Nonprot feeds FISD students

Over a dozen volunteers lled hundreds of bags with meals for Frisco Fastpacs Dec. 12 as the need for food rises among local children. The process is one step in serving Frisco students in need, which the nonprot has done since it was founded by Marian Schulze in 2013. In that time, the nonprot has provided about 1.39 million meals, Frisco Fastpacs Executive Director Heather Canterbury said. The nonprot has served 1,312 more students in 2023 than it did in its rst year. The number of meals served in 2023 surpassed all other previous years, according to Frisco Fastpacs’ data. “Just the fact that it directly helps kids that we go to school with … [is why I volunteer],” volunteer and FISD parent Staci Onderdonk said.

Frisco fire, police to get new equipment Frisco’s first responders will receive nearly $5 million in new equipment, including a fire engine and mobile radios. Frisco City Council members approved multiple purchases totaling $4.91 million during a Dec. 5 meeting. A majority of purchases, $4.38 million, went to the Frisco Fire Department for a new fire engine, aerial platform and associated equipment.

Frisco City Council turns down Northwest Community Park bids Frisco City Council members unanimously denied all bids for construction of Northwest Community Park during a Dec. 5 meeting. The approach Rejecting the bids for the 164-acre park came at the recommendation of city staff. “We’re asking you to consider and act upon rejection of all bids best validated for Northwest Community Park,” Parks and Recreation Director Shannon Coates said during a Dec. 5 work session presentation. Instead of accepting a bid now, city staff will use council’s feedback on a few options to generate a larger list of bid alternates going forward, Coates said. The three options presented to council were:

Residential, commercial properties to see stormwater fee increases Both residential and commercial monthly stormwater drainage fees will increase in Frisco for the new year. Frisco City Council members unanimously approved higher stormwater fee rates as an amendment to the fiscal year 2023-24 budget during a Dec. 5 meeting. The new rates went into effect Jan. 1, 2024. They were last raised in January 2021, according to meeting documents. The details The increases, which are expected to bring in an additional $577,000 for fiscal year 2023-24, are needed to maintain the stability of Frisco’s storm- water fund and future capital improvements, according to meeting documents.

Frisco arts, culture masterplan underway City officials are working toward bringing an arts and culture-focused comprehensive plan to Frisco. Frisco City Council members approved a $75,014 contract with consultant GO Workshop DBA Civic Arts for services related to creating a Cultural Affairs Master Plan during a Dec. 5 meeting. Consultants will work with city officials to gather feedback from Frisco residents and stakeholders as they build the plan. The gist A Cultural Affairs Master Plan is expected to help grow the city’s artistic and cultural sectors as Frisco continues to grow by work- ing with community members to identify their goals for Frisco’s arts and culture.

Arts center to start moving dirt in March

The backstory

In 2021, the district, the city of Frisco and developer Hall Group entered into a partnership to build a joint performing arts center at the Hall Park oce park. However, in August 2022 the city and the school district announced they were parting ways and canceling the joint project plans. The school board awarded architectural and engineering services to Corgan Architects in November 2022. At FISD, tens of thousands students participate in ne arts, according to district data.

Frisco ISD ocials have previewed the rst renderings of a new visual and performing arts center for the district, which will start construction in March. The district’s board of trustees were presented the project details during a Dec. 11 board meeting by representatives of Corgan Architects. “This facility is a legacy of support that will forever remain in the hearts and minds of ne arts students and teachers in this district,” Fine Arts’ Managing Director Preston Hazzard said in the meeting. District voters approved a $691 million bond package in November 2018, with $43 million of that designated for a ne arts facility that includes an auditorium and gallery space.

Construction on the project is expected to begin in March 2024 with the facility opening in the rst quarter of 2026, the presentation states. The facility will be located at the corner of Legendary Drive and Stockard Drive near Hunt Middle School, said Nathan Huette, a representative from Corgan. “I look forward to having ... a larger space where we don’t have to sell out [shows] so quickly and more people have the opportunity to see the amazing things happening in Frisco ISD’s ne arts,” board President Dynette Davis said.

