Colleyville ocials approve funding for 2 road projects Colleyville City Council approved $885,590 in Texas Department of Transpor- tation funds for landscaping along SH 121 and SH 26. Another agreement for maintaining pavement markings and signage on railroad crossings at Bransburg, Pleasant and John McCain roads was approved. Colleyville will pay for a portion of the landscaping along SH 26 from Tennison Parkway to south of John McCain Road, and along SH 121 from north of Gateway Drive to Connecting Road. Colleyville will pay $123,000 using Tax Increment Finance funds, according to city documents.

Southlake City Council approves Shivers Farm Shivers Farm garnered approval from the Southlake City Council to move ahead with a 40-acre mixed-use development. During the Oct. 21 meeting, council voted 5-1 to pass the second reading for a zoning change and development site plan for Trademark Southlake at White Chapel Boulevard and SH 114.
The details The development plans call for a mix of restau- rants, oce space, a grocery store and 37 sin- gle-family residential lots in a subdivision called Willow Meadows, which will be in Lots 4 and 5. Lot 1 will either be a hotel or an entertainment venue; Lot 2 is for retail or restaurant and Lot 3 is for oce or restaurant, according to city documents. Terry Montesi, Trademark Property Company CEO and founder, said a national organic grocer would anchor the development, but he did not state the name of the store.

Voters pass Carroll ISD’s tax rate election Carroll ISD voters have approved the new tax rate, according to unofficial election results from the Tarrant County elections department, with 57.68% in favor and 42.32% against. What happened The new tax rate will generate up to $4 million in revenue for CISD, allowing the district to close the deficit, and support staff raises and salaries, Superintendent Jeremy Glenn said. “These funds will support raises across the board, from our custodial and child nutrition staff members, to teachers, principals and support staff,” Glenn said. Reece won the election with 4,567 votes against Martindale’s 3,678. About 222,995 out of roughly 1.3 million registered voters voted in Tarrant county voted in the Novem- ber 2025 elections, resulting in about 17% turnout, according to county data. CISD officials called for the election in June after Trustee Dudley Jordan resigned.

GCISD considers school closures to address $10M funding loss
Grapevine-Colleyville ISD may close multiple campuses as part of a plan to address financial shortfalls caused by declining enrollment, according to a committee of district employees and commu- nity members. GCISD’s Education Master Planning Committee, or EMPC, recommended campus consolidation as part of a broader effort to stabilize finances, Chief Operations Officer Paula Barbaroux said at an Oct. 27 board meeting. Enrollment in GCISD has dropped by about 1,500 students since 2019, resulting in more than $10 million in lost state funding. EMPC projections show combining campuses could save the district up to $3 million through staffing and operational cuts. The gist While the committee recommended closing campuses, no action has been taken, Barbaroux said. Trustees will also need to vote on whether or not to follow the committee’s recommendations.

One campus closure would save the district roughly $1.5 million, with the 11 teachers accounting for about $704,000, while cuts to support staff, like custodial and administrative aides, could save the district an additional $788,000, Mires said. District staff would develop a transition plan for any staff whose positions get eliminated, Executive Director of Communications Nicole Lyons said. The board will receive further updates at the November board meeting.
“They [the EMPC] believe that consolidation on some level is clearly necessary,” Barbaroux said. “Combinations of scenarios are still under review.” By the numbers To maintain the district’s current average elementary school student-teacher ratio of 20-1, the district would need to eliminate 11 elementary school teacher positions, Chief Human Resources Officer Kelly Mires said.

