Conroe City Council members ap- proved awarding a contract to Third Coast Services LLC during a Jan. 27 meeting to install flashing yellow ar- rows and make minor intersection ad- justments at 21 existing intersections in the city of Conroe. The contract awarded includes 150 days for the project to be substantially complete and 190 days for construction to be fully complete, city officials said. The approved project is Phase 2 of an initiative to install flashing yellow ar- rows at intersections and is in addition to 27 locations where signals were modified last year to include a yellow flashing arrow, said Thomas Woolley, director of capital projects and trans- portation for the city, during a Jan. 26 City Council workshop meeting. “These flashing yellow lights are helping move traffic along in town, and adding 21 additional intersections will help improve the mobility across town,” Mayor Jody Czajkoski said during the workshop.

CITY Council considering design concepts for vacant rst oor of CityHall

BY MAEGAN KIRBY

“The public comes to City Hall to participate in the civic life of the city, and we need to have a space that works,” Mayor Jody Czajkoski said in a news release from the city. Concepts also include potential security improvements and adding a reception desk, restrooms and a catering kitchen, Johnson said. However, some council members expressed concerns over the cost of the project, which is anticipated to total around $2.5 million, according to Johnson. “City Hall is here to conduct city business, and I think we’re stewards of the taxpayers’ money,” Council Member Marsha Porter said during the meeting. “I’m not sure taxpayers would be in favor of having dining facilities in City Hall.” Council members also expressed security concerns with vendors and residents being in City Hall in times of natural disaster. “This is our operations center,” Council Member Duke Coon said

RENOVATING CITYHALL The rst oor of Conroe City Hall has been vacant since sta were relocated to another city facility in June.

City ocials in Conroe have begun discussing plans for the vacant 14,000-square-foot rst oor of Conroe City Hall, located at 300 W. Davis St. At a City Council workshop Jan. 26, Downtown Manager Frank Robinson and architect Warren John- son presented the rst concepts. The rst oor has been vacant since sta moved to the Conroe Municipal Services Center, formerly used by the Conroe Police Depart- ment. Sta moved in July to have more space to work, according to Robinson. Potential ideas presented for the vacant space include a visitor’s center with a gift shop, dining and seating areas, lounge areas open to the public and conference rooms available to rent, according to the Jan. 26 presentation. On the outside of the building, there are plans to renish the walkway, x issues with planters, and add an outdoor patio and porch area, according to the presentation.

during the meeting. “In times of natural disaster we use this entire building, … so security is going to be really important, whatever we do here.” Although plans will likely not be nalized for a year, according to Robinson, initial concepts aim to create an opportunity to give the public some access to the City Hall building.

“We think that taxpayers have expectations that our public facilities should be functional and should be accessible, and when I see what is going on in other cities, I think we’re on the right track,” Robinson said.

EDUCATIONHIGHLIGHTS MONTGOMERY ISD The district held two town hall meetings in January and February for community members to learn about the district’s proposed bond projects before the MISD board of trustees was slated to vote on calling a bond election during a regular meeting Feb. 15, which was after press time Feb. 14. During a Jan. 18 school board meeting presentation, district officials said the estimated property tax impact of a $326.9 million bond election would be an estimated $0.007 increase per $100 valuation for MISD’s interest and sinking rate. This equals an increase of $22.29 per year on a $350,000 home, according to district information, pending no change to the homestead exemption. Safety level lowered following employee shortage

BY ALLY BOLENDER

“This last little bump we had really impacted our staff,” Null said at The Woodlands Area Chamber of Commerce’s annual Economic Outlook Conference on Feb. 11. “That’s where we get vulnerable is if we don’t have enough teachers, then you can’t safely open school. But we were able to get through what was a rough patch about a month ago, and now we see ourselves in a much better place.” The CISD board of trustees unanimously voted to increase substitute teacher pay by $10 a day during a Nov. 16 regular meeting. The new pay rate went into effect Jan. 2, district officials previously said.

CONROE ISD According to Conroe ISD officials, the district moved from COVID-19 safety alert Level 4 to Level 3 on Feb. 7, indicating a lower level of danger to students and staff. The district had moved to Level 4 on Jan. 13 following an employee shortage due to COVID-19 isolations, which require COVID-19 infected employees to stay home. Level 3 calls for continued enhanced cleaning protocols and size limits on indoor activities. However, Level 3 loos- ens restrictions on visitors in school buildings and event cancellations. Superintendent Curtis Null said that employee isolations and low availability of substitutes to fill empty classrooms could result in school closures. According to the CISD COVID-19 dashboard on Jan. 15, 632 employees were in isolation, which was the highest number of employees in isolation recorded by the district. By Feb. 11, the number of employees in isolation dropped to 106. In addition, the district’s substitute teacher fill rate has seen recovery since mid-January. On Jan. 24, the district reported the lowest substitute fill rate of 2022 with 57% of needed substitute positions filled. As of Feb. 11, 68% of the positions were filled.