Frisco ISD surpasses state testing averages On average, Frisco ISD students outscored their peers on the SAT, ACT and Advanced Placement exams, according to district data presented at a Nov. 13 board meeting. Two streets slated for improvements Two portions of North County Road and Meadow Hill Drive will be reconstructed. The details Road reconstruction will add a 26-foot- wide concrete road with no curb or gutter to provide street parking, according to Frisco’s capital improvement project database. New signals headed to Stonebrook Parkway Three Stonebrook Parkway intersections will receive new trac signals in 2024. The intersections are at Witt Road and at unnamed roads that provide access to the Frisco Fire Department’s Fire Station No. 7 and the Stone- brook Parkway Walmart, according to Frisco’s capital improvement projects database. The breakdown Despite being three separate projects, all inter- section construction is expected to be completed a few months apart, according to the database. Construction on the signal at Witt is slated to wrap up by late 2024, and the signals in front of Fire Station No. 7 and Walmart are expected to be nished by mid-2024. In total, the three projects cost $833,333.

Fastpacs, she said. “As adults, when we’re hungry, it’s hard for us to focus and concentrate,” Davis said. “Imagine a child that is not yet able to identify their feelings or communicate the concerns they have.” If it weren’t for the meals provided by Fastpacs, some FISD students would not eat on the week- ends, Cook said. By minimizing that barrier to learning, she said students have the opportunity to be creative and imaginative. “Students who are hungry and don’t have basic living needs met can’t learn because they’re in survival mode,” Cook said. Schulze said she remembers a struggling sixth grader who had consistent behavioral issues at school. After receiving Fastpacs as a seventh grader, his behavior in class improved, she said. The free or reduced-price lunch program does not mean a student is food-insecure. However, being part of the program can be a factor to receive Fastpacs’ weekend meals

Fastpac’s first 35 packs went to Shawnee Trail Elementary and were assembled in Schulze’s living room, she said. An anonymous donor was able to provide a storage unit for a few months in late 2013 before the nonprofit was able to move into a larger, climate-controlled unit in 2014. “That was our very humble beginning,” Schulze said. As the number of students served across the district has increased, so has the cost to make each of the nonprofit’s seven-meal packs. Fastpacs provides four types of packs, including one with snacks, a vegetarian pack, a pack with meat protein or a custom pack for high schoolers. One weekend pack cost roughly $5 in 2013, Canterbury said. Providing the same pack costs around $11 in 2023 due to the rising costs of food and inflation, she said. The nonprofit has been instrumental in support- ing FISD students, Davis said. The school district wants students to be able to focus in class daily, which it accomplishes through its partnership with

Frisco Fastpacs has seen significant growth in its decade-long history with an over 3,600% increase in students served from 2013 to 2023, according to Fastpacs’ data. Fastpacs helps ensure FISD students have access to food, school board President Dynette Davis said. When students register for school, parents indicate whether they’re eligible for free and reduced-price lunch, said Stephanie Cook, managing director for guidance and counseling services. Counselors are also able to refer students based on need, such as financial hardships. “That has been a huge service that [Fastpacs] supplies to us in our community,” Cook said.

About 12% of FISD students received free or reduced-price lunches when Fastpacs was founded in 2013, Schulze said. Roughly 14% receive them as of Dec. 20, Canterbury said in an email. Once Fastpacs are delivered to the dis- trict’s campuses, they are given to students. At the elementary level, counselors bring the packs to the student’s pod areas, Cook said. Fastpacs has worked to place the food in discreet bags students can pick up.

Community members can get involved with the nonprofit through donating food or funds, volunteering, or attending the annual Empty Bowls Frisco event, Canterbury said. In April, Empty Bowls Frisco will host its sixth annual event. Event proceeds will benefit the nonprofit. “While [Frisco ISD] is an amazing learning and academic environment, we also go outside of that to ensure our kids feel loved and secure and fed,” Davis said. Some of the new businesses include locally owned dessert locations such as Pietro’s Italian Bakery, The Pie Dish, Zero Gradi and Fluellen Cupcakes. Pietro’s Italian Bakery reopened after it moved from former location on Custer Road to 6363 Dallas Parkway, Ste. 211, Frisco. Its new space was once a Great Harvest Bread Co. location before it closed in early May. Pietro’s also goes beyond dessert and oers bruschetta, lasagna, fettucine Alfredo and more savory dishes. Fluellen Cupcakes opened on Panther Creek Parkway in early August. It oers classic and seasonal cupcake avors. Zero Gradi, with locations in Dallas and McKin- ney, opened a Frisco site in July.