The Texas Education Agency awarded a nancial account- ability rating of “superior” to Grapevine-Colleyville ISD for the 2023-24 school year, according to a report from Chief Financial Ocer David Johnson at an Oct. 27 board meeting. In a nutshell The TEA’s Financial Account- ability Rating System of Texas rates school districts on several nancial factors, adding up to a maximum score of 100. GCISD scored a 94, earning a “superior” rating—the highest in the system. “The district was in good nancial shape in 23-24, we’re in good nancial shape today. We’re facing some challenges. That said, the board and the district has

The district lost two more points in the same category for spending 2.4% more on adminis- trative costs than the state thresh- old. Johnson noted that while the district is above the threshold, it had decreased since the previous year, from 8.94% to 8.76%. GCISD did not lose points any- where else in the rating, gaining all points in other categories such as debt payment, nancial reporting and compliance, per Johnson’s report.

With H-E-B opening, Rose said she expects to see more people traveling to the Colleyville businesses along Glade Road, Cheek-Sparger Road and SH 121. “I am excited for H-E-B customers to find a new favorite brunch spot at The Brunch District or From Across the Pond, and [visit] all the incredible businesses and restaurants on the east side of Colleyville,” Rose said. From Across the Pond owner John Humphreys said although he doesn’t anticipate new foot traffic since his restaurant only sells gluten-free foods, he still considers the store “a win.” “Having H-E-B right there is a tremendous benefit to us,” he said. “If we get in a hurry and we need something now, they’re [likely] going to have it.” Becky Gjekaj, co-owner of Ed’s Nizza Pizza in Colleyville, is looking forward to people visiting her restaurant along Glade Road. “The new development will bring more traffic, more families and more energy to the neighborhood, and we truly believe it’ll help all local businesses thrive,” she said. The Colleyville businesses on Glade Road near Tom Thumb received 100,000 monthly visitors this year, Rose said in September at Colleyville’s monthly economic development forum.

Comparatively, Tara Village on Cheek-Sparger Road, which does not have a grocery anchor, received 18,000 monthly visitors this year, she said. “Our grocery-anchored centers are really where you want to be in Colleyville,” Rose said. The H-E-B Mid-Cities store is about 2.5 miles away from Tara Village and 1 mile from Glade Road. “There will be an increase [in traffic] on Glade Road and Cheek-Sparger Road because customers will find creative ways to get to the anchor,” Rose said. Kroger is also adding stores in North Texas and uses population growth to determine a new store’s location, said John Votava, Kroger’s Director of Communications and Public Affairs.

Talking Animals Books provides a space to build community in Grapevine Katy Lemieux and Valerie Walizadeh opened their independent bookstore, Talking Animals Books, two years ago with a dream and a crowd- funding campaign. The store has found success as the rst inde- pendent bookstore in Grapevine. Lemieux and Walizadeh said their store sells books and provides
book crawl in August for participants to discover other independent bookstores, and a Twilight watch party in October for the 20th anniversary of the book’s release. Stay tuned A second Talking Animals Books opened in Grapevine in November just a few blocks down from its rst location. Walizadeh said the hope is to keep both open for the time being. “I think [the rst] store has more of an oppor- tunity to be geared towards kids,” Walizadeh said. “The other store will be serving wine and coee and will have a lot more open space.”

Talking Animals Books is located at Grapevine’s historic downtown in a building that used to be a bank. A teller’s station is now used as a reading nook for children who visit the store. “Bookstores tend to do better in more walkable areas,” Walizadeh said. “We have people who just stumble upon us.” Walizadeh said their employees also focus on building connections with customers, which helps in deciding how to curate the store’s selection. Reynolds wants to expand The Cookie Bar to locations around Dallas-Fort Worth and eventually to other states, she said.
“We do a lot of things in our cookies that are not used in traditional cookie recipes,” she said. Popular cookie avors including brown butter chocolate chunk, salted caramel cheesecake and cookie butter drizzle. Fall avors include pumpkin spice latte, served with real pumpkin and pumpkin pie cookie topped with marshmallow u, she said. For Christmas, Reynolds is planning to serve a chocolate pepper- mint crunch cookie with chocolate chunks and peppermint pieces. “Flavor is a priority,” Reynolds said. “Each cookie [has to have] something special to it.” Customers can buy the cookies individually, or pre-order a dozen mini cookies a couple hours
