Education

PfISD adopts 2024-25 legislative priorities More state funding to increase safety efforts, maintain operational flexibility and support academic and career readiness are key items in Pflugerville ISD’s 2024-25 legislative priorities, per the district’s October administration report. The board of trustees unanimously adopted its priorities during its regular meeting Oct. 17. Zooming in The priorities PfISD submitted to Texas Associ- ation of School Boards June 6 and adopted Oct. 17 include: • Increase the current basic allotment of $6,160, or how much the district is paid per student, which would help close PfISD’s $7 million budget shortfall. • Change the public education funding model from attendance-based to enrollment-based.

HISD to streamline software by fall 2026 Hutto ISD administrators shared a plan to combine multiple internal software plat- forms used for managing staff and student data in the next year and a half, consolidat- ing eight different software platforms into one single enterprise resource platform. What you need to know In an October update provided to the board of trustees, Cara Malone, HISD’s assis- tant superintendent to human resources, and Caleb Steed, HISD’s chief financial officer, outlined how the switch would streamline internal processes for entering and managing employee data. District staff can both create efficiencies in data management and devote more resources to better support other depart- ments, Malone said.

“It’s important that our sta and our community are aware of these legislative priorities, because all of us speaking

the same message is where the real power

is in this eort.” QUINTIN SHEPHERD, PFLUGERVILLE ISD SUPERINTENDENT

This could result in at least $16 million in additional state aid for PfISD.

• Increase allocations to fund safety mandates, per House Bill 3. The mandates require facility safety improvements and the addition of armed police officers at every campus. • Fully fund special education. The 89th Texas Legislature will take place between January-June of 2025, where TASB repre- sentatives will bring forward its Advocacy Agenda with district priorities.

Hutto schools designated Purple Star Campuses Hutto ISD is just one campus away from having all schools in the district deemed a Purple Star Campus by the Texas Education Agency. What you need to know According to the TEA, a Purple Star Campus is a designation recognizing support and commitment to meeting the needs of military service members and their families. The designation was created by the 86th Texas Legislature in 2020. In that time, all but one of HISD’s schools has earned the designation. The details HISD’s campuses provide dedicated staff, specialized training and resources for students of military families to help navigate challenges that may arise, including relocations and deployments. Zoning to shift ahead of new elementary Some Hutto ISD elementary students will be at a new school next year: Lee Martinez Elementary. The district broke ground on the new school in May, and it is expected to open in time for the start of the 2025-26 school year, district administrators say. What you need to know In preparation for the school’s opening next fall, administrators say they will begin the rezoning process for elementary attendance zones in October. The process will be similar to the one used to rezone attendance boundaries for the opening of Gus Almquist Middle School, said Dustin Barton, HISD’s assistant superinten- dent of operations, in September.

What is required To qualify for this designation, districts must provide services such as: A campus-based military liaison Create and maintain a web page of information for military-connected students and their families Offer an on-campus transition program

Immanuel Road to see upgrades by 2027 Pugerville is furthering a project to improve Immanuel Road with City Council’s approval of three purchase agreements for land near the project site. About the project From Killingsworth Lane to Pecan Street, Immanuel Road will be widened from two to three lanes. The project also includes two new bridges, additional shared-use paths, lighting, signals and underground storm infrastructure. Design work for the project is complete, but utility and right-of-way acquisition is ongoing. The project is estimated to go out for bid in 2025, according to city documents. The update Pugerville acquired one parcel of land from Dessau Investments Inc., and two parcels from Jan Carol Salmon and Dwain Salmon for “real estate property interests” for the road project. Roadwork will be completed by April 2027, according to city o cials.

Pugerville City Council recently approved a plan to make the city’s downtown roads more pedestrian-friendly.

Hutto development depends on highway The future of the proposed 250-acre Cotton- wood Properties in Hutto is dependent on the nearby highway overpass project at the intersec- tion of Hwy. 79 and CR 132. The current situation Midway and the Hutto Economic Development Corporation established a memorandum of under- standing for the multi-use development in April. The current vision is for Cottonwood to create a “dramatic increase in public facilities and com- mercial and retail oerings,” as well as a “walkable district as an extension of other Hutto destina- tions” like the Hutto Co-Op District. What else? Results from a civil feasibility study conducted by Midway show that the design of the Hwy. 79 and CR 132 intersection will have a “critical

Hutto to reduce speed limit on Hwy. 79 The speed limit on a section of Hwy. 79 in Hutto will now be a consistent 45 mph. What happened TxDOT conducted a speed study for Hwy. 79 from I-35 to west of Taylor. The agency then requested Hutto pass a city ordinance to reect its ndings. The four speed limits, ranging from 45 to 55 mph on the stretch between FM 1660 South and Chris Kelley Boulevard, will now be a consistent 45 mph. Looking forward A representative from Midway told City Council that major plans for Cottonwood cannot be nal- ized until plans for the overpass are nalized. Council members voted 5-1 to postpone the project and work with TxDOT and Union Pacic Railroad to adopt the design proposed by Midway.
