Government
WilCo renews Bluebonnet Trails mental health, homelessness deal
Williamson County renewed its annual partnership with Bluebon- net Trails Community Services for three behavioral health resources totaling almost $500,000 during a Dec. 30 commissioners court meeting. The overview Child welfare court care coordi- nators work with families involved in Child Protective Services cases. While CPS case workers often experience high turnover, care coordinators can help facilitate completion of court orders, according to county documents. Under the agreement, BTCS will hire and provide two case coordinators, and Williamson County will fund up to $144,000 for salaries and benefits during fiscal year 2025-26. What else? BTCS began its homelessness prevention program in January 2024, helping find permanent housing for individuals at Community First Village, a 51-acre affordable housing community for those experiencing homelessness, as well as alternative options.
The three initiatives made possible by the BTCS partnership are:
Providing child welfare court case coordinators to help with court- ordered treatment Offering services to reduce homelessness and increase housing sustainability in the county Providing dedicated, qualified mental health professionals in 911 dispatch

“We’ve been very successful with helping place about 33 individuals with chronic home- lessness issues from here in the county to long-term permanent housing,” Bluebonnet Trails CEO Mike Maples said. Williamson County will fund $180,981 for two homeless prevention or peer specialist staff as well as housing, transportation and clothing costs. The program aims to place 15 individuals into Community First Village and provide support to 35 others.
Hutto council appoints interim member to serve until May election
Warner currently serves on the Hutto Ethics Review Commission and was one of 14 applicants who sought the temporary position after the city opened the applica- tion process to residents earlier this month. The Hutto City Council voted to appoint Charles Warner to fill the vacant Place 1 seat on an interim basis through May 2026, when voters are expected to elect a permanent replacement. Two-minute impact Warner was appointed with one dissenting vote from Place 4 City Council member Peter Gordon.

The Williamson County Republican Party will require voters to use a polling location in their specified precinct on Election Day for March primaries, a county official said. This change will also require the Democratic Party to move to precinct-based voting in response, according to Williamson County Elections Administrator Bridgette Escobedo. Historically, Williamson County voters have been able to cast their ballot at any county- run polling location. However, on Election Day, March 3, voters must use a polling location in their specified precinct. Republicans plan to operate 79 WilCo voters to cast ballots within precincts

Residents can also check their voter registration card to determine which precinct they reside in. Specific polling locations haven’t been released yet. More information will be released on the Williamson County elections page. Voters in Williamson County will use hand-marked ballots, rather than a machine, following a commissioner court vote in June to switch to a ballot-on-demand system. The hand-marked ballots are electronically scanned through a printer to record votes, according to previous Community Impact reporting. Texas has open primaries, which means registered voters can cast their ballots in either the Republican or Democratic primary, and do not need to register with a specific party, according to previous Community Impact reporting.

Wells Point Park to get $1.5M in improvements The Pflugerville City Council unanimously approved a $1.52-million Community Engagement Grant on Jan. 13 to fund infrastructure improve- ments at Wells Point Park. The big picture The grant authorizes the Pflugerville Commu- nity Development Corporation to provide a little over $1.5 million from its fund balance to the city’s Parks and Recreation Department for upgrades that include new field lighting, restroom improve- ments and a lightning detection system. PCDC Executive Director Jerry Jones told council members the project had already received unanimous approval from the PCDC board follow- ing a public hearing and was eligible for funding under state law governing economic development corporations.
Hutto weighs timing, costs for justice center Hutto City Council members questioned in a Jan. 8 meeting whether delaying design work on a new justice center could increase construction costs. The takeaway Council members signaled they want updated cost projections that reflect an accelerated design timeline. The discussion sets up future decisions on whether to begin design before a bond election. Council first identified the need for a new justice center in June 2025, pointing to rapid population growth. At that time, council reviewed early concepts from Brinkley Sar- gent Wiginton Architects, including facilities designed to meet 10-year needs and 20-year needs. Early cost estimates range from around $50 million to over $100 million.
Pflugerville hires firm to oversee planning for Project Nexus The Pflugerville City Council approved a profes- sional services agreement with Jones Lang LaSalle during its Jan. 13 meeting, authorizing the firm to serve as a representative for the city’s planned Project Nexus development. The big picture The agreement allows Jones Lang LaSalle, known as JLL, to provide project management and development advisory services for a total cost not to exceed $397,350, according to city and Pflugerville Community Development Corporation officials. Project Nexus is a long-term, 53-acre mixed-use development planned by the PCDC that aims to create a regional destination while increasing sales tax revenue and public amenities in Pflugerville.

PCDC Executive Director Jerry Jones said the firm was selected following a competitive process that reviewed six national companies between June and September 2025. “A joint committee reviewed six national firms and ultimately selected Jones Lang LaSalle,” Jones told council members, adding that the PCDC board unanimously approved the recommendation before bringing it to City Council. Jones said city staff and PCDC leadership worked together to finalize the scope of services after council previously authorized negotiations.
Why now? Parks and Recreation Director Shane Mize said the improvements are necessary as park usage has increased and aging infrastructure struggles to meet demand. He noted that Wells Point Park recorded about 138,000 users last year, with visitors representing 97 different ZIP codes, including out-of-state attendees. “We believe this park is an economic driver,” Mize said. “It aligns directly with what the [PCDC] funds are used for.”

Texas State Technical College is receiving a $3.5 million state grant to train future semicon- ductor technicians at its East Williamson County campus in Hutto. What you need to know The grant money comes from the Texas Semiconductor Innovation Fund, a state pro- gram launched in 2023 to promote economic and workforce development in semiconductor research, design and manufacturing. Texas law- makers allocated about $948 million for the TSIF during the 2023 and 2025 legislative sessions, according to the governor’s office, which admin- isters the program. TSTC will use the $3.5 million grant to develop the Accelerated Semiconductor Technician Training Program, Gov. Greg Abbott announced Jan. 8. The college will use existing instructional and lab facilities for the new program. The 10-week program will train students for
careers in semiconductor fabrication, including roles as equipment technicians, process techni- cians and gas control system specialists, accord- ing to a news release. The program is designed to replicate a real semiconductor lab with a wafer-processing learning facility and a mock cleanroom, per Abbott’s office. This investment will equip students with the advanced skills needed for a modern, high-tech workforce, create quality jobs for Texans, and support the semiconductor operations and chip production that drive our economy and are vital to our national security.
