorities More state funding to increase safety efforts, maintain operational flexibility and support academic and career readiness are key items in Pflugerville ISD’s 2024-25 legislative priorities, per the district’s October administration report. The board of trustees unanimously adopted its priorities during its regular meeting Oct. 17. Zooming in The priorities PfISD submitted to Texas Associ- ation of School Boards June 6 and adopted Oct. 17 include: • Increase the current basic allotment of $6,160, or how much the district is paid per student, which would help close PfISD’s $7 million budget shortfall. • Change the public education funding model from attendance-based to enrollment-based.

HISD to streamline software by fall 2026 Hutto ISD administrators shared a plan to combine multiple internal software plat- forms used for managing staff and student data in the next year and a half, consolidat- ing eight different software platforms into one single enterprise resource platform. What you need to know In an October update provided to the board of trustees, Cara Malone, HISD’s assis- tant superintendent to human resources, and Caleb Steed, HISD’s chief financial officer, outlined how the switch would streamline internal processes for entering and managing employee data. District staff can both create efficiencies in data management and devote more resources to better support other depart- ments, Malone said.

Hutto schools designated Purple Star Campuses Hutto ISD is just one campus away from having all schools in the district deemed a Purple Star Campus by the Texas Education Agency. What you need to know According to the TEA, a Purple Star Campus is a designation recognizing support and commitment to meeting the needs of military service members and their families. The designation was created by the 86th Texas Legislature in 2020. In that time, all but one of HISD’s schools has earned the designation. The details HISD’s campuses provide dedicated staff, specialized training and resources for students of military families to help navigate challenges that may arise, including relocations and deployments. The district broke ground on the new school in May, and it is expected to open in time for the start of the 2025-26 school year, district administrators say. Immanuel Road to see upgrades by 2027 Pugerville is furthering a project to improve Immanuel Road with City Council’s approval of three purchase agreements for land near the project site. About the project From Killingsworth Lane to Pecan Street, Immanuel Road will be widened from two to three lanes. The project also includes two new bridges, additional shared-use paths, lighting, signals and underground storm infrastructure. Design work for the project is complete, but utility and right-of-way acquisition is ongoing. The project is estimated to go out for bid in 2025, according to city documents. The update Pugerville acquired one parcel of land from Dessau Investments Inc., and two parcels from Jan Carol Salmon and Dwain Salmon for “real estate property interests” for the road project. Roadwork will be completed by April 2027, according to city o cials.

City to build new public works complex The city of Pflugerville is moving forward with a project to build a new public works complex. Council approved an ordinance Oct. 8 to rezone almost 49 acres from agricultural and development zoning to a planned unit development district. What is it The Public Works Complex PUD is located near Weiss Lane and Pflugerville Parkway. It will be comprised of six buildings.

Hutto sets $10M contract for Fritz Park project The contractor for a project to completely renovate Fritz Park in Hutto has a guaranteed maximum price agreement of almost $10 million. Hutto City Council passed the GMP at its Oct. 3 meeting. The project plans include a splash pad, walking trail, new playground and additional parking, according to city documents. What is it The $9.1million agreement with STR Construc- tors establishes a construction agreement to put a cap on the maximum price for the project. City documents show an $11 million budget for Fritz Park improvements in fiscal year 2024-25, with over $10 million remaining. The project is funded through a 2018 voter-approved bond. About the project STR has already worked in conjunction with

the city and design firm Burditt Consulting on the project, which is a part of the city’s park’s master plan. The first construction phase was completed in April of this year, according to Hutto’s capital improvement plans. Design work also shows plans for a dog park, performance stage, pavilion, gazebo and resur- faced tennis courts, as well as additional shading and lighting. The project is estimated to be completed in September of 2025, according to city documents.

City in talks with El Arroyo developer The city of Pflugerville will negotiate an agreement with two developers for a project to bring more family-friendly services near the city’s ongoing Downtown East project. About the project City Council approved Oct. 22 the selec- tion of Cozumel Development Company and NAR Ventures for the development of a 1.05-acre site commonly referred to as the Gin Tract. According to city documents, possible uses for the area include a new restaurant, retail or family entertainment. The group of developers is known for its El Arroyo restaurants, which Cozumel is expanding the number of locations for within Central Texas, and Pflugerville is expected to be the first location north of Austin.
